Others present: Kevin Greene, Michelle Marquardt, Keith Barnes, Luke Scalise, Samuel SantAna, and Planning and Development Director Bart Griepentrog. 2. Approval of the June 11, 2026 meeting minutes. Mr. Miller motioned to approve the minutes, as drafted; seconded by Ms. Loest. Vote 5-0. 3. Consideration of the application and plan on file for the removal of a window (south elevation) at residential property 4321 N. Farwell Avenue. Kevin Greene and Michelle Marquardt were available to discuss this item. Mr. Greene noted that the modifications were related to a kitchen renovation and that its removal would allow for additional cabinetry. Chair Kraehnke pointed out that additional windows appear to have been previously removed based on the brick ledge. Mr. Greene said those renovations pre-dated their ownership. Chair Kraehnke confirmed that new stucco would be patched into the opening. Mr. Miller motioned to approve the plans, as submitted; seconded by Ms. Wright. Vote 5-0. 4. Consideration of the application and plan on file for façade alterations at commercial property 2514 E. Capitol Drive. Keith Barnes and Luke Scalise were present to discuss this item. Mr. Scalise noted that the existing aluminum storefront system would be replaced with a wood storefront system with transom windows and two new doors. He stated that the brick would be repainted and that a new sign band would be installed over the transom windows. He also pointed out that some additional interior work would be performed to “white box” the space for a future tenant. For purposes of signage, Chair Kraehnke questioned if there was commercial space on the second floor and was informed that the upstairs had a residential apartment. Chair Kraehnke stated that the updates looked great and had great character and relief. Ms. Wright and Mr. Pachefsky agreed. Director Griepentrog noted that Building Inspector Burris reviewed the 2 proposed changes in relation to the Village’s commercial code and found the elements to be compliant. Mr. Pachefsky questioned if the drawings were done with artificial intelligence. Mr. Scalise noted that the drawings were done with Revit but that the renderings were done with AI. Mr. Pachefsky motioned to approve the plans, as submitted; seconded by Ms. Loest. Vote 5-0. 5. Further consideration of the application and plans on file for the installation of a front yard patio at residential property 1557 E. Lake Bluff Blvd. A representative of the application was present to discuss this item. Director Griepentrog noted that the item had been held for discussion so that plans for the required landscape screening could be submitted for review. The representative noted that four Bonanza Gold Japanese Barberry plants would be planted in front of the patio’s fence. He pointed out that they would spread four feet and grow to a height of 18 inches to screen the patio. Director Griepentrog read the code’s screening requirements in 535-9F(2)[4] to the Board for their reference. Chair Kraehnke stated that the plans appeared to comply with the code. Ms. Loest noted that the plants would fill in over time. Ms. Wright agreed. Mr. Pachefsky motioned to approve the plans, as submitted; seconded by Mr. Miller. Vote 5-0. 6. Further consideration of the application and plan on file for the conversion of a second- story door to a window at residential property 2226 E. Newton Avenue. Samuel SantAna was present to discuss this item. Mr. SantAna noted that the new window would be on the back of the house. He stated that the roof originally had a railing and served as a second story porch, but that the railing had been removed and that removal of the door was also desired to limit access. He noted that the bottom of the new window would align with the adjacent window and that the remainder of the opening would be filled in with stucco. Ms. Wright confirmed that the window would be colored or painted to match the other windows on the house. Chair Kraehnke questioned how tall the new window would be for purpose of understanding scale. Mr. SantAna did not know, but the plans indicate that the window would be 40 inches tall. Chair Kraehnke recommended that the window’s trim and stool match the window adjacent to it. He noted that the plans did not show those details and requested that any possible motions include that language. Ms. Loest questioned if the new window would have the same width as the adjacent window. Mr. SantAna noted that it would be two inches wider. Mr. Miller noted that the existing sizes on the plans related to glass size, not window opening, so it wasn’t clear. Mr. Miller motioned to approve the plans, as submitted, subject to the sill of the new window being aligned with the adjacent window and trim details to match; seconded by Mr. Pachefsky. Vote 5-0. 3 7. Future Agenda Items No future agenda items were discussed. 8. Adjournment. Mr. Pachefsky motioned to adjourn at 5:23 p.m.; seconded by Ms. Loest. Vote 5-0.
