A) Review and recommendation of an Eleventh Amendment to the Brown Deer Business Park
Development Agreement to allow “Beauty Salon” as a permitted use
Mr. Piotrowski reviewed the proposal and introduced Eric Greven and Rachel Greer representing the ownership
group.
Ms. Greer described the business model and introduced the prospective salon operator Jalynn Gordon .
Commissioner Phelps asked if the salon would be divided into smaller suites for individual beauty providers. Ms.
Gordon replied that was her intention.
Commissioner Kass asked if it would make more sense to rezone this property instead of amending the development
agreement. Mr. Piotrowski stated that a rezone was possible but that procedurally the amendment was a bit easier.
President Mongtomery asked for clarification as to which unit would be occupied and if the operator had other
locations. Ms. Gordon described the unit as the closest to Deerbrook Trail on the south side of the building and
indicated that this would be her first location. President Montgomery asked about hours of operation and access to

the gated parking area during evening hours. Ms. Gordon suggested that hours could extend from 9am until 8 or
9pm. Mr. Greven added that the tenant would have the ability to offer gate access codes if using the lot after 7pm.
President Montgomery asked about proposed signage. Mr. Piotrowski replied that there would be an opportunity for
multi-tenant signage in front of the building, but it would need approval from the Building Board.
Trustee Johnson asked which units were currently leased or sold. Ms. Greer replied that 5 units were sold and 11
were leased, leaving 5 vacancies in the building.
Commissioner Phelps stated that he was comfortable with the land use and thought the business was a good addition
to the community. Commissioner Boehm agreed and asked how many beauty professionals are on staff. Ms. Gordon
stated that 6 of the 12 possible positions were filled .
Commissioner Greenlee asked if there was a bathroom in the leased unit or if it was common. Mr. Greven replied
that there was a restroom in the unit.
It was moved by Commissioner Kass and seconded by Commissioner Phelps to approve the amendment to the Brown
Deer Business Park Development Agreement . The motion carried unanimously.
VII. ADJOURNMENT
It was moved by President Montgomery to adjourn at 6:59 P.M.

REQUEST FOR CONSIDERATION
COMMITTEE CONSIDERATION: Plan Commission/Village Board
ITEM DESCRIPTION: Review and recommendation of a development agreement with 4380 Brown
Deer, LLC. d/b/a 7 Brew Coffee for a drive-thru retail building at 4380 W. Brown Deer Road
PREPARED BY: Nate Piotrowski, Community Development Director
REPORT DATE: March 12, 2026
Applicable Land Use Regulation: Village Code Chapter 121-247
ANALYSIS:
7 Brew Coffee is proposing to locate on the commercial outlot adjacent to the new Village 43
apartments at the northeast corner of Deerbrook Trail and Brown Deer Road
The 7 Brew model is primarily a drive-thru or walk-up ordering coffee and beverage business. The
internal building space is generally for staff preparation and order fulfillment. Each customer is
greeted by a team member who takes the order in lieu of menu boards and speaker systems. The
proposed hours of operation are from 5:30 am until 11:00 pm .
Included in the packet is a statement of operation for the business along with civil site plan
documents, a landscaping plan and building elevations .
Staff has reviewed the site plan and noted the following items:
• An existing regional power transformer located just north of the proposed building
limits site design options, such as moving the building further away from the
apartments to the east. Staff is investigating the relocation of this facility but given
likely costs will not be able to move.
• The proposed landscaping and screening on the north seems insufficient given the
adjacent apartment front doors. Added depth or fencing may help.
• Snow storage seems problematic. The north-east corner parking spots do not seem
necessary, and this space could be used for said storage.
• Much like Fireside Market the drive-thru extends towards a signalized intersection
with potential for headlight conflict. In this case there is a double drive-thru with high
queueing demands. The proposed row of shrubs is rather monotonous and linear. It
could be varied with alternative plantings and added depth or a structural element to
help shield the drive-thru while providing visual interest.
• Site specific s tormwater management is not required since quantity and quality
standards are being accommodated by way of the larger Village 43 project.
• The development agreement addresses concerns about noise from loudspeakers,
signage and the potential for seasonal site modifications to the drive-thru operation.
RECOMMENDATION:
This proposed outlot was intended for retail use and likely a fast casual operator. The site plan from
7 Brew, other than the above-mentioned issues, is generally acceptable and should work well within
the context of the neighborhood and should not present any significant zoning issues. Please feel
free to contact Nate Piotrowski at (414) 371 -3061, if you have any questions.
