SUMMARY: For the past two years, we’ve contracted with Nathan Hileman (most recently through his business Amberspell) to do the publication of the Brown Deer Magazine. This work includes working with the stakeholders to develop and submit content, finding businesses to advertise in the magazine, and working with vendors on the design, printing, and mailing of the magazine. Advertising trends in recent years have declined, resulting in either increasing the stakeholder contribution for the magazine or lowering the compensation available for the contracted publisher. The troubling financials behind the magazine have resulted in Nathan Hileman to conclude his services publishing the Brown Deer Magazine. All stakeholders met on January 20 to discuss possible alternatives to produce the magazine. Considering the challenges with advertising, continued inflationary costs associated with producing and mailing hard copies of the magazine, and an industry where more written content is going digital, the stakeholders wanted to pass along the following proposal: 1. The stakeholders would produce two magazines for 2026. The first issue will be distributed in May, and the second issue will come out in November. The Village will gauge feedback from residents and businesses on moving to two magazines per year versus three and consider that feedback for 2027. Given the influx of staff assisting with magazine production without a contracted service, reducing the number of magazines from 3 to 2 will allocate more time to complete these added activities. 2. The magazine will become a hybrid product. This means the Village will mail a postcard to all housing units and businesses with a QR code that’ll allow community members to access the magazine online. The postcard will also include major highlights that community members should know about the Village, School District, and the Foundation (ex., open book, events, tax bills, construction, etc.). Lastly, the postcard will state locations where residents can pick up a hard copy of the magazine if they’d rather read it that way. Instead of printing 9,500 copies per issue, only 1,000 copies would be printed and available at key locations like the Library, Village Hall, and other businesses around the Village willing to have copies available. 3. Majority of the work to write the content and design the magazine would be done in- house. The Village would still use an outside vendor to print the magazine as well as print and mail out the postcards. Added wages/benefits for the Marketing and Communications Coordinator will be necessary to complete this work. 4. The recreation guide will be removed from the magazine and published as a separate document. They’ll send out a postcard similar to the magazine to all properties with a QR code stating the magazine is available. They’ll also print approximately 500 copies to make available to the public. The Parks and Recreation Department along with the Village Manager will seek out advertisements to help cover a portion of the guide. The estimated weeks the Parks and Recreation Department plans the guide to be distributed: April 13, July 27, and November 16. All these periods are one week prior to online registration beginning. Attached to this memo is additional research from the Parks and Recreation Department. 5. Due to decreasing the number of magazines and eliminating outside operational and design costs, the stakeholders feel confident the magazine under this structure could be financed solely on stakeholder contributions without any advertising dollars. Any businesses wanting to still promote their business will still have the opportunity to do so in the printed recreation guide. There is even a possibility we could reduce the stakeholder contribution under this model. Below are the magazine cost and revenue estimates comparing the old model versus the new model. Old Model (2025) Proposed Model (2026) Revenues Revenues Advertising* $13,112 Village $5,000 Village $5,500 School District $5,000 School District $5,500 Foundation $2,000 Foundation $3,000 Total $27,112 Total $12,000 Expenses Expenses Operations* $3,000 Magazine $4,000 Design* $5,400 Postcard $5,300 Mailing/Postage* $4,520 Design $2,700 Printing* $13,500 Total $26,420 Total $12,000 *Note: These are not actuals but estimates received from Amberspell halfway through 2025 based on projections. Deerbrook Trail. Modern Points studio would offer hair, makeup, eyebrow and lash treatments among other beauty offerings every day of the week from 9am until 8pm. Attached is a statement of operation, a floor plan for the building and a branding guide for the salon. Currently the business park does not list a beauty salon as a permitted use in the district. Attached is a current list of all permitted uses. While the list is broad, “beauty salons” are not listed, most likely because such a use did not seem compatible or desirable in an area designed for office and industrial buildings. As the business park has evolved over time there have been various amendments to allow for different uses such as recreational, day cares, multi-family residential and auto dealers. The attached eleventh amendment to the development agreement would allow for beauty salons to be added to the list of permitted uses. A map is included to show the extent of the area that would be impacted by such an amendment. RECOMMENDATION: The proposed beauty salon is perhaps an odd land use for the business park but generally does not present any significant traffic, noise, or safety issues for the area. Please feel free to contact Nate Piotrowski at (414) 371-3061, if you have any questions. Zoning Permit Proposal The proposed use is a beauty salon offering professional personal care services, including hair styling and cutting, hair coloring and treatments, natural hair services, braiding, makeup application, lash extensions, brow services, facials, waxing, and limited retail sales of beauty products. Types of Services/ Service Providers: Hairstylists Barbers Nail Technicians (based on ventilation) Braiders Makeup Artist Lash Technician Eyebrow Technician Esthetician Massage Therapist Bespoke Entrepreneurs Hours of Operation: The studios are anticipated to operate Sunday through Saturday from 9:00 AM to 8:00 PM, with possible extended hours for special appointments. Number of employees: The business expects to employ approximately 8–15 licensed beauty professionals, including independent suite renters, as well as 1–2 administrative or support staff. Anticipated Levels of Customer Traffic: Customer volume is expected to be moderate and appointment-based, averaging 15–35 clients per day, with peak activity occurring on evenings and weekends. Client appointments will be staggered to minimize congestion and maintain a calm, professional environment. Noise, Parking & Community Impact: The Studios will operate with minimal noise, limited primarily to normal conversation and low-volume music. No outdoor activity is anticipated. Client parking demand is expected to align with standard retail or personal service use, and the business is designed to be a low-impact, community-friendly commercial use.
