Motion carried 6-0. 2. Discussion/action on the Hampton and Santa Monica Intersection Improvement Project concept design. Director of Public Works, Matt Collins, provided background on the project and development of the concepts presented tonight. Adam Walter, from Strand Associates, presented information provided in meeting packet including three alternative designs for the intersection. It was mentioned to extend bike lanes outside of this project area within the Village. It was mentioned that this could be brought to the Public Works Committee at a future meeting. Feedback received was detailed and some modifications included in the proposals were discussed. There was discussion of signals proposed versus the current set up. Number of driveways and proximity to the intersection were discussed, with Director Collins stating that original proposal was to close some driveways and what has led to the change in the current alternatives. Project timeline was described. Pedestrian safety improvements proposed were discussed in detail. Restrictions, resulting from federal funding and the physical constraints of the intersection were discussed. Truck routes and their impact on the proposals were mentioned. Involvement of the City of Milwaukee was discussed along with the ongoing conversations with the city were described. There was mention that in the future there could be discussion around the Oak Leaf Trail and Hampton which it was stated that it would require redrawing boundaries, but the Village can encourage changes at this intersection. Debra Marcus Watton (9289 Fairway Drive, Bayside, WI) president of Milwaukee Funeral Services LLC, which operates Goodman Benson, stated that there are not many northbound bikers on Wilson and southbound bikers often access the trail. It was suggested to have a light or other method to assist bicyclist onto the trail on N. Wilscon Dr. Ms. Watton stated that she would like to minimize the adverse impact on the funeral home, especially the on-street parking which the uses of the street parking were detailed. The reduction in on-street parking stalls was described. It was requested to allow limited street parking during winter months or short periods of time. Mr. Walter stated that the parking has been reduced from seven (7) parking spaces to four (4) to allow for additional safety in sight lines around the curve in that area. If parking stayed the same the trade-offs were mentioned. It was moved by Trustee Haller seconded by Trustee Vanevenhoven that the Village Board approve the Hampton Ave. and Santa Monica Blvd. alternative B traffic signal and intersection design concept as shown in the meeting packet memo and exhibits also including Board commentary. Motion carried 6-0. Chris Jaekels left the meeting. 3. Discussion/action on design concepts and survey results for the Klode Warming House. Peter Damsgaard, with Groth, reviewed the Klode Park warming house design concepts and community survey results. Of 465 responses, approximately 65% favored Option A and 62% favored its pavilion location. The Board agreed to use Option A as the base design while incorporating favorable elements from Option B, including lighter exterior materials. The Board supported exploring a family restroom, covered bicycle and stroller parking, and beach-user amenities, while determining that significant pedestrian or parking improvements were outside the project’s current scope. The Board agreed that the pavilion will be located near the warming house and discussed the orientation, sight lines, sound direction, and vehicle access to the basin. Staff was directed to explore adjustments to the pavilion’s size, orientation, and footprint while maintaining the preferred location, and to identify an appropriate vehicle-access solution. Staff will also study exterior material options and develop a potential enhanced band shell concept for future fundraising. The design team will refine Option A based on the Board’s feedback and return with updated plans. 4. Discussion/action on new Silver Spring monument signs to be paid for by private development projects. Village Manager, Kelsey McElroy-Anderson, provided background on the proposals and stated that feedback was received from Village Board, Architectural Review Commission (ARC), Community Development Authority (CDA) and the Business Improvement (BID). The board agreed that the signs should have a consistent design that establishes a distinct Village brand. Existing signs and if they would be changed were discussed. Board generally desired Option 4, as amended, using red brick that compliments adjacent buildings. The board preferred pyramid style caps and centered “Village of Whitefish Bay” lettering, a blue Village logo, “EST 1892” centerd on the sign and a straight-sided monument design. Lettering will be a dark bronze or dark neutral color and halo lighting is preferred. There was discussion on the “Established 1926” on the Sendik’s building as show in one photo in the packet, agreeing that its removal or relocation would help avoid confusion at the Village gateway. Staff will continue discussions with property owner, with assistance from a Village Board representative. Staff and the design team were directed to incorporate the feedback into the final plan set and refine the remaining details, including brick selection, font, colors, and lighting. The group agreed that another ARC review was not necessary at this stage. 5. Discussion/action on single-family dwelling side yard setback and distance to neighbor dwellings in Districts 1, 1A, and 2. Director of Building Services, Joel Oestreich, summarized previous discussions at both Village Board and ARC. Recommendations from the discussion at ARC were detailed. Making changes to the checklist versus code was mentioned. Detering trespassing was discussed. The Board supported ARC’s recommendation to revise the application checklist to clearly identify the location, existing setbacks, and distance to neighboring structures, including side façades. The Board agreed that this information would help ARC better evaluate situations where homes are located close to property lines. The Board did not support changing the existing three-foot setback requirement at this time due to potential impacts on development, building design, and constructability. Staff was directed to implement the checklist changes and continue exploring potential solutions to construction and enforcement concerns related to properties with limited side-yard setbacks. It was moved by Trustee Haller, seconded by Trustee Vanevenhoven, that the Village Board direct ARC to amend the submittal checklist to include language regarding required survey information as shown in meeting packet and that staff amend the Design area Worksheet to include the adjacent dwelling setback with additional language as directed by the Board. Motion carried 6-0. 6. Discussion/action regarding proposed changes to the improved space requirements for accessory buildings or structures in District 1, 1A, 2 and 3. Assistant Village Manager, Anna Christopherson, stated that there have been inquiries on finishing space in detached garages. The proposal would allow improved space above detached garages, subject to zoning coverage limits, maintaining required vehicle parking on the ground floor, limiting the improved space to the garage footprint, and prohibiting cooking and sleeping facilities. The Board also discussed whether similar provisions should eventually apply to detached accessory buildings and accessory dwelling units, but no action was taken on those broader issues. It was moved by Trustee Haller, seconded by Trustee Dettmann that the Village Board refer an ordinance to amend Municipal Code § 16-3, 16-8A(2)(b), 16-8C(1) and 16-11A(4)(c) pertaining to improved space in accessory buildings to the Plan Commission to review. Motion carried 6-0. 7. Adjourn There being no further business, it was moved by Trustee Saunders seconded by Trustee Dettmann to adjourn the meeting at 9:31 p.m. Motion carried 6-0.
