Meeting Minutes September 30, 2025 Village of Somers/Town of Paris Intergovernmental Commission Call to Order Chairman Holloway called the meeting to order at 4:30 p.m. Pledge of Allegiance Chairman Holloway asked everyone to stand and led the Pledge of Allegiance. Roll Call: Commissioners: John Holloway, Jeff Badtke, Roger Gahart, George Stoner, Jack Aupperle, Karl Ostby Approval of the minutes of the Aug. 8, 2022 meeting: Ostby makes a motion to approve the minutes as presented. Aupperle seconds. Motion passes unanimously. Presentation by Truck Country of Wisconsin, Chris Helle (agent), of a conceptual plan that proposes a development on an approximately 49 acres parcel of land located at 1914 120th Ave. in the Village of Somers Growth Area, west of I-94 for a new truck dealership that would provide sales, parts and service for the Freightliner truck brand. Discussion on Truck Country proposal. Intent of discussion is to provide feedback and guidance to Truck Country to help them draft formal petitions to the Paris /Somers Intergovernmental Commission and the Village of Somers for possible rezoning and conditional use permit, which would be considered at public hearings for those matters at future dates. The presentation was provided by McCoy Group, and the design team for Truck Country of Wisconsin. The design team reviewed the conceptual drawings for the Commission. Commission asked for information about fencing, landscaping, exterior building materials, impervious surface, display items along the interstate, signage requirements, and exterior lighting. Discussion on stormwater and surrounding neighbors. A neighbor has a drain tile into the non- buildable area. Asked they work with the owner on a possible solution. Need to consider surrounding agricultural properties. If damaged, then tile needs to be repaired immediately. The plan is to connect the site with municipal water by extending the main under the interstate to the site. Project is proposed in phases, but full plan to be presented to the Village Plan Commission. Next step is for the applicant to incorporate feedback into the design, and to return with a formal application including updated plans. Discussion on the annexation process, zoning (including airport overlay). Set date for Intergovernmental Commission Annual Meeting Discussed reviewing the Paris-Somers revenue sharing funding formula. Holloway reached out to Ehlers to confirm they could assist. To date, there have been minimal expenses, so the taxes have been split 50/50. Now that development has increased, we need to consider ongoing expenses for services.
