TOWN OF SOMERS
TOWN BOARD
WORK SESSION ITEM MEMORANDUM
WORK SESSION: July 14, 2026
TO: Town Chair Molinaro and Town Supervisors
FROM: Jim Hurley, Administrator
Kevin Poirier, Assistant Administrator
AGENDA ITEM: #7 Administrator’s Report
Below please find a bullet summary of major issues that Administration has worked on since our
June 9
th Town Board Meeting:
Development
• The Roers Development is scheduled for reconsideration by the Village Plan
Commission on Monday, July 13th. At advice of the Village’s legal counsel, they will
reconsider adopting a resolution to recommend an amendment to the comprehensive plan,
and rezone, certified survey map, exterior fenestration and site plan. A comprehensive
plan amendment requires the Commission to adopt a resolution, and an ordinance by the
Village Board. All other items are subject to Board approval.
• The Plan Commission approved the Comprehensive Plan Amendment, Preliminary Plat
and Rezone for a new subdivision on Highway 195. Commissioners also reviewed a
proposed assisted living facility just north of the Wisconsin Veterinary Referral Center on
Green Bay Road.
• The Village met with representatives of Kwik Trip to discuss an expansion of their
parking lot.
• The 12
th Street water main was extended under the Canadian Pacific Railroad tracks.
With the exception of roadway paving, the project has been completed.
• Staff met with Strands and Associates to discuss a draft of the Flood Study. Staff is
working with Strand to finalize recommendations to be presented to the Stormwater
Commission.
17/23
• Staff met with Partners in Design to go over a proposal for a multifamily building on the
lakefront (745 Sheridan Rd.). The Village approved a similar project at that site in 2021,
but the agreement was later voided at the request of the previous developer. Staff sent a
pre-development agreement to Partners in Design.
• Staff met with the developer of the Eagle Chateau project (CTH E and CTH H H) to
discuss the development agreement. We’re working on the terms and requirements for
stormwater improvements at the site.
• Truck County of Wisconsin submitted a formal application to annex into the Village. The
item is scheduled for discussion, and possible action on 7/14. Staff and Truck Country
continue to work on the development agreement.
• The Streets of Maplecrest received an early grading permit for the subdivision. They plan
to submit an application for a model home. The process requires a conditional use permit.
At the request of a neighboring property owner, the Department of Natural Resources
will host a public hearing regarding their application for a wetland disturbance at the
Village Hall on Wednesday, July 29
th at 5:30 p.m.
Administration
• Staff continues to meet with the National Coalition and our Lobbyist. A new Bill was
introduced in the Senate that includes 23 Municipalities. All Wisconsin municipalities
(Somers, Franklin, Greenfield, Glendale, Caledonia, Rochester, Harrison and Mount
Pleasant) were omitted from the new bill. The Village has a dashboard available on our
website at this link: https://www.somerswi.gov/zip-code/ .
• June 4, Root Pike WIN and volunteers planted native plants along the newly build
scrapes at Gitzlaff Park. The project has helped retain more stormwater in the area.
18/23
• On June 8, the Village put in place a new phone tree to help residents reach the right
person to answer their call.
• June 10, Village Staff sent out a newsletter. If you did not get it, you can sign up at the
following link as well as see past newsletters: https://www.somerswi.gov/newsletters/
Included was a survey of possible businesses that residents would like to see in Somers.
That survey is available here: https://survey.zohopublic.com/zs/3czZNu
• On June 11, the Village was the site of another tornado touchdown. This second event
caused more damage to structures and trees in the Village. Pubic Works crews cleaned up
fallen trees from the roads to allow travel on Village roads.
• On June 12, volunteers from Journey Church dropped off palettes of bottled water for
residents. The storm caused a lot of power outages. Residents on wells would no longer
have water service.
19/23
• The Village extended the drop off hours in the Yard Waste Drop-off Area, to allow
residents to dispose of any fallen trees. Seven 30-yard dumpsters of brush was dropped
off as a result of the weather event. It took about a week for Public Works employees to
clean up the area. They used a forestry head to grind branches and logs and reduce
volume and limit the cost of picking up the extra dumpsters.
20/23
• The sub-contractor of Lee Mechanical, Camosy, started work on the 12th Street Water
Transfer station. The start date was delayed due to shipping backlogs of materials for the
site. The project is scheduled to be completed before the end of the year.
• The Village met with an office supply vendor to discuss a replacement copier / printer.
• Village Staff met with representatives of Racine to discuss the area along Highway 195
that is served by Racine Utilities. A follow up meeting is scheduled at the end of July.
21/23
• Staff was able to cancel a bill with AT&T saving the Village $300 every month.
• Staff met with a contractor to review audio/visual updates to the Fire Department
Training room.
• Village staff is updating the capital improvement plan. Administration met with staff and
discussed proposed changes. The plan is to present all items to the Village Board by the
7/21 work session, and request approval in August.
• Staff is working with SWRPC on an updated draft land use map. They are waiting for
additional guidance on Wisconsin Act 173 (the “Truth in Planning” law) and changes to
the comprehensive planning process. Particularly, the requirement for “phasing” changes.
