Design Review Board Meeting Minutes Thursday, June 11, 2026 1. Call to order. The meeting was called to order at 5:04 pm. Members present: Scott Kraehnke, Chair; Lybra Loest, Daryl Melzer, and Bob Miller. Others present: Hannah Ruid, Joe Green, Vhally Prodayko, Brian Spoerl, Kelly Gauthier and Building Inspector Justin Burris. 2. Approval of the May 28, 2026 meeting minutes. Mr. Melzer motioned to approve the minutes, as drafted; seconded by Mr. Miller. Vote 4-0. 3. Consideration by Special Exception of the application and plan on file for the installation of freestanding real estate sign at commercial property 4450 N. Oakland Avenue. Brian Spoerl was present to discuss this item. He explained that there had previously been two 20 square-foot signs with the same message, however they were not securely fastened in place and stolen. He believes the single, slightly larger sign with larger QR code will be more effective in providing information to the community. Additionally, the proposed sign will be set in the ground with 4x4 posts reducing the possibility that the sign would be taken. Board members discussed the merits of the need for a size that is larger than what the code allows. Ms. Loest motioned to approve the plans, as submitted, by special exception noting that (7) the size of the proposed sign in relation to the area of the lot and future building in which the project is located was appropriate; seconded by Mr. Melzer. Vote 3-1. (Mr. Miller voted no.) 4. Consideration of the application and plan on file for the installation of a front yard porch at residential property 4327 N. Newhall Street. Hannah Ruid was present to discuss this item. She explained that the concrete stoop was being replaced with a more traditional front porch. The existing roof and columns will remain in their original locations, and the porch will be constructed within that footprint. The round columns will be wrapped with composite material that will match that of the new TimberTech decking. Board members discussed the plan and agreed it was in keeping with the character of the home and improved the overall look. 2 Mr. Melzer motioned to approve the plans, as submitted; seconded by Mr. Miller. Vote 4-0. 5. Consideration of the application and plan on file for the installation of a front yard patio at residential property 2400 E. Stratford Court. Kelly Gauthier was present to discuss this item. She explained that there was existing year- round vegetation that will act as screening of the newly proposed blue stone patio, but that she would be adding some additional plantings along the west side of the patio area as well. Board members discussed the overall plan, and Inspector Burris confirmed that technically screening of the west side of the patio is not required as the proposed patio only resides in the front yard area, and not the street side yard. Mr. Miller motioned to approve the plans, as submitted; seconded by Mr. Melzer. Vote 4-0. 7. Consideration of the application and plan on file for the removal of a second-story door and airing porch (rear elevation) at residential property 1919-21 E. Kensington Blvd. Joe Green was present to discuss this item. He explained that the existing airing porch was in poor repair, and instead of replacing the porch it was his preference to remove the porch and access door completely. Board members discussed the application and plan on file, noting that they would want to see the restoration of the area completed in a manner that made it appear that the door and porch were never there, and that the siding is not simply patched back in. Mr. Melzer motioned to approve the application and plans, subject to the siding being feathered in and the plane of the siding / kickout detail remaining continuous; seconded by Mr. Miller. Vote 4-0. 6. Consideration of the application and plan on file for the conversion of a second-story door to a window at residential property 2226 E. Newton Avenue. Board members discussed the plans and suggested that the window appeared undersized in relation to the adjacent windows, and that the placement of the window was undesirable as the sills of the new window and one immediately adjacent did not line up. Having no details on the window trim including the stool was also an issue. The board agreed to table this item to a future meeting date, and no motion was made. 8. Future Agenda Items No future agenda items were discussed. 3 9. Adjournment. Mr. Miller motioned to adjourn at 5:29 p.m.; seconded by Ms. Loest. Vote 4-0. Recorded by, Justin Burris Building Inspector
