Members present: Supervisor Gary Frankiewicz, Supervisor Jon Johnson, Supervisor Miles Macone, Clerk Shauna Lindstrom. Excused: Treasurer Joan Avery Others present: George Kissinger, Diane Kissinger, Joseph Banick, Polly Banick, Ed Fischer, Akemi Fischer, Tom Moats, Jean Moats, Mike Saunders, Deb Shipman, Richard Shipman, Mike Kohlthoff, Jeanette Kohltoff, Liz Gargulak, Pat Inman, Gary Inman, Matthew Peterson, Chris Thompson Minutes of March 9, 2021 Regular Meeting: Motion by Supervisor Miles Macone to approve March 9, 2021 minutes, seconded by Supervisor Jon Johnson. Motion carried unanimously. Treasurer’s Report: Motion by Supervisor Miles Macone to accept March 2021 Treasurer’s Report, seconded by Supervisor Jon Johnson. Motion carried unanimously. Correspondence: • Nathan Nelson, Washburn County Land Information Office, sent notification all single sided 911 address signs will be replaced with new flag style signs which is being funded by state grant dollars. • Bridge Petition Guidelines and Procedures notification from Washburn County Highway Department given to Board members. • April 28, 2021 Washburn County Unit Meeting for Town Officials at Washburn County Board Room New Business: • Motion to approve Ordinance No. 04-20-2021 LANGUAGE for Seasonal Boat Launch Pass for Non- Residents by Supervisor Jon Johnson; seconded by Supervisor Miles Macone. Motion carried unanimously. • Motion to send proposed letter to Spooner Lake District Board President Jay Nordstrom by Supervisor Miles Macone; seconded by Supervisor Jon Johnson. Motion carried unanimously. • Motion made by Supervisor Jon Johnson to do a draft ordinance allowing ATV traffic on town roads; seconded by Supervisor Miles Macone. Motion carried unanimously. • Motion made by Supervisor Miles Macone to approve Driveway Permit (Trudelle); seconded by Supervisor Jon Johnson. Motion carried unanimously. • Supervisor Miles Macone is working with Northwest Regional Planning on completing town road ratings. Fee is approximately $525 and within allotted budget. Highway Update and Expenditures (Supervisor Macone): • Road Supervisor Macone reported weight limit signs are down, no plowing has been done. Motion carried unanimously. Citizen Comments: • Would like to note citizens comments were not allowed to comment on agenda items prior to Agenda Item #8- Citizen Comments. Would like to see Citizen Comments moved up on future agendas. • Concerns expressed regarding ATV traffic , concern of board not hearing comments/concerns prior to their votes. • Question what financial benefit would be to allow ATVs to “roar up and down the roads”. Expressed safety concerns of ATVs. • Concern for roads and damage ATVs may cause. • Clarification on context of ATV discussion and concern.
