1 | Shorewood Public Library Board of Trustees Finance Committee Meeting Notes August 4, 2026 SHOREWOOD PUBLIC LIBRARY BOARD OF TRUSTEES FINANCE COMMITTEE August 4, 2026 Meeting Notes Present: Committee Chair Scott Gronert, Trustee Jonathan Smucker, Trustee Wesley Warren, and Director of Library Services Hayley Johnson Call to order: Committee Chair Gronert called the meeting to order at 5:30 PM. Statement of Public Notice: Committee Chair Gronert confirmed that the meeting was properly noticed and posted according to law. INFORMATION – 2027 Budget Planning Director Johnson shared three 2027 Shorewood Public Library budget drafts with the committee: • The first draft did not include numbers for salaries, wages, and fringe benefits. These numbers are provided by Village of Shorewood staff, and were not confirmed at the time of the meeting. • The second draft budgeted for salaries and wages with a three-percent cost of living adjustment. This resulted in a 1.8% increase to the tax levy request. • The third draft budgeted for salaries and wages with suggested salary increases based on recent Village of Shorewood salary survey results. This resulted in a 4% increase to the tax levy request. The Finance Committee suggested Director Johnson meet with the Personnel Committee for input. The Finance Committee reviewed changes to the budget, and discussed certain aspects of the budget. Discussion points included researching how other Milwaukee County libraries that eliminated fines manage the revenue loss. The larger talking point was eliminating the need to transfer funds from the Enhanced Budget to Operating Budget. Director Johnson will review the original motion language.
