Introduction and Amendment Schedule Tax Increment District No. 11 (“TID 11” or the “District” ) is an existing mixed -use district that was created on April 22, 2024 within the boundaries of the Village of Pleasant Prairie (the “Village”). This project plan amendment (“Amended Project Plan”) supplements and does not supersede or replace any component of the original project plan dated April 22, 2024 (the “Project Plan”), unless specifically stated. All original components of the Project Plan that are not amended in this document remain in effect. T he Village proposes to amend the boundaries and the projects costs of TID 11. Map 1 shows the current boundaries of TID 11 along with tax parcel numbers and Map 2 shows the proposed amended boundaries. Additional maps include water, sewer and storm water, zoning & floodplain and wetlands and are included in a separate file with all the maps. Wi sconsin Statutes Section 66.1105(4)(h)2 provides authority for a Village to amend the boundaries of an existing Tax Increment District for purposes of adding or subtracting territory up to a total of four (4) times during the life of the District. A three -phas ed approval process is required to amend TIF Districts including approval by the Plan Commission, Village Board , and the Joint Review Board (JRB). The following is the meeting schedule for the Village of Pleasant Prairie TID 11 amendment process: Date Meeting 6/24/2026 First JRB Meeting 7/20/2026 Plan Commission Public Hearing & Meeting 8/10/2026 Village Board Meeting 8/25/2026 2nd JRB Meeting On or after 8/26/2026 Submit Approval Documents to DOR The Project Plan Amendment for TID 11 in the Village has been prepared in compliance with Wisconsin Statutes Section 66.1105. The Amended Project Plan establishes the new boundaries and updates the expected improvements or project costs within the TID. The Amended Project Plan is to be adopted by resolution of the J RB and Village Board on the recommendation of the Village Plan Commission following a public hearing and adoption of a resolution by the Plan Commission. I mplementation of the Amended Project Plan and construction of the public and private improvements listed in this Amended Project Plan will still require individual consideration and authorization by the Village Board. Public expenditures for projects listed in the Amended Project Plan should and will be based on the ability of the Village and the Developer to finance the projects, market conditions, and the status of development in the various time periods that portions of the project are scheduled for construction. 06/17/2026 Page 1 The Village Board is not mandated to make the public expenditures described in this Amended Project Plan but is limited to the types of expenditures listed herein. Any changes to the boundaries or types of eligible projects will require a formal amendment to the Amended Project Plan with public review by (including a public hearing) the Plan Commission and the Village Board with JRB approval. Redistribution of project expenditures from one project category to another will not require an amendment to the Amended Project Plan. District Type Declaration and Confirmation TID 11 is and will continue to be a mixed-use district and not less than fifty percent (50%) of the District, by area, is suitable for mixed-use development. After the proposed amendment, approximately 28% of the property in TID 11 is expected to be used for industrial development, 11% of the property in TID 11 is expected to be used for commercial development and 10% of the property is expected to be used for newly platted residential development. It is estimated that 10% of the territory in TID 11 will be devoted to retail business at the end of TID 11’s maximum expenditure period. Diagrams detailing proposed boundaries, tax parcels, existing uses and conditions, wetlands, proposed improvements, zoning, and land use information are shown on maps one through ten (1) through (10) deemed attached hereto and submitted as a separate file due to file size constraints.
