Annual Town Meeting Minutes April 21, 2026 Call to order and pledge of allegiance At 6:30 PM on April 21, 2026, Town Board Chairman Neal Czaplewski called to order the annual meeting of the Town Electors. The meeting was held in the town hall auditorium at 32288 Bushnell Road, Burlington, Wisconsin. Residents In attendance: Board: Neal Czaplewski, Jeff Rice, Steve Swantz, Jason Ketterhagen, and Paul Kobernick Staff: Administrator Rachel Naber, Clerk Jeanne Rennie, Highway Foreman Jake Isaacson and Fire Chief Bill Vrchota (non-resident). Residents: Joe Greeter, Bev Gill, Phil Paustian There was a consensus to use a show of hands for all voting methods. Approval of meeting minutes a. Annual Town meeting from April 15, 2025 b. Special Town meeting from November 18, 2025 At 6:31PM Jeff Rice moved to approve the minutes from the April 15, 2025, annual town meeting. The motion was seconded by Joe Greeter. AYES 11 NAYS 0 Motion carried. At 6:32PM Jason Ketterhagen moved to approve the minutes from the special town meeting from November 18, 2025; Jake Isaacson seconded the motion. Ayes 11 Nays 0 Motion carried. Financial report for 2025 Administrator Naber reviewed the unaudited financial report. She highlighted the revenue and expenses and the indebtedness. Chairman’s review of 2025 Czaplewski reviewed the past year highlighting improvements to infrastructure and service needs. He also spoke of challenges the town is currently facing.
