PHILOSOPHY The Annual Budget represents a comprehensive plan to continue our commitment to providing exceptional services, maintaining our infrastructure, and fostering a strong and vibrant community, and is one of the most important documents presented to and approved by the Village Board. The budget establishes an operational and financial plan for the delivery of Village services and implementation of the annual Village capital improvement program. I believe a conservative expenditure profile, prioritizing a high level of customer service in the core municipal functions of Administration, Public Safety, and Public Works will serve our citizens well. The ability to balance the many competing demands and maintain our standards stems entirely from the continued effort to maximize efficiencies, work collaboratively, and strive for excellence in each facet of the organization. ADDRESSING THE CHALLENGE The 2026 Annual Budget continues to be restrained by restricted revenues, primarily due to the State of Wisconsin artificially restricting our ability to responsibly levy to meet our needs. AS we have seen in prior years, for Fiscal Year 2026 the Village did not see enough growth as established under the levy limit to meet the percentage growth of increasing costs ; our ability to meet the growth in our expenses is based solely on our conservative budgeting, reflected in positive annual cash flows which largely are made part of the General Fund balance. The value of net new construction during the previous 12 months restricted the Village (under State law) to increase the property tax levy to fund all 202 6 operations .64 %. This number is slightly greater than last year and reflects the net value of new construction under the current law. Property taxes remain the Village's primary revenue source. BOND RATING The Village's bond rating is further evidence of its financial strength. Fox Point’s general obligation bonds are currently rated Aaa by Moody's. Having solid financial policies and prudent financial management practices are principal reasons for this excellent bond rating. This high rating translates directly into lower interest rates on the Village's debt. In the rating performed this summer, Moody’s indicated clearly that, in addition to other external factors, continued conservative financial management and expansion of the tax base and increase of operating fund reserve levels relative to operating revenues would be viewed as strengths going forward. Conversely, contraction of the tax base and or narrowing of the operating fund reserve levels would be negative potentialities on the rating. Given the restrictions on revenue generation placed on the Village by the State, increasing costs, significant capital investments, and fully developed character of the Village, it may be challenge to maintain our Aaa rating . That being said, given our conservative debt levels and strong financials, we should not avoid appropriate capital investments for fear of downgrade. BUDGETARY OUTLOOK Due to the constraints of the State-imposed tax levy freeze on existing properties, the Village can only receive additional tax levy from ne t new construction . As a nearly fully developed community, the Village’s opportunity to realize much growth under current Statute is minimal. As such, when redevelopment opportunities arise, it would behoove us to consider the diversification of our tax base and utilization to the highest and best economic use along with all the other considerations we give development proposals. CONCLUSION The 2026 Annual Budget is committed to the Village's policy of preserving Fox Point's quality of life and solid financial position by focusing its public services within the Village’s core competencies, monitoring its fund balances, achieving a balanced budget and making appropriate decisions within the context of a strategic debt management plan. In preparing the 2026 budget, we are confident that we have developed an operating budget that will provide for the services our residents expect; however, the Village Board will be asked to consider the sustainability of our service delivery model under with the current revenue sources. I want to thank all of the Village staff for their assistance in developing the 202 6 Annual Budget, especially our dedicated financial staff for compiling the financial data. GENERAL INFORMATION Location The Village is located in Milwaukee County. The Village is located ten minutes north of the City of Milwaukee. It is bounded on the east by steep bluffs and the sandy shores of Lake Michigan, on the west by the City of Glendale and the Village of River Hills, on the south by the Village of Whitefish Bay, and on the north by the Village of Bayside. Services The Village provides a variety of services that include public works, parks and recreation, including the operation of an outdoor swimming pool. Water utility services are provided through the North Shore Water Consortium, library services are provided through the North Shore Library Consortium and public health service, provided through the North Shore Health Department. In order to improve Medical and Fire Services the Village discontinued the operation of an independent Fire Department. The Villages of Bayside, Brown Deer, Fox Point, River Hills, Shorewood, and Whitefish Bay and the City of Glendale (collectively the "municipalities") entered into an agreement on November 1, 1994 to establish and operate a joint fire and emergency services department referred to as the North Shore Fire Department (the "Department"). Upon inception of this agreement, the Department acquired title to a number of assets, including real estate, vehicles and equipment from the participatory municipalities, in order to commence complete and comprehensive operations. The Bayside Communications Center provides dispatch services for Bayside, Brown Deer, Fox Point, Glendale, River Hills, the North Shore Fire Department, Shorewood and Whitefish Bay. The Bayside Communications Center consolidated the two North Shore dispatch centers into one, is located in Bayside, and services the seven North Shore communities for police and fire dispatch services. The seventeen- member Police Department offers home security surveys, engraving services, a neighborhood watch program and a project reassurance program, specifically designed for the elderly. Education The Village is served by the Joint School District Number 2, Villages of Fox Point and Bayside and Maple Dale- Indian Hill School District which provides an excellent educational program for students in four -year-old- kindergarten through the eighth grades. Joint School District Number 2, Villages of Fox Point and Bayside and Maple Dale-Indian Hill School District both operate two elementary schools. The Districts are two of three "feeder" districts for the Nicolet Unified High School District (UHS) which provides an educational program for the ninth through twelfth grades. Higher education can be obtained at Marquette University and the University of Wisconsin- Milwaukee, just a few minutes south of the Village, in addition to the other nearby schools as follows: Alverno College Carroll College Concordia University Medical College of Wisconsin Milwaukee Area Technical College Milwaukee School of Engineering Mount Mary University Wisconsin Lutheran College St. Augustine Preparatory Academy has purchased the former Cardinal Stritch University campus to convert the campus into a K-12 Preparatory school. The new north campus is expected to be open in 2026. TAX LEVIES, RATES AND COLLECTIONS Special assessments, special charges and special taxes must be paid to the town, city or village treasurer in full by January 31. Real property taxes may be paid in full by January 31 or in two equal installments payable by January 31 and July 31. Municipalities also have the option of adopting payment plans which allow taxpayers to pay their real property taxes and special assessments in three or more installments, provided that the first installment is paid by January 31, one-half of the taxes are paid by April 30 and the remainder is paid by July 31. Amounts paid on or before January 31 are paid to the town, city or village treasurer. Amounts paid after January 31 are paid to the county treasurer unless the municipality has authorized payment in three or more installments in which case payment is made to the town, city or village treasurer. Any amounts paid after July 31 are paid to the county treasurer. For municipalities which have not adopted an installment payment plan, the town, city or village treasurer settles with other taxing jurisdictions for collections through the preceding month on January 15 and February 20. For municipalities which have adopted an installment payment plan, the town, city or village treasurer settles with other taxing jurisdictions for collections through the preceding month on January 15, February 20 and the 15th day of each month following a month in which an installment payment is due. On or before August 20, the county treasurer must settle in full with the underlying taxing districts for all real property taxes and special taxes. The County Board may authorize its County Treasurer to also settle in full with the underlying taxing districts for all special assessments and special charges. The county may then recover any tax delinquencies by enforcing the lien on the property and retain any penalties or interest on the delinquencies for which it has settled. Previously, personal property taxes were required to be paid to the town, city or village treasurer in full by January 31. Uncollected personal property taxes owed by an entity that has ceased operations or filed a petition for bankruptcy, or are due on personal property that has been removed from the next assessment roll were formerly collected from each taxing entity in the year following the levy year. The personal property tax has been repealed, starting with the property tax assessments as of January 1, 2024. Beginning in 2025, the personal property tax has been replaced with a payment from the State intended to replace the amount of property taxes imposed on personal property for the property tax assessments as of January 1, 2023. Since, in practice, all delinquent real property taxes are withheld from the county's share of taxes, the Village receives 100 percent of the real property taxes it levies for real property taxes. See "Levy Limits" herein for information on additional limitations on Village tax levies. Rating Action: Moody's Ratings assigns Aaa to Village of Fox Point, WI's GO notes 30 Jun 2025 New York, June 30, 2025 -- Moody's Ratings (Moody's) has assigned a Aaa rating to the Village of Fox Point, WI's General Obligation Promissory Notes, Series 2025A with a proposed par amount of $9.9 million. We maintain the village's Aaa issuer rating and outstanding ratings. Following the sale, the village will have about $25 million of debt outstanding. RATINGS RATIONALE The Aaa issuer rating reflects the village's strong financial position and solid economic base near Milwaukee, balanced against its small scale of operations. The village's available fund balance will likely remain strong at around 50% of revenue because of growing property tax revenue and continued economic development activities. While audited financial information is not yet available for fiscal 2024 (ended December 31), preliminary results show the village recorded another year of surplus operations and the fiscal 2025 budget shows similar performance with no use of fund balance. The village benefits from strong resident income of around 190% of the US and full value per capita at $236,000. Leverage will grow to around 200% of revenue following the issuance of the notes and will remain moderate. The Aaa GOULT rating is at the same level as the Aaa issuer rating because of the village's full faith and credit pledge and authority to levy an unlimited property tax dedicated for the repayment of debt service. RATING OUTLOOK We do not assign outlooks to local government issuers with this amount of debt. FACTORS THAT COULD LEAD TO AN UPGRADE OF THE RATING - Not applicable FACTORS THAT COULD LEAD TO A DOWNGRADE OF THE RATING - Material economic or tax base contraction, including diminished per capita wealth or resident income metrics - Material deterioration of available fund balance approaching 35% of revenue - Growth in long-term liabilities nearing 300% of revenue PROFILE The Village of Fox Point is located just north of Milwaukee along Lake Michigan. The village spans an area of approximately three square miles and serves about 6,800 residents. ....................................................................................................... 14 Conclusion .......................................................................................................................... 14 3 General Information The Village maintains the following fund types: General Fund-the primary operating fund of the Village which is used to account for all financial resources except those required in another fund. Special Revenue Fund -used to account for specific revenues that may be used only for certain specified purposes. Debt Service Fund-established to account for activity related to general long-term debt principal and interest. Enterprise Funds -established to account for the activities of the government which provides goods or services primarily to the public at large on a consumer charge basis. Most business type activities of government are accounted for and reported in this type of fund. ( Generally, water sewer and storm water) Trust/Agency Fund-used to account for assets held by the Village in a trust capacity or as an agent. (We serve as the Fiscal Agent for the North Shore Water Commission on rotation.) General Fund – Fund #10 The overview below describes changes to the General Fund for revenues and expenditures. This overview is not an itemized listing; however, these changes in revenues, expenditures , and overall categorical changes are mentioned for the purposes of providing an overview to the 2026 Budget proposal. General Fund Revenues Taxes Tax Levy: The Village of Fox Point general fund t ax levy is restricted by the State of Wisconsin. Under current State law , a municipality is allowed to increase its general fund levy over the amount it levied in the prior year by the percentage increase in equalized value from net new construction. This year that amount is . 64%. The net new construction levy allowed in 202 6 allows the Village a slight increase in its General Fund levy from an amount of $5,753,265 in 2025 to $5,790,423 in 2026. Tax Equivalent (Water): The Tax Equivalent for Water is a payment made by the Water Utility to the General Fund. The number is calculated per State S tatute and is based on the assets of the water utility. The number combines the local school taxes to factor in the two different mill rates. 4 The theory of the Tax Equivalent for Water is to put municipal utilities on the same financial basis as an investor -owned utility, which, in theory, makes municipal utilities competitive. The estimated Tax Equivalent for 2026 increased from $230,000 to $265,000. Delinquent Taxes: Delinquent Taxes are the fines and penalties paid for late tax payments. It is difficult to predict this number. The best prediction we can provide is a year-over-year average, and this budget amount has been increased slightly from last year’s estimate. Intergovernmental Revenue State Fire Insurance 2% Dues: Each year, the Industry Services Division (IS) of the Wisconsin Department of Safety and Professional Services (DSPS) makes a payment to the Village of Fox Point under the Wisconsin 2% Fire Dues Payments Program. This payment is passed through the Village Budget to the North Shore Fire Department. In 2026, the 2% Fire Dues are anticipated to increase by 8.4% and be $54,267. State of Wisconsin Street Aids: The State of Wisconsin Division of Transportation Street Aids for the Village of Fox Point is projected to be approximately $728,697. State of Wisconsin State Shared Revenue: The Village of Fox Point is anticipated to participate in the State Shared Revenue Program in 202 6. Our Shared Revenue amount is to be $ 289,679, a decrease over last year. State of Wisconsin Expenditure Restraint Program (ERP): The State generally funds the program with the same amount of money ever y fiscal year, and the amount of money per participant depends on the number of participants. We were last eligible for funds in 2023 and expect to receive no funds again in 2026. Fines and Forfeitures Fines and Forfeitures: The estimated revenue is slightly lower than the previous year, $85,000. While the court has been responsive to their budgetary needs and has utilized the administrative fees permitted by state law, the overall revenues are down through the court. This is partially attributed to less citations being issued, but also less compliance with the payment of forfeitures and the need for the municipal court to seek other remedies for payment. Charges for Service Charges for Service: When equipment owned by the General Fund is used by the Water Utility, Sewer Utility or Stormwater Utility, the General Fund is reimbursed for a portion of the cost of the equipment. This is done using a pre -determined hourly rate for the equipment. These charges are tracked through employee timecards. These amounts are hard to predict depending 5 on the repair work that occurs year to year, but we have reflected these amounts to remain largely static in 2026. Other Revenue Investment Income: The Village continues to have a strong financial position, as noted by the audit and investment advisors. In 2025, the investment income was bifurcated between the funds to show the earnings that each fund has generated, which may result in each fund appearing to have less income; however, the overall earnings are expected to be higher. General Fund Expenditures Before delving into the expenditures, given that a vast majority of our expenses are labor related, Village Board members should note that compensation increases for staff will be 3.5%. As a point of explanation, the general compensation increases are generally tied to the rate in the collective bargaining agreement with the FP PPA. Currently, there is no settlement with the FPPPA and the officers are operating on the expired contract, but it appears many COLA increases have settled at or above this percentage and our overall staff wages need to remain competitive if we want to recruit qualified talent. Further, municipal Wisconsin Retirement contributions in 202 6 will be 7.02% (an increase of 0.7%), health insurance costs increased an average of 7.52 % and Workers Compensation expenses have decreased slightly after a prior injury has been removed from the report. Village Board/Village Manager/Village Clerk Village Manager: The Village Manager’s budget is projected to remain relatively flat, with minor increases reflected in salaries and benefit costs. We continue to explore recruitment / retention options as the employee marketplace continues to shrink, including the possibility of offering a recruitment bonus to staff who secure new talent. This remains a point of discussion and is being presented as information for a future budget, not an included cost for 2026. Village Clerk /Treasurer: The Clerk /Treasurer budget is projected to remain relatively flat with minor increases reflected in salary and benefit costs. However, the Clerk is going to oversee four elections in 2026 and the associated costs to manage the elections has increased. This change is reflected in the elections section, as well as the Poll Workers section. Legal: The overall costs for legal services will see an increase in 2026 based on recent activity including the police contract negotiations, various personnel matters, and an increase in Village Board matters that require additional or substantial legal review. 6 Financial: This budget will show fluctuation related to position corrections. Additionally, we will see a significant increase in the Assessor costs with 2026 being a full reassessment year. Overall, the General Government budget is estimated to increase by $199,111, or 16.8%. One of the largest single expenses in the General Government is the retiree health benefits costs as we have one employee confirmed to retire in 2026 and a second employee likely to retire. Police Protection Salaries: Direct cash compensation for Officers will be adjusted consistent with the collective bargaining agreement once a settlement is reached and the budget has taken into account the costs for providing back-pay on the collective bargaining agreement. Overtime: Overtime usage has been well monitored by the Chief and was reduced by $5,000 in 2025. While we experienced some fluctuation during the 202 5 fiscal year with decreased staff numbers, the police department expects to hold the overtime within these parameters as new personnel are brought up to speed and moved into the regular staff assignments. Training: The Police Department prioritizes training of officers in a variety of topics that are relevant to the community, as well as national issues, in order to maintain the highest possible professional standards. It is expected that the Department may participate in several training topics during the upcoming year as a refresher (given that the officers have previously trained on these issues) related to the matters of de-escalation, professional communications, defense and arrest tactics, crisis intervention and implicit bias. A training priority identified as a priority is focused on training for incident management given the frequency of multiple public safety disciplines being utilized at a critical incident. Municipal Court: The Municipal Court is a separate entity from the police department; however, historically many of the daily operating costs were incorporated into the police budget due to the physical operating location of the court services. Beginning in 2026, the Municipal Court budget will begin to increase and the relevant costs will be removed from the police operations in an attempt to better assess the overall direct costs for operating the court. The Contract Services for police operations were reduced and a new line-item account was created in the court budget for ongoing software costs. In 2017, the Police Department received recognition from the Wisconsin Law Enforcement Accreditation Group for meeting the CORE standards of accreditation. This outside organization reviewed the agencies policies and practices to verify that we are meeting the core standards for a professional law enforcement organization. WILEAG reviews our practices and policies every three years to maintain this accreditation . T he Department has been reaccredited and will continue to submit for reaccreditation (accreditation is good for 3 years). 7 Dispatching Contract: The dispatch services provided by the Bayside Communications Center are provided under contract and increased by 4.14% in 2026. The budgeted amount for 202 6 has increased $13,536 bringing the 2026 cost to $340,510. Fire Protection North Shore Fire Department Operations: In September, 2025, the North Shore Fire Department (NSFD) Board of Directors approved the 2026 NSFD Budget. Under the formula, the NSFD action resulted in an expenditure increase for the Village of $53,575. North Shore Fire Department Capital Service: The above mentioned NSFD Budget also included capital projects in the amount of $77,902.93 for various Fire Department capital projects. North Shore Fire Department 2% Fire Dues: Each year, the Industry Services Division (IS) of the Wisconsin Department of Safety and Professional Services (DSPS) makes a payment to the Village of Fox Point under the Wisconsin 2% Fire Dues Payments Program. This payment is passed through the Village b udget to NSFD. In 202 6, the 2% Fire Du es payment is anticipated to be $54,267. Overall, the Public Safety budget is estimated to increase by $145,454 or 3.25%. Department of Public Works Snow and Ice Removal Materials: The Village makes annual purchases of salt for the Snow and Ice Removal Program. While we are constantly looking for locations to reduce or eliminate our usage, it appears that salt is one commodity which has not experienced a spike in cost as part of our consortium purchase. However; we have been able to purchase salt last year at a lower rate and experienced a lower usage in 2025 which resulted in a large supply on hand. I am recommending an expense of $75,000, slightly lower than last year. Fuel: Our cost of fuel has flattened off the peaks experienced in the second half of 2022, and has remained high but stable through 2023 , 2024, and 2025. Our consumption has not changed markedly, and we continue to pay on a Net10 basis so as to save .05 cents per gallon. In 2024 we budgeted conservatively (higher) to account for a potential spike in our cost, and while one is always possible due to a multitude of possible market disruptions, we are comfortable with the reduced amount presented in 2026. Based on these considerations and recent usage, the fuel budget was reduced to $65,000. Landfill Fees: These fees are estimated to remain $98,000. Overall, the Public Works budget is recommended to de crease by approximately $ 47,972, or 3.11%. 8 North Shore Public Library The Village of Fox Point participates in the North Shore Library with the Villages of Bayside and River Hills and the City of Glendale to provide library services to the community. Through a shared funding formula, the village paid $260, 617 to the library in 2025. The cost for 2026 is $269, 348, which is an increase of 3.34%. One of the most significant costs influencing this increase is the addition of property and liability insurance which was previous not funded. Parks, Recreation, and Forestry As noted in previous budget documents, the pool has operating costs, even when not in operation. In 2025, the physical structure was razed and the landscape restored. While this would infer that there is no longer a need for a pool budget, the expectation that the pool will be reconstructed and the Village will need (and has) an operational, capital and debt service budget for the pool remains. Currently there are administrative costs associated with the pool that are handled by Village Hall staff. Parks & Recreation: The maintenance costs for the repair of asphalt surfaces by crack filling are causing a significant spike in this budget section. This repair is necessary after the new asphalt surface was damaged by the winter freeze / thaw that occurred last winter due to the absence of a snow blanket. The estimated cost is $14,000. Forestry: The Director of Public Works presented a forestry canopy study to the Village Board at the recommendation of the Village Forester. The canopy study will be completed subsequent to receipt of a DNR grant which will provide funding for 50% of the estimated costs. NOTE: Before presenting the remaining funds, it may be clearer for the reader to understand that most of the impacts are driven primarily by a significant proposed street reconstruction, water, sewer, and storm water projects. In previous fiscal years, a budget not entirely in concert with the Director/Village Engineer request was presented; however, this year we identified a need to smooth our costs after several years of borrowing and have scaled the projects to meet that goal. With that said, the board will be required to review the projects, prioritize them for implementation, and decide on borrowing. For purposes of increased understanding, as in years past, I requested a brief synopsis from the Director/Village Engineer to give brief capital project(s) overview. This may provide additional clarification in a more concise format as you review the capital, sewer, storm water, and water utility funds. 9 Sewer Utility – Fund #21 Sewer Fund Revenues Public Charges for Service Sewer Revenue: The 2026 Budget anticipates a 1.13% increase in revenue. The Sewer Fund is estimating capital costs of $345,000 and will need to borrow for capital improvements. Sewer Fund Expenditures Administration and General MMSD Charges: MMSD increased their charges to the Village from $575,581 in 2025 to $599,731, an increase of 4.02%, following substantial increases in 2023, 2024, and 2025. (MMSD charges to the Village in 2022 were $457,147 or approximately 31% lower.) Sewer Fund Revenue and Expenditure Overview Overall expenditures are estimated to increase by $272,811. The Fund is estimated to finish 2025 with a fund balance of $986,704. Recycling Fund – Fund #22 Recycling Fund Revenues Taxes Village Tax Levy: No Village General Fund levy will be applied in 2026. Intergovernmental Aids Grants – State of Wisconsin: Each year the Village participates in the Recycling Grant program through the State of Wisconsin. In 2026, an estimated $58,585 is anticipated in grant funding, identical to previous years. 10 Other Financing Sources The Village Board will need to consider supplemental funding options for the recycling services including fund transfers / application of fund balances, increasing recycling fees, or reduction in services (bi-weekly or monthly collection). The current dumping cost is 69% of the State recycling grant and the staff costs to properly provide up-the-drive services exceeds $160,000 annually. AS a note, the recycling fees have not been adjusted since 2013. Recycling Fund Expenditures Recycling Salaries: The 2026 budget projects salary expenditures of $168,398 an increase of approximately $38,663 from 2025, or 29.8%. This increase is primarily attributed to reallocation of staff to the collection program after the program ran short during its inaugural year. Recycling Fund Revenue and Expenditure Overview Overall expenditures in the Recycling Fund are estimated to increase by $59,185 or 24.8% from FY 2025 to FY 2026. Please note that staff continues to look at options for garbage and recycling services as the drive-up service (scooters) is becoming cost prohibitive and equipment replacements will begin in the near future (roughly in 2027 or 2028 when the oldest scooters will be about 7 years old). Pool Fund – Fund #23 Pool Fund Expenditures Transfer to General Fund Transfer to General Fund : The Pool Fund has been modified to account for the removal of the physical structure. Historically, DPW personnel were allocated to the pool fund for the maintenance of the facility. Given the possibility of a municipal pool in the future, the administrative positions remain funded in the pool fund. 11 Inspections Fund – Fund #24 Inspections Fund Revenue Licenses and Permits Licenses and Permits: It is estimated that permit revenue will decrease in 2026. While the values of the permits appear to be rising, our permit activity has begun to decline. Other Financing Sources Other Financing Sources: The Inspections Fund requires no subsidy in 2026. Inspections Fund Expenditures Inspections Inspections: Overall, expenditures in the Ins pections Fund a re budgeted to increase by $5,432.00. In 2025 there was shifting of some Staff salaries to I nspections to reflect the time spent on Board of Appeals and related activities. Inspections Fund Revenue and Expenditure Overview The Inspections Fund had a slight increase in expenditures projected for FY2026; however, the projected revenue is expected to be down 19.97%, or approximately $40,450 Stormwater Utility – Fund #25 Stormwater Utility Fund Revenue Public Charges for Service Stormwater User Revenue: Stormwater revenue is expected to increase slightly in 2026, with an estimated increase in $1 9,000. As in previous years, this fund will face pressures on its financial condition due to the cost of the projects as well as the relatively low rates paid by rate payers. 12 Stormwater Utility Fund Expenditures Principal and Interest Expense Principal and Interest: In 2020, the Village Manager recommended that the Village make Storm Water capital project a larger general Village obligation insofar as proposed expenditures are reflected in the Capital Fund. This does a few things; given that the projects would need to be borrowed for regardless, this makes the obligation a general one and not just of a fund which should frankly add to its cash position and whose revenues would be monitored so as not to over commit in the future with future debt service. As the storm water fund has grown its fund balance from the low $200,000 range to $2,619,588 by December 31, 202 5, the storm water fund will begin to reclaim some of its financial programmatic obligations. Stormwater Utility Fund Revenue and Expenditure Overview There are a number of stormwater projects anticipated for 2026 which include the following: • Green infrastructure maintenance ($40,000 – 25-53800-234) • NR216 compliance testing, preparation of a Letter of Map Revision (LOMR) related to the 100-year floodplain and bacteria testing along Indian Creek ($50,000 – 25-91500-800). • Additional funding is proposed for miscellaneous storm sewer projects that need to be addressed throughout the year ($100,000 – 25-91500-835). Debt Service Fund – Fund #30 Debt Service Fund levy for 2026 is proposed to be $2,406,681, an increase of $258,546 or 12.0% from 20 25. The debt principal has increased significantly with recent borrowing which has resulted in an overall increase. Capital Projects Fund – Fund #40 The detail for this fund is incorporated by reference under its appropriate tab. Revenues and Expenditures for the Capital Projects Fund have been proposed to increase from a budge ted amount of $ 3,359,305 in 2025 to $3,912,255 in 2026. Mr. Brandmeier’s capital improvement memo delineates with more specificity his recommended capital improvement projects across 13 the storm water, sanitary, water, and general street and utility functions. Other departments capital impacts are deminimus. The major projects this year are the Beach Drive (hill) project and the Thorne Lane projects. Additionally, we will see the need to modify the Bradley Road pathway if the DOT installs the railroad gates on Bradley Road. Other Capital Projects. DPW is also proposing additional capital projects, including the initial design activities for the 2027 design activities for Daisy, Bridge, Allen and Dean Roads. The General Government (Village Hall) function is anticipated to have two significant items in the Capital Budget: • Repair the Village Hall chiller, the cooling portion of the HVAC system, to provide climate control in the Village Hall – estimated $125,000. • Replace the garage door operators, cables, springs, and rollers I recommend the replacement of the following pieces of equipment within the department of public works: • Two (2) 5-yard dump truck with plow, wing blade, and salter • Pressure Washer • Replacement of the Inspectors truck, originally purchased in 2007 • Purchasing a new SCAG zero turn mower Also included are dollars for one police car; you have authorized this commitment previously. I am proposing a budget with operational free cash flow, similar to prior years budgets . This allows us to absorb unexpected expenses, necessary expenses which are above budgetary expectations, or to allow us to grow fund balance and save cash for a rainy day. We also generally budget conservatively. I have included a Fund Balance worksheet for the General Fund Fund Balance within this budget. Resolution 2009-32 Requirement (10% of General Fund Operating Budget) is easily met as the General Fund Fund Balance is estimated to be well above that threshold. 14 Our Fund Balance estimates are below: Fund Balance Estimates As of 12/31 2024 (audit) 2025 (est) 2026 (est) General $4,436,580 $4,662,162 $4,239,559 Water $689,545 $1,038,586 $1,706,158 Sewer $587,741 $815,815 $986,704 Storm $612,864 $612,956 $2,619,588 Water Fund – Fund #50 While the actual “operation” of the water fund is largely unchanged in 202 6, we continue to invest in our infrastructure. The full PSC rate case decision of a few years ago has been a positive and needed revenue enhancer for the water fund. In 2025 we had a new rate case from the PSC which resulted in an increase in the rate; however, with the loss of the Cardinal Stritch property we have seen a decease in volume. We are expecting a mild return in volume for 2026 but not to extent when Cardinal Stritch was operating. To fund capital and operational projects in 2026, I am recommending that the water utility receive a transfer from fund balance in the amount of $747,371. Conclusion We have an immense amount of deferred maintenance ( in our streets and water lines particularly, less so in our sewer) , and storm water is a utility that will struggle providing more complex work than sometimes it can fund solely on its own. We should use our strong financial position and relatively small amount of debt outstanding to invest in our community for the long- term. The potential costs are not small; they are never going to be small. Notwithstanding, by investing in this infrastructure, we can continue to provide quality service and reduce the amount of emergency repairs and costs incurred with deferred maintenance as the community continues to age. We also create a framework for what Fox Point will be many years in the future. We leave a legacy of foresight and intelligent use of financial resources which and never unlimited. 15 This is not a young communit y and, for many years, we have been able to defer infrastructure investment because those who came before us invested in the infrastructure for us. Now it is our time to invest in this same infrastructure. The Public Works infrastructure projects are the most significant Village matter in recent budgets and a new municipal facility is the only project that would overshadow our infrastructure projects. The remaining part of the budg et itself, almost exclusively operational, isn't greatly changed and our financial operation is healthy; however, these operational costs continue to increase and we need to prioritize the discussion of service delivery and the associated fees. As our opportunities for revenue continue to decline , we must have the extremely challenging conversation about our service delivery model and options to implement more efficient services; a difficult decision based on our history. This budget is a product of our dedicated and highly competent team working together to prioritize projects and utilize cost saving measures to continue providing exceptional service to the community. Please take the time to review this document completely before the budget meeting and contact me prior to the meeting with any questions you might have. Thank you for your time and consideration. I look forward to discussing this budget with you at our workshop. 1 To: Village of Fox Point Village Board From: Scott Brandmeier, Director of Public Works Through: Chris Freedy, Interim Village Manager Date: August 5, 2025 Re: 2026 Proposed Capital Improvement Program and Operating Recommendations The proposed 2026 Proposed Capital Improvement Program (CIP) and Operating Recommendations includes proposed fee increases, implementation of additional fees, and presentation of capital projects which includes changes from the August 2025 CIP presentation. Operating Recommendations and Fee Increases 1. The Permit and fee schedule was last updated in approximately 2012. Other North Shore Communities permit and fee structures were reviewed and the below recommendations are in line with these communities: a. Fill permit (account 10-44480) – currently charge $400 plus a $250 deposit related to reviews of the permit application. Recommend increasing the fee to $1,000 and maintaining the additional $250 deposit. Estimated additional revenue (based on six permits each year) is $3,600. b. Grading and drainage permit (account 10-46315) – current charge is $400 for review of grading and drainage plans (though consulting costs are passed directly through to the applicant). Recommend increasing the fee to $800; estimated additional revenue based on three permits per year is $1,200. c. Erosion control permits (accounts 10-44495 ($1,200 budgeted revenue) and 10- 46310 ($2,500 budgeted revenue) – current charge is $400 for residential properties and $500 plus for non-residential and multi-family properties. Recommend increasing the fee for residential permit applications to $800 (additional revenue based on five permit applications is $2,000) and $1,500 for non-residential and multi-family parcels (one permit per year resulting in increased revenue of $1,000). Total additional estimated revenue is approximately $2,500.  Page 2 d. Culvert permit (10-44510) – currently charge is $75 per permit. Recommend increasing the permit fee to $100. Estimated additional revenue $250 based on ten permits each year. e. Right of way permits. Permit fees are $200 per permit. Larger projects (gas mains, telecommunications, etc.) incur additional fees including $200 per excavation and $0.30/foot of line to be installed. The rationale is that staff has to inspect all the excavations and installations to ensure the areas are properly restored. i. Gas (10-44520) – budgeted revenue $10,000. ii. Other permit (10-44540) – budgeted revenue $7,500. Includes fees for mailbox post installation(currently $150), floodplain development permit (new permit fee created this year), grading and drainage applications, etc. iii. ROW electrical (10-44545) – budgeted revenue $500. iv. ROW telephone (10-44550) – budgeted revenue $0. v. ROW cable (10-44555) – budgeted revenue $7,500 vi. ROW excavation (10-44560) – budgeted revenue $400. vii. Recommend increasing the ROW permit fee to $300, $250 per excavation and $0.50/foot of service/line to be installed .The ROW permit fees vary significantly depending on Village planned projects and the utility companies planning work in the Village. viii. Also recommend increasing mailbox post installations to $250. f. Recycling fee. The recycling fee is currently $19.50 per quarter ($78/year) and past increases have not kept pace with increased cost of providing this service. The fee generates approximately $188,000 in revenue but there is a projected deficit of $115,000 in 2026. The following option for a fee increase is provided for the Board to consider: i. Increase the fee $13.00 per quarter (an approximate 4% increase since 2013). This would result in approximately $125,000 in additional revenue. ii. Considerations: 1. The cost for yard waste and leaf collection activities is approximately $210,000 and is figured into the DNR recycling report. 2. Shift these costs to the recycling fund and implement an $80 annual fee ($20/quarter) which would result in revenue of about $192,000. 3. If the Village Board increases the recycling fee to $32.50 per quarter and implements a yard waste and leaf collection fee of $20 per quarter (a total of $210/year), the weekly cost to each resident for these services is approximately $4.  Page 3 g. Please note that pursuant to State Law (Wis. Stats. Sec. 66.0602 (2m), the Village could adopt a garbage fee but would have to reduce the levy by the corresponding amount of the fee. As a result, I recommend that the Village not adopt a garbage fee. 2. Operational challenges: a. The largest operational challenge is the labor-intensive nature of our collection activities combined with the fact that DPW has been short-staffed anywhere from one to three laborers for approximately the last fifteen (15) months. Over a roughly two-year period, we’ve lost six staff members. Challenges to fill these positions include a lack of qualified candidates, the labor-intensive nature of our collections, and present pay structure. b. Collecting garbage inside the garage. DPW has performed this service for approximately 141 properties (about 6% of all the homes) whereby we enter the access codes to open and close the garage door and remove and replace the garbage bins from the garage. Staff estimates this access adds an extra 5 minutes per household, adding about 12 hours more each week collecting garbage from these homes. i. The additional cost to provide this service is approximately $42,000 annually (loaded wage and scooter cost). The additional time during which the garbage packer idles adds another $31,000 per year. ii. The approximate annual cost per household to provide in-the-garage garbage collection is $298 (labor and scooter only) or $520 (labor, scooter and packer) or about $6 to $10 per household per week. These costs do not include any administrative costs associated with missed collections, etc. because the garage code didn’t work, etc. iii. Recommendation: Create a special collection fee of $600 annually to cover labor, equipment and administrative costs. 2026 Capital Recommendations 3. Since presentation of the 5-year capital plan in August, DPW staff has met with our consultant and obtained updated cost estimates for the road and utility projects on Beach Drive and Thorne Lane. a. The estimated cost to reconstruct Beach Drive rose about $400,000 to $1,900,000 (includes construction management costs) while the estimate to reconstruct Thorne Lane increased about $200,000. b. Given the additional estimated cost combined with the equipment needs, I am recommending that Thorne Lane be postponed to 2027, Bell and Yates be postponed to 2028, and Dean, Allen, Bridge and Daisy be postponed to 2029. c. The other contributing factor in this decision is that the Capital Projects Fund does not have a fund balance and eliminating the Thorne Lane project (approximately $1.1 million) results in a Net Capital Projects Fund balance of a negative $3.8 million. 4. The two Beach Drive jetties are included in the 2026 capital and, based on the bids received this year, the budget has been increased to $800,000.  Page 4 5. Replacement of the following pieces of equipment: a. Truck Nos. 5 and 11 (or 20). b. The inspector’s vehicle. c. A zero-turn lawn mower. d. Pressure washer for the DPW garage. 6. Facility related improvements: a. Replacing the chillers (these failed about a month ago and need to be repaired/replaced to provide AC to parts of Village Hall). b. Replacing springs and rollers on the overhead garage doors. c. Repairing ($75,000) or replacing ($350,000) the Village Hall/DPW roof. Some cost may be FEMA reimbursable. 7. Stormwater related activities: a. Replace the storm sewer pipe along Fox Lane from Goodrich to the east. b. Replace the storm sewer pipe in the 7900 block of North Lake Drive. c. Repair damaged infrastructure from August 2025 storm event. Please note that, if FEMA approves our costs, we estimate that 90% of the estimated $340,000 cost (or about $306,000) will be covered by FEMA and WEM. d. Perform regular maintenance of the green infrastructure locations including, but not limited to, Beach Drive and Indian Creek. 8. Sanitary sewer related activities: a. DPW staff received a letter of noncompliance for Sanitary Sewer Basin Nos. 1 and 2 from MMSD in January 2025 noting that our peak flows into the MIS exceeded the allowable flows. b. Nonetheless, as we normally recommend, we are proposing lining approximately 4,000 feet of sewer mains (about $300,000 for design, construction and inspection). c. We are also proposing continuing our televising program, but focusing on Basin Nos. 1 and 2 ($45,000). 9. Water main related activities: a. If Thorne Lane is moved to 2026, the Village can build up the fund balance in the water utility fund due to few capital projects in 2026. b. Continue with meter installs ($100,000). c. Continue design for Thorne Lane (about $10,000) and lead lateral replacements ($20,000). d. The Board could consider undertaking lead lateral replacements in 2026 ($250,000). 10. Proposed Additional Operating Costs: I am also proposing changes in a number of operating costs due to a variety of factors (in some cases, increased material and fuel costs):  Page 5 a. 10-51600-231 – elevator maintenance is proposed to be decreased from $13,000 to $4,000. b. 10-51600-234 – increasing the Village Hall maintenance budget $5,000 to $30,000 to account for the age of the facility. c. 10-51600-396 – Village open house is proposed to increase from $10,000 to $25,000 to afford the Centennial Committee flexibility in securing resources for the proposed Centennial celebration in 2026. d. 10-53630-370 – maintaining the solid waste disposal fee at $98,000. We currently pay about $55 per ton in 2025 which will increase to about $57 per ton in 2026. e. 10-53642-400 – reducing the yard waste disposal fee from $22,000 to $17,000. f. 10-53700-341 – increasing the repair parts budget to $70,000 from $65,000 to account for the age of the equipment, the inability to get new vehicles and equipment delivered timely, and supply chain issues. g. 10-53700-343 – decreasing the fuel budget from $75,000 to $62,500. Fuel costs have remained relatively unchanged throughout 2025 and we hope will remain relatively stable throughout 2026. 11. Continuing with Emerald Ash Borer (EAB) activities including treatment and removal of ash trees and replanting diverse species in areas throughout the Village.
