VILLAGE OF TWIN LAKES COMMITTEE OF THE WHOLE MINUTES
August 3, 2026 – 6:30 p.m.
Village Hall, 105 E. Main Street, Twin Lakes, WI
Minutes are a record of actions taken by the body and are not a verbatim transcript.
CALL TO ORDER / PLEDGE OF ALLEGIANCE / ROLL CALL
President Skinner called the meeting to order at 6:30 p.m., followed by the Pledge of Allegiance.
Present: Trustees Barb Andres, Jim Baxa, Kevin Fitzgerald, Bob Livingston, Ken Perl, and President Howard
Skinner.
Absent: Trustee Aaron Karow.
Also Present: Administrator Laura Jager, Chief Katie Hall, and Clerk Sabrina Waswo.
PUBLIC COMMENTS AND QUESTIONS
Kim Lishimer, 1816 Pheasant Ave., raised concerns about glare from numerous lights that may not comply with
the new lighting ordinance and asked how complaints would be handled. Chief Hall stated that complaints
would be investigated, generally followed by a warning and, if not corrected within the 45-day compliance
period, possible citation.
Gary Ortmann, 532 Sunset Vale, President of the Wywood Community Association, stated that the Village's
three hours per week of contracted code enforcement is inadequate and has resulted in unresolved property-
maintenance and permit concerns. He requested a more consistent enforcement process.
Sharon Opryszek, 2909 Lakeshore Way, supported the Senior Investment Scam Awareness Event and
encouraged additional senior programming, Village website links to Kenosha County Aging and Disability
Resource Center resources, and possible use of student community-service volunteers.
Mike Faye, 195 Koch Ct., asked the Village to review the enforceability of its garbage-container ordinance and
requested code enforcement activity reports. Chief Hall will review the ordinance language, and recalled an
enforcement issue. President Skinner noted that monthly active and closed code enforcement case totals appear
on the regular Village Board agenda.
Skinner/Andres motion to approve the Committee of the Whole minutes of July 6, 2026. Motion carried 6-0.
PRESIDENT AND TRUSTEE REPORTS
TRUSTEE BARB ANDRES - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING
Discussion regarding 2026–2027 insurance renewals with R & R Insurance.
The R & R Insurance representative was unable to attend. Trustees were asked to review the renewal packet and
submit questions. Clerk Waswo confirmed that the new sewer jetter truck had already been added to the policy.
Discussion regarding proposed revisions to the Village’s Short-Term Rental Ordinance.
Administrator Jager reviewed the redlined ordinance in the packet and explained that many of the proposed
changes establish a process for revoking a short-term rental license. She asked the Board to provide additional
feedback before staff returns with a revised draft.
Trustee Perl asked how violations would be penalized. Administrator Jager pointed to Section 5.40.060, which
provides for a penalty of up to $500. She explained that parking, noise, and similar violations would continue to
be handled separately under the Village's generally applicable ordinances and would not be added to the short-
term rental penalty provision. Discussion followed regarding whether the short-term rental penalty should be
increased.
Trustee Fitzgerald asked whether the Village wished to be more restrictive and whether state law would permit
additional limitations. He reiterated his concern that a short-term rental operates as a commercial use in a
residential area. Trustee Livingston described requirements applicable to his vacation rental in the Hayward

area, including separation between rentals, posted licensing and contact information, a local property manager,
guest records, water testing, and safety information.
Trustee Baxa expressed concern that first responders may not know whether a residence is occupied by the
homeowner or by a larger group of renters. He suggested requiring a Village license when a property is rented
for fewer than the ten days currently allowed without a license so the Police and Fire Departments would have
property and occupancy information. He also questioned whether the $65 reinspection fee covers the Village's
actual cost.
Trustee Livingston stated that owners who provide boats or other watercraft should educate renters regarding
lake rules and suggested that watercraft violations associated with a rental property be considered when
evaluating the license. Trustee Perl stated that effective enforcement would require a full-time code enforcement
officer. Discussion also included increasing penalties and ensuring that fees cover staff time. Administrator
Jager will incorporate the Board's comments and return with additional revisions.
Discussion regarding an event permit application filed by Laura Kaskin and Dena Prestininzi for a
Halloween Parade on Friday, October 30, 2026, from 7:00 p.m. to 9:00 p.m., with a proposed route
beginning at either St. John the Evangelist Catholic Church, 701 N. Lake Ave., or Ace Hardware, 470 N.
Lake Ave., and ending at Lance Park.
The Board discussed business impacts from a Friday-evening closure, parking, lighting, traffic control, candy
distribution, and route alternatives. Chief Hall estimated Police Department overtime at approximately $2,400
and explained that a two-hour parade requires about four hours of staffing for setup and cleanup. Volunteers
may assist but cannot replace officers at vehicle access points; the applicants reported approximately 25
potential volunteers.
The Board favored beginning with a shorter, well-lit route and expanding in future years if participation
warrants. The applicants will coordinate with the Police Department on the final route, volunteer assignments,
and traffic-control plan before the permit returns for action.
Discussion regarding an event permit application filed by Laura Kaskin and Dena Prestininzi for a
Christmas/Holiday Light Parade on Friday, December 18, 2026, from 7:00 p.m. to 9:00 p.m., with a
proposed route beginning at either St. John the Evangelist Catholic Church, 701 N. Lake Ave., or Ace
Hardware, 470 N. Lake Ave., and ending at Lance Park.
The applicants reported that Ace Hardware approved use of its property as a starting point and agreed to
consider a shorter route. Discussion addressed traffic diversion and volunteer notification of motorists. The Fire
Chief requested proper amber warning lights on the first and last vehicles; Chief Hall stated that a squad
typically leads and an officer or properly equipped vehicle follows the parade.
TRUSTEE KEVIN FITZGERALD - STREETS & ROADS, EQUIPMENT, STREET LIGHTS, WEEDS,
LAKE PLANNING AND PROTECTION
Discussion regarding an Easement Agreement with Knobbe Homeowners Association.
Administrator Jager explained that the easement is needed for the storm sewer improvement project planned for
this summer or fall. The Village has maintained a stormwater conveyance on association property for several
decades, but no recorded easement could be located for the existing infrastructure.
The proposed agreement would grant the Village a perpetual, nonexclusive storm-sewer easement over
approximately 0.117 acres at 307 Knobes Avenue and authorize access for construction, inspection,
maintenance, repair, and operation of the storm-sewer facilities. The Village would restore disturbed surfaces
after completing work, except for vegetation that interferes with the easement, and the agreement would be
recorded with the Kenosha County Register of Deeds.

Announcement regarding the Senior Investment Scam Awareness Event.
The Wisconsin Department of Financial Institutions will present a free program at Village Hall on Thursday,
August 27, 2026, at 10:00 a.m. Topics include current investment-fraud trends, cryptocurrency and crypto-kiosk
scams, and warning signs. The event will be promoted through the Village website, post office, local businesses,
community pages, and area churches. A future Medicare enrollment program may also be considered.
TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES
Discussion regarding Code Enforcement.
The Board reviewed the Village’s current arrangement for approximately three hours of contracted code
enforcement per week. Trustee Perl stated that the current process is not working effectively, and President
Skinner agreed that a stronger and more consistent enforcement presence is needed. Options discussed included
increasing the contractor’s hours, hiring a part-time or full-time Village employee, or combining code
enforcement with building, zoning, stormwater, public works, or community service officer duties. Members
noted that many violations do not require a sworn officer and that a regular local presence could improve
follow-up on recurring issues.
Chief Hall explained that a code enforcement officer can investigate complaints, issue warnings, document
violations, and prepare matters for citation, while Police currently issue the citations. The Board also discussed
whether an authorized non-sworn employee could issue citations and whether ordinance language needs
clarification. Staff will obtain recommended service levels and costs from the current contractor and research
other municipal staffing models, qualifications, compensation, citation authority, and reporting structures. Mike
Faye supported a dedicated full-time position, while Gary Ortmann suggested that enforcement revenue could
help offset the cost. The matter will return after staff gathers the requested information.
VILLAGE PRESIDENT HOWARD SKINNER

Village Board agenda for consideration.
