V. UNFINISHED BUSINESS
None
VI. NEW BUSINESS
A) Review and recommendation of a Development Agreement with Woodsonia Real Estate for a
mixed use commercial and resi dential building at Riverside Landing, 9044 N. Green Bay
Road
President Montgomery asked for clarification on the type of use on the ground floor of the building that would not
be retail. Mitch Hohlen, Woodsonia Real Estate, stated that there would be apartment units on the north side and the
west side of the building would feature community rooms, an oversized entrance lobby, leasing offices and other
amenity spaces.
Commissioner Greenlee asked for clarification on the approval process . Mr. Piotrowski di scussed how each
individual lot that is a part of Riverside Landing will need site plan approval from the Plan Commission and Village
Board.
President Montgomery asked how the parking would be divided between the commercial and residential uses and if
there were sufficient parking spaces for each. Mr. Hohlen stated that their firm likes to have at least 1.5 spaces per
unit of multi-family and that here they would have at least 1.75 spaces without factoring in the commercial spaces.
Plan Commission ___________ ___ June 8, 2026
Page 2
He added that the commercial spaces are typically occupied during hours of lower residential demand. He also noted
that Woodosnia has cross parking easements in place with Target that allow them to access hundreds of more spaces
if needed. Finally, he stated that 110 of the 178 proposed units would be studio or 1-bedroom further lessening the
parking demand.
Trustee Johnson asked if any of the units would be accessible for people with disabilities. Mr. Hohlen noted that the
entire building would comply with federal disability rules but no units were designed specifically for people with
disabilities. Trustee Johnson also asked about snow plowing/storage and energy efficiency of the building. Mr.
Hohlen replied that property management would coordinate with residents to move vehicles for snow plowing and
they intend to haul away snow if needed. In terms of energy efficiency he noted that the building was being
constructed to higher environmental standards set by the US Department of Housing and Urban Development
(HUD) which would add about $5,000 to the build out of each unit.
Commissioner Greenlee asked why garages were dropped from the plan and if residents needed to pay for parking.
Mr. Hohlen responded that garage s were no longer included because the market analysis did not show strong
demand form renters willing to pay a premium for garages. Current plans do not charge residents extra for parking.
Commissioner Greenlee asked about the rental rates for the units. Mr. Hohlen replied with the following rental rates
(utilities separate):
• Studios $1100-1400
• 1-bed $1400-1700
• 2-bed $1800-2000
• 3-bed $2200-2500
Trustee Johnson asked how this development could add to the vitality of the area through the concept of “live-work-
play”. Mr. Hohlen responded that the development seeks to build on the momentum of Target, provide residents
with access to green space to the east and hopefully entertainment and dining option on the outlots and eventually at
the former First Citizens bank site to the south .
It was moved by Commissioner Kass and seconded by Commissioner Hoffmann to recommend approval of the
development agreement to the Village Board. The motion carried unanimously.
VII. ADJOURNMENT
It was moved by President Montgomery to adjourn at 7:12 P.M.

REQUEST FOR CONSIDERATION
COMMITTEE CONSIDERATION: Plan Commission/Village Board
ITEM DESCRIPTION: Review and recommendation of a Development Agreement with Donut
Monster LLC for a restaurant and bakery at 8725 N. Deerwood Drive
PREPARED BY: Nate Piotrowski, Community Development Director
REPORT DATE: August 4, 2026
Applicable Land Use Regulation: Village Code Chapter 121-250
ANALYSIS:
Donut Monster has an accepted offer to purchase the former Public House 55/Brown Deer Beer
Garden building at 8725 N. Deerwood Drive. They are seeking to operate a commercial bakery (to
supply their other locations), a café to sell baked goods and breakfast items and ultimately a pizza
restaurant. The owners would add a commercial kitchen and new coolers to the space and make
interior updates. A certified survey map was previously reviewed by the Commission to split the
parcel from the remainder of Community Square Park. It is proposed to rezone the property from P-
Park to OVPD – Original Village Planned Development. As part of that rezone a development
agreement is required to authorize the use. The draft agreement is attached along with the CSM for
the property and operational details from Donut Monster. Donut Monster also plans to work closely
with Brown Deer staff and the Parks and Recreation Department to help promote and program
activities in the adjacent park space which is currently going through a master planning process.
RECOMMENDATION:
The land use is a good fit for the neighborhood and can help to bring activity to Community Square
Park. Recommend approval of the development agreement to the Village Board.
Donut Monster Plan of Operation
Hours of Operation
The Donut Monster commissary kitchen will operate daily from 5pm through 3am to
accommodate food preparation, baking, production, and cleaning activities. Donut
Monster will be open to the public from 6:00 a.m. to 3:00 p.m., Monday through Sunday,
serving coffee, donuts, breakfast sandwiches, lunch items, and beer and wine. Brute Pizza
will operate from 12:00 p.m. to 10:00 p.m., Monday through Sunday serving pizza, pasta,
sandwiches, side menu items (i.e. vegetable and bread items), soda, beer, and wine.
Catering production and wholesale preparation may occur outside customer service hours
but will remain within the overall building operating schedule. Also, days open and hours
might vary by season.
Staffing Plan
The facility is expected to employ approximately 15 to 30 team members, including full-
time and part-time employees. Staffing levels will vary throughout the day based on
operational needs.
Management personnel will be present during all business hours to oversee operations,
employee supervision, customer service, food safety compliance, and facility security.
Staffing schedules will remain flexible to accommodate seasonal demand while ensuring
efficient operations and high-quality customer experience.
As the business continues to grow, additional positions may be added to support increased
production capacity, expanded wholesale opportunities, catering services, and future retail
locations. The centralized commissary model allows the business to scale efficiently while
creating additional employment opportunities.

REQUEST FOR CONSIDERATION
COMMITTEE CONSIDERATION: Plan Commission/Village Board
ITEM DESCRIPTION: Review and recommendation of a Development Agreement with Institute of
Technology and Academics for a school at 8900 N. Arbon Drive
PREPARED BY: Nate Piotrowski, Community Development Director
REPORT DATE: August 4, 2026
Applicable Land Use Regulation: Village Code Chapter 121-249
ANALYSIS:
Institute of Technology and Academics, Inc. is proposing to transform the former Rite Hite office
building at 8900 N. Arbon Drive into a school for students in grades K4 through 8. Institute of
Technology and Academics, Inc. currently operates a K4 through grade 2 school in the Village at
5051 W. Bradley Road and a grade 3 through 8 school on the northwest side of Milwaukee. This
proposal would bring both operations under one roof with a current enrollment of approximately 350
students and 40+ staff. Total enrollment and staffing at the new location are not yet determined.
A plan of operation, building floor plan and site plan are included in the packet. The school would
generally operate between 7am and 4:30pm, Monday through Friday with some evening and
Saturday special programming hours. The preliminary site plan calls for the driveway from Arbon
Drive to be disconnected from the school site (access reserved exclusively for the future Fireside
Market on corner) with primary entrances and access from Neitzel Way. Car parking is included on
the west, north and east of the building with bus parking and loading to the north side of the
building. A recreation/play area is in tended for the southeast side of the site. Formal civil plan
details would be subject to staff review if land use approval is granted. Architectural and
landscaping changes would need review and approval by the Building Board and Beautification
Committee respectively, although those details are unavailable at this time.
The property is currently zoned Business Planned Development (BPD) and was authorized for use
as an office building and travel agency in the late 1980s. The change of use to a school requires a
new development agreement for which a draft is attached. The draft agreement includes a provision
on required meetings with the Police Department to ensure school safety and a prohibition on
rendering the property tax exempt.
RECOMMENDATION:
While the former Rite Hite building has been vacant for multiple years, this use of the property as an
elementary school does not fit particularly well with the character of the neighborhood (offices,
Public Works yard, commercial). The Village comprehensive plan from 2010 (and 2023 update) also
indicates future land uses at this location to be commercial or business and not institutional, making
it difficult to favorably recommend the proposal.

To the Members of the Plan Commission and Village Board of Trustees:
The Institute of Technology and Academics, Inc. (ITA) respectfully requests approval to occupy and renovate the
property at 8900 N Arbon Drive, Brown Deer, Wisconsin, which the applicant understands has remained vacant
for more than three years. ITA understands and respects the Village's commitment to the School District of
Brown Deer. This application does not ask the Village to choose one educational institution over another. It asks
whether an established local operator may place a long-vacant property into safe, productive, tax-paying use and
maintain traffic, parking, safety, hours, occupancy and property maintenance.
ITA is not new to Brown Deer. For approximately five years, ITA has operated a location in the Village serving
students in K4 through grade 2. That history is an important part of this request: the proposed campus is an
expansion of an existing local relationship, not the arrival of an unknown operator.
The proposed project will replace prolonged vacancy with substantial renovation, daily supervision, jobs, local
purchasing, permit activity, improved building systems and continued tax obligations. ITA is not requesting
operating funds from the Village or use of School District facilities. Public schools will remain essential to Brown
Deer, and ITA seeks coexistence and constructive partnership - not displacement.
ITA welcomes reasonable approval conditions that are tied to the actual land-use impacts of the proposal. The
commitments in this Plan of Operation include on-site traffic management, no public-street stacking, controlled
access, emergency coordination, code-compliant renovations, screened waste handling, property maintenance,
and being a positive and responsible operator. The preliminary site concept further demonstrates the property's
capacity by identifying an on-site parent drop-off route, separate bus circulation, 124 car parking spaces, 11 bus
parking spaces, designated visitor/accessible parking, play areas and service access, all subject to final
professional plans and Village approval.
Respectfully submitted,
Institute of Technology and Academics, Inc.

Executive Summary
Why this proposal is in Brown Deer's interest
• Proven local presence: ITA has already operated a Brown Deer K4-2 location for approximately five years.
• Adaptive reuse: the project will reactivate a property that has been vacant for more than three years and reduce the
risks associated with prolonged vacancy.
• Private investment: ITA will fund code compliance, life-safety upgrades, building systems, classroom build-out,
technology infrastructure and exterior/site improvements.
• Tax and fee contribution: the proposed transaction is intended to keep the property tax -paying; this application
does not request a property-tax exemption.
• Employment and local spending: prior expansion planning contemplated up to 30+ additional full-time and 6+ part-
time positions over three years, phased with enrollment and budget, plus renovation and vendor spending.
• Manageable site profile: the preliminary concept plan identifies 124 car parking spaces, 11 bus parking spaces, an
on-site parent drop-off route, designated staff/visitor areas, separate bus circulation, play areas and service access,
subject to final professional review and Village approval.
• Logical consolidation of nearby campuses: ITA currently operates a K4 -2 campus in Brown Deer and a grades 3-8
campus in the City of Milwaukee approximately two miles from 8900 N Arbon Drive. The proposed property will
consolidate these nearby operations into one appropriately sized K4-8 campus, improving safety, transportation,
supervision, staffing efficiency and family access.
• Complementary educational role: approval is not an endorsement of one school over another. ITA will serve families
through its distinct model that service children of the City of Milwaukee while respecting the essential role of the
School District of Brown Deer.

1. Applicant Profile and Brown Deer Operating History
1.1 Established educational organization
ITA was founded in 2006 to provide exceptional 21st-century educational opportunities, particularly for families
seeking a safe, caring, technology-rich and academically focused school environment. The organization began
with approximately 40 students and historically grew to a sustained enrollment of approximately 345-350
INSTITUTE OF TECHNOLOGY AND ACADEMICS | BROWN DEER PLAN OF OPERATION
Prepared July 2026 | Village of Brown Deer | Page 5 of 11
students across its campuses. This history demonstrates demand, operating experience and the ability to manage
a multi-grade educational program.
ITA's mission is to educate and inspire students through technological learning opportunities supported by
school, family and community partnerships. Its vision places student achievement first and calls for qualified
staff, research-informed and project-based instruction, safe facilities, family participation and accountability. The
school's long-standing creed is: "Success is the Only Option."
1.2 Five-year operating history in Brown Deer
Existing Brown Deer campus
For approximately five years, ITA has operated a location within the Village serving K4 through grade 2. The
proposed project therefore expands an established local presence rather than introducing an unknown operator.
This existing presence is relevant to the Village's review for three reasons:
• It provides a direct, local operating history that Village staff and officials can evaluate.
• It demonstrates that ITA's educational mission and the School District of Brown Deer have already coexisted in the
same community for several years.
• It creates continuity for families and employees already connected to Brown Deer and supports a deeper, longer -
term commitment to the Village.
1.3 Existing Campuses and Purpose of Consolidation
ITA currently operates two nearby campuses serving its established K4-8 school community. Its existing Brown
Deer campus, located at 5051 W Brown Deer Road, has served students in K4 through grade 2 for approximately
five years. ITA's second campus is located in the City of Milwaukee, approximately two miles from the proposed
property at 8900 N Arbon Drive, and currently serves students in grades 3 through 8.
The proximity of both campuses to the proposed property demonstrates that this application is not an effort to
enter a new geographic market. Rather, the proposed campus will consolidate an existing school community that
already operates in and immediately adjacent to Brown Deer. Consolidation will create a more cohesive K4-8
educational environment and improve student supervision, staff collaboration, transportation coordination,
family access, safety planning and the delivery of academic and student-support services.
ITA currently has families awaiting enrollment, and much of the school's growth has resulted from word-of-
mouth referrals from current and former families rather than extensive advertising or recruitment campaigns.
The proposed facility will provide appropriate space to serve ITA's existing students and accommodate a
reasonable number of waitlisted students that are residents of the City of Milwaukee.
Following consolidation, ITA may evaluate its existing Milwaukee facility for a future high school program
primarily intended to provide continuity for current ITA students after eighth grade. The high school would
remain located in Milwaukee, would principally serve ITA’s established Milwaukee-based families.
1.4 Governance, staffing and organizational capacity
ITA is governed by a Board of Directors and operated by school leadership and qualified instructional,
administrative and support staff. The school will maintain all registrations, insurance, background-screening
practices and operational approvals required by applicable law and its educational programs.
ITA currently employs 38 full-time and 7 part-time staff positions and contemplates up to 30+ additional full-
time and 6 part-time positions over a three-year expansion period. The final Brown Deer campus staffing plan
will be phased with enrollment, grade configuration, student needs and approved occupancy. Positions may
include teachers, instructional aids, school leadership, office staff, student services, food service, facilities,
transportation and security/supervision personnel.

2. Educational and Business Model
2.1 Proposed use
The proposed use is a private not-for-profit elementary and middle school facility supporting ITA's K4-8
program. The precise grades assigned to the proposed building may be phased, but all enrollments will remain
within the grade span and occupancy.
2.2 Program characteristics
• Technology-rich instruction and project-based learning that allows students to demonstrate knowledge
through academic and applied work.
• Strong student support, including academic intervention, social-emotional support and family engagement.
• A consistent school culture centered on Curiosity, Reflection, Grit, Respect, Integrity and Compassion.
• Clear classroom and common-area expectations, including ITA's SHINE learner routine: Sit tall, Hands and feet
to self, Involve yourself, Never give up, and Eyes tracking.
• Structured supervision, family handbooks, staff training and behavior procedures designed to maintain a safe
and orderly environment.
• Service to families from City of Milwaukee; the proposed campus is not dependent upon recruiting students
from the School District of Brown Deer.
2.3 Family and community engagement
ITA expects families to be active partners in student success. Parent conferences, family education activities,
student performances, leadership activities and other school events will occur within the approved hours and
parking plan. Larger or atypical events will be separately planned and, if required, submitted for additional
approval.
2.4 Academic Performance and Accountability Context
2023-24 Accountability Result 2024-25 Accountability Context
Overall score: 81.6
Accountability rating: Exceeds Expectations
Star rating: Four stars
Growth score: 95.4
Target Group Outcomes: 77.8
ITA rating: Meets Expectations (three stars), based on the
school’s 2024-25 accountability report information.
Statewide benchmark update: Wisconsin DPI updated the
performance benchmarks used to assign accountability
ratings beginning with the 2024-25 report cards.
Comparison limitation: DPI stated that 2024-25 overall
accountability scores cannot be directly compared with prior
years and that the reports establish a new baseline.
ITA has a demonstrated record of academic accountability. In 2023–24, the school earned an overall Wisconsin
DPI accountability score of 81.6 and a four-star Exceeds Expectations rating, including a 95.4 Student Growth
score, while serving a student population reported as 99.5% economically disadvantaged. In 2024–25, ITA
received a three-star Meets Expectations rating under revised statewide accountability benchmarks and score
ranges. Because these standards changed, the difference in star categories should not be interpreted by itself as a
direct measure of year-to-year academic decline. Viewed together, the results demonstrate strong historic
student growth and continued satisfactory performance under Wisconsin’s current accountability system.
ITA has also received independent recognition for its established enrollment and service to a predominantly
underserved student population. Private School Review identifies ITA among the top 20% of Wisconsin private
schools for student-body size and percentage of students of color. School Choice Wisconsin has separately
profiled the school’s positive influence on students facing significant personal and economic challenges,
highlighting ITA’s stable environment, character development, committed educators and long-term investment in
student success.

3. Public Interest, Fiscal Impact and Adaptive Reuse
Reuse of a long-vacant property and Community-development value
The project is more than a change of occupant. It is an adaptive-reuse investment that can convert an
underperforming asset into a stable institutional employer and family-serving destination. Employees and
families will purchase fuel, meals, supplies and services in the area; the school will participate in Village life; and
visibly maintained property will replace an extended vacancy.
4. Detailed Operating Plan
Activity Days Hours Description
Regular school operations Monday-Friday 7:00 a.m.-4:30 p.m. Instruction, staff preparation, student arrival/dismissal,
after-school support and normal administration.
Saturday activity Occasional Generally, 8:00 a.m.-2:00
p.m.
Games, family activities, staff development or special
school programming within parking capacity.
Sunday Closed N/A No routine operations. Emergency access and
separately approved activity only.
Evening activity Limited / not routine Within approval conditions Any larger or later event will be planned for parking,
supervision and noise;
Summer / break periods As scheduled Within approved weekday
hours
Limited academic support, staff development,
enrollment and building preparation.
4.1 Staffing and supervision
The school will maintain staff levels appropriate to enrollment, grade level, student support needs, building
layout and arrival/dismissal operations. Students will be supervised during school hours, transitions, outdoor
activity, transportation loading and events. Staff responsibilities will include designated arrival/dismissal posts.
4.2 Deliveries and service activity
• Routine deliveries will be scheduled outside peak arrival and dismissal periods whenever practical.
• Delivery and service vehicles will use the designated truck receiving/service access area shown east of the
existing building, or another location approved on the final site plan.
• Snow removal, landscape care, pest control, building maintenance and janitorial services will be privately
arranged.
• No manufacturing, warehousing, heavy truck activity is proposed.
4.3 Noise, odors, lighting and other impacts
The use will generate ordinary school activity but no industrial smoke, vibration, production odor or hazardous
process. The proposed use will not be a nuisance to the community.
5. Traffic, Parking and Circulation Management
The preliminary concept plan for 8900 N Arbon Drive provides a substantial on-site parking supply and
separates parent drop-off, bus operations, staff/visitor parking, outdoor play and service access. The drawing
labels 124 total car parking spaces and 11 bus parking spaces. Final dimensions, striping, ADA counts, fire lanes,
queuing capacity, signage and control devices will be confirmed at the final plan approval.

5.1 Site layout and traffic-management
The attached conceptual Site plan drawing establishes the following preliminary operating layout.
• Routine family loading and unloading will occur in the on-site parent drop-off route west of the building; bus
loading and unloading will occur in the separate designated bus area shown on the site plan.
• Family vehicles, buses/vans, staff vehicles and service traffic will follow the separate routes shown and will
not block public travel lanes, neighboring drives, fire lanes, crosswalks, sidewalks or student pedestrian
routes.
• No routine stacking or standing on residential streets will be permitted. Families will receive written traffic
instructions and reminders.
• Trained staff will direct vehicles during arrival and dismissal until traffic patterns are stable and whenever
conditions require.
• Arrival, dismissal or grade-group schedules may be staggered if necessary to remain within the site's queueing
and parking capacity.
• Staff parking will be assigned within designated on-site areas; visitors and people using accessible spaces will
park near the main entry; ADA access, fire lanes and supervised pedestrian routes to the building and play
areas will remain clear.
• Deliveries and waste service will be scheduled outside peak periods when practical.
• ITA will monitor the first weeks of operation and promptly adjust staffing, timing, lane assignments or family
procedures if needed.
5.2 Special events
Events expected to attract attendance beyond ordinary school-day levels will be scheduled with advance parking
and supervision planning. ITA will use on-site capacity first, coordinate lawful overflow arrangements only with
written permission, and seek any special-event approval required by the Village.
6. Safety, Security and Emergency Preparedness
Student and community safety will be integrated into building design, staffing, training and daily procedures. The
final safety plan will be coordinated with the building layout and applicable legal requirements.
Safety element Operational approach
Controlled access A designated public entrance, secure vestibule where feasible, staff-controlled access
and visitor check-in.
Visitor management Identification, sign-in, authorization and visitor badges or equivalent procedures.
Video and access systems Cameras and access controls focused on entrance, circulation and common areas, used
consistently with law and school policy.
Staff screening and training Background checks and training appropriate to role, including supervision and
emergency procedures.
INSTITUTE OF TECHNOLOGY AND ACADEMICS | BROWN DEER PLAN OF OPERATION
Prepared July 2026 | Village of Brown Deer | Page 9 of 11
Safety element Operational approach
Emergency operations Written plans for fire, severe weather, medical events, evacuation, lockdown,
reunification and communications.
Police / fire coordination Pre-opening walk-throughs or plan coordination as requested; prompt reporting and
cooperation during incidents.
Student supervision
Assigned adult supervision during arrival, dismissal, transitions, meals, outdoor periods
and events, including supervised access to the play areas east of the building and
separation from active vehicle routes.
6.1 Student conduct and neighborhood expectations
ITA's student culture emphasizes respect, responsibility and accountability. Students will not be permitted to
loiter on neighboring property or unsupervised public areas during the school day. Dismissal and transportation
procedures will move students promptly to approved destinations. The school will investigate and address
substantiated off-site conduct concerns involving students when they are connected to school operations.
7. Property Stewardship and Neighborhood Compatibility
ITA recognizes that approval carries an ongoing obligation to maintain the site as a positive community asset.
The following commitments apply throughout occupancy:
• Maintain the building exterior, parking areas, sidewalks, landscaping, drainage facilities, signs and lighting in
good condition.
• Remove snow and ice in a timely manner and keep fire lanes, accessible routes and hydrants unobstructed.
• Keep waste and recycling in approved, screened containers; prevent overflow and litter; schedule collection
appropriately.
• Use shielded, energy-efficient lighting and avoid unnecessary illumination after operations conclude if
required and needed.
• Obtain separate sign permits and use signage consistent with approved size, location, materials and
illumination.
• Prohibit outdoor storage except approved school equipment maintained in designated areas.
• Maintain pest-control, building-cleanliness and preventive-maintenance programs.
8. Complementary Role in Brown Deer's Educational Ecosystem
ITA recognizes that Village officials and residents value the School District of Brown Deer and may be concerned
that approval of another school could be viewed as competition. ITA respectfully offers a different framing: this is
a land-use and community-investment proposal by an organization that has already operated in Brown Deer for
approximately five years.
The proposed campus primarily consolidates two existing nearby ITA operations and is not based on establishing
a new enrollment market in Brown Deer.
8.1 Principles of coexistence
Principle Application to this request
The strongest evidence is existing coexistence.
ITA has served K4-2 students in Brown Deer for about five years while the public
school district has continued its work. The proposal deepens an established presence
rather than creating a new condition.
ITA serves the city of Milwaukee families.
ITA historically serves families from the City of Milwaukee. The project is driven by the
need for suitable facilities and continuity for ITA families, not by an exclusive effort to
draw students from Brown Deer district.
INSTITUTE OF TECHNOLOGY AND ACADEMICS | BROWN DEER PLAN OF OPERATION
Prepared July 2026 | Village of Brown Deer | Page 10 of 11
Principle Application to this request
Different schools can serve different needs.
Families consider school size, educational model, support services, technology, culture,
location and other factors. It seeks permission to responsibly use private property,
invest private resources, employ people and serve families through an established
mission. A strong public district and a responsible private school can coexist in the
same Village.
Community benefits. Renovation, taxes, jobs, local spending and activation of a long-vacant property benefit.
8.2 Potential partnership opportunities
Subject to mutual interest and separate agreement, ITA is open to cooperate with the Village, School District,
library, parks and recreation, public-safety agencies, businesses and community organizations in areas such as:
Technology, literacy, family-resource or student showcase events open to the community.
• Business mentoring, career awareness and local employer engagement.
• Coordination with library and recreation programming to avoid duplication and expand access.
• An annual liaison conversation with Village and, if interested, School District representatives to identify practical
collaboration and resolve concerns.
Closing Statement
ITA respectfully requests approval of the proposed campus at 8900 N Arbon Drive as a compatible adaptive reuse,
meaningful private investment and a long-term community opportunity. The project will replace vacancy with
accountability, renovation, employment and educational service. The preliminary site concept demonstrates
substantial on-site parking and separated circulation for families, buses, staff, visitors and service vehicles. ITA has
been for past five years and will be for future a responsible Brown Deer business operator.
