PUBLIC COMMENTS AND QUESTIONS
Mary Brennan, 341 Indian Point Road, requested that the Village enforce its short-term rental ordinance and
not renew the license for 359 Indian Point Road. She stated that the owners were aware of the licensing
requirements but continued renting after being notified that they did not have a valid Village license. She
expressed concern that failing to enforce the ordinance would encourage others to disregard the requirements.
Mario Gonzalez and Lyn Soto, 359 Indian Point Road, stated that the missed renewal deadline resulted from
confusion between the County’s June deadline and the Village’s January deadline. Gonzalez described the
lapse as an oversight and stated that it would not happen again. Soto stated that they had promptly addressed
concerns and had not received any citations. She requested that the ordinance be applied fairly and that their
license be renewed.

ITEM REMOVED FROM THE OMNIBUS AGENDA
Motion to approve an original license application filed by The Prine Properties LLC, d/b/a The Prine
Properties LLC, 201 Lance Drive; Payton Hulne, Agent, for a “Class B” intoxicating liquor license,
Class “B” fermented malt beverage license, cabaret license, and amusement device license.
Clerk Waswo reported that, at the direction of the Committee of the Whole, she obtained guidance from the
Village Attorney and the Wisconsin Department of Revenue, Division of Alcohol Beverages, regarding the
proposed licensed premises. The DAB agent recommended limiting the licensed premises to the restaurant,
bar, kitchen, outdoor decks, grassy area between the building and lake, alcohol-storage areas, and office, while
excluding the motel rooms, parking lot, and other areas unrelated to the alcohol operation.
Clerk Waswo explained that all areas included in the premises description become part of the licensed
premises and are subject to alcohol-law requirements and inspection. Limiting the licensed premises would
reduce the license holder’s responsibility for guest conduct in motel rooms and vehicles, clarify operator and
carry-in alcohol requirements, and limit inspections to areas used for alcohol sales and service. If the license
holder wishes to hold an event in the parking lot, the licensed premises may be temporarily extended for that
specific event with Village Board approval.
The Board discussed carry-in alcohol within the grassy area. Clerk Waswo reported that the DAB agent
recommended posting “No Carry-Ins” signs and prohibiting motel guests from bringing personally purchased
alcohol into any licensed area.
Karow/Baxa motion to approve the issuance of the Class “B” Fermented Malt Beverage and “Class B”
Intoxicating Liquor licenses to The Prine Properties LLC, d/b/a The Prine Properties LLC, contingent upon
the Pink House Resort surrendering its existing alcohol licenses, with the licensed premises described as
follows: Alcohol beverages are sold and served in the dining room, bar, outdoor deck areas, and grassy
outdoor area between the building and the lake. Alcohol beverages are stored behind the bar and in the
kitchen. Alcohol-related receipts and records are maintained in the office. Motion carried 5-0.
PRESIDENT AND TRUSTEE REPORTS
TRUSTEE BARB ANDRES - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING
Discussion and possible action regarding an event permit application filed by Andrew Kane, owner of
Buoys, 402 S. Lake Ave., for the Buoys Car Show on August 15, 2026, from 4:00 p.m. to 8:00 p.m.,
including closure of South Lake Avenue from Barry Road to Wilmot Avenue, subject to the Fire Chief’s
condition that the road reopen by 8:30 p.m.
The Board reviewed conditions submitted by the Edgewater Beach Condominium Association regarding
resident access and protection of the condominium and beachfront properties. Andrew Kane stated that he had
discussed the concerns with the condominium association and agreed to install orange fencing, assign staff at
both ends of the beachfront, and post private property signs. Captain Bauer stated that the Police Department
could inspect the event setup if available but did not intend to assign officers to remain at the event. The
applicant would be responsible for the cost of any additional officers requested for security.
Village Board Minutes – July 20, 2026

Clerk Waswo reported that the Village Attorney recommended requiring certificates of insurance from Buoys
and Laurin’s Landing and posting signs identifying the boundaries of the area where alcohol was permitted.
The Board recommended using Wilmot Avenue and Legion Drive as the detour route, and Kane agreed to
coordinate the barricades and signage with Public Works and the Police Department.
The applicant requested permission for both fermented malt beverages and intoxicating liquor to be allowed
within the proposed temporary extension of the licensed premises. The Board reached a consensus to allow
only fermented malt beverages in plastic containers on the street.
Karow/Perl motion to approve the event permit application filed by Andrew Kane, owner of Buoys, 402 S.
Lake Avenue, for the Buoys Car Show on August 15, 2026, from 4:00 p.m. to 8:00 p.m., including the closure
of South Lake Avenue from Barry Road to Wilmot Avenue, subject to the following conditions: the road must
reopen by 8:30 p.m.; Public Works must inspect the barricades and detour route; the Police Department must
inspect the premises signage; the conditions identified in the Edgewater Beach Condominium Association’s
letter must be followed; and Buoys and Laurin’s Landing must provide the required certificates of insurance.
Motion carried 5-0.
Karow/Andres motion to grant temporary extensions of the licensed premises for the Class “B” fermented
malt beverage licenses held by Buoys and Laurin’s Landing for the Buoys Car Show on August 15, 2026, from
4:00 p.m. to 8:00 p.m. Trustee Karow clarified that the extensions did not include either establishment’s
“Class B” intoxicating liquor license. Motion carried 5-0.
Discussion and possible action regarding a Short-Term Rental License for 359 Indian Point Road,
Mario Gonzalez.
Captain Bauer reported that there had been approximately six separate incidents involving the property, with
possibly one additional incident in June. He clarified that some entries in the Police Department’s records
were follow-up contacts rather than separate incidents. Captain Bauer stated that one of the department’s
officers would be issuing a citation; however, the citation had not yet been issued because the ordinance and
corresponding bond amount were not available in the department’s records system.
Administrator Jager explained that the ordinance refers to calls for service rather than citations when
establishing grounds for possible license revocation. The Village Attorney advised that revocation would
require a properly noticed hearing and that the ordinance does not provide for automatic denial based on a late
renewal application. If renewed, the license would remain valid through December 31, 2026.
The Board discussed the management of the property, whether calls for service without citations should
constitute violations, and whether the license lapse should affect the renewal application. Members also
discussed aligning the Village’s licensing period with the state tourist rooming house permit, imposing
additional fees for late renewals, establishing renter age restrictions, and clarifying what constitutes an
infraction. Staff was reviewing the ordinance, and proposed revisions were expected to be presented at the
August Committee of the Whole meeting.
Mr. Gonzalez stated that he stopped accepting short-term rentals after being notified that the license had
expired, canceled his existing Airbnb reservations, and immediately submitted a renewal application. He
stated that the property was currently occupied under a month-to-month lease that met the requirements of a
long-term rental. He explained that renters must be at least 21 years old and that the property is marketed
primarily to families.
Bill Poetker, 1510 Sunrise Drive, Sebring, Florida, expressed concerns regarding repeated parties, water patrol
complaints, and the effect of short-term rentals on the residential neighborhood. He supported penalties for

noncompliance, a uniform January licensing period, and requiring applicants with expired licenses to complete
the full initial application process.
Mary Brennan, 341 Indian Point Road, stated that she had not complained about other short-term rentals in the
neighborhood but had concerns regarding this property, including vehicles obstructing the street and unsafe
boating activity late at night. She questioned whether short-term rentals continued after the license expired and
requested that the Village verify the current long-term lease.
Following discussion, the Board determined that the current ordinance did not provide a basis to deny the
renewal application without further proceedings.
Karow/Andres motion to approve renewal of the Short-Term Rental License issued to Mario Gonzalez for 359
Indian Point Road. Motion carried 3-2, with Trustees Baxa and Perl voting no.
TRUSTEE KEVIN FITZGERALD - STREETS AND ROADS, EQUIPMENT, STREET LIGHTS,
WEEDS, LAKE PLANNING AND PROTECTION
Discussion and possible action regarding 2026 Street Resurfacing Bids.
Engineer Droessler reported that he spoke with Payne & Dolan regarding the addition of Swanson and Bonnie
Brae to the project. Completing the alternate work separately would result in an additional mobilization charge
of approximately $10,000. However, the charge could be avoided if the work was coordinated while the
contractor and equipment were already on site.
Administrator Jager stated that $450,000 had been budgeted for street resurfacing and $150,000 for storm
sewer improvements. Both base bids exceeded their respective budgets. Droessler recommended awarding the
street resurfacing base bid of $499,133.50 with a 10% contingency, consistent with the Village’s usual
practice. If extensive undercutting or base repairs are not required, the alternates could potentially be
completed within the authorized amount.
Trustee Baxa asked whether additional pavement thickness had been included for the alternate locations.
Droessler stated that additional thickness was included for Bonnie Brae but not Swanson. Swanson had
deteriorated significantly since the previous fall. Bonnie Brae could likely wait another year; however, the
proposed work involved only a 350-foot section.
The Board discussed awarding the base bid with a 10% contingency and authorizing staff to add Alternates 1
and 2 if sufficient funds remain available and the total project cost does not exceed the authorized amount.
Karow/Livingston motion to award the 2026 Street Resurfacing Project to Payne & Dolan for the base bid of
$499,133.50, plus a 10% contingency, with the option to add Alternates 1 and 2, provided the final contract
amount does not exceed the base bid plus the 10% contingency. Motion carried 5-0.
Discussion and possible action regarding 2026 Storm Sewer Improvement Bids.
Karow/Perl motion to award the 2026 Storm Sewer Improvement Project to Bradford Contractors for its base
bid of $173,895. Motion carried 5-0.
TRUSTEE AARON KAROW - BUILDING AND ZONING, PLAN COMMISSION, AND PUBLIC

TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES
June 2026 Code Enforcement: Active Cases: 27, Closed Cases: 6.
June 2026 Police Department Report
Captain Bauer presented the June Police Department report. The department responded to 835 calls for service
and conducted 654 extra patrols, for a combined total of 1,489. The department also recorded 14 criminal
arrests, 149 traffic stops, four OWI arrests, and several cybercrime investigations.
Discussion and possible action regarding the creation of a committee for EMS/fire consolidation.
Administrator Jager recommended appointing two Board members to meet regularly with the Fire Chief
regarding potential EMS and fire consolidation. Trustee Perl suggested that the Fire Chief lead the discussions
and report back to the Board. Administrator Jager recommended appointing a backup representative in case a
trustee is unavailable. The Board discussed asking the Village President to establish a standing committee.
Karow/Perl motion to recommend that the Village President create a committee consisting of two Board
members and the Fire Chief for the purpose of discussing EMS and fire consolidation with the Towns of
Randall and Wheatland. Motion carried 5-0.
Discussion and possible action regarding the HVAC system at the Police Department.
The Board discussed leaking around the rooftop HVAC unit. Administrator Jager stated that she believed the
unit was original to the building and at least 20 years old. The Board reviewed a $13,200 proposal from MGM
Mechanical Contracting to remove and reinstall the existing 3-ton rooftop unit on a new pitched roof curb.
Trustee Perl clarified that the proposal did not include a new HVAC unit. Engineer Droessler explained that
raising the unit would address the leak and eliminate multiple bends that were impeding airflow.
Karow/Andres motion to proceed with MGM Mechanical Contracting’s proposal in the amount of $13,200 to
repair the roof and reuse the existing air-conditioning unit on the Police Department. Motion carried 5-0.
TRUSTEE ROBERT LIVINGSTON - SEWER, HEALTH AND ENVIRONMENT, YOUTH,
LIBRARY
Discussion and possible action regarding 2026 Sewer Main Repairs.
Administrator Jager reported that Greg Richter had contacted Great Lakes TV Seal regarding the remaining
work and that the contractor intended to honor its previous pricing and complete the work this year. Staff
discussed postponing the repairs and combining multiple years of work into a larger project. This would allow
the Village to use a formal bidding process with bonding requirements and provide greater assurance that the
work would be completed in a timely manner. No action was taken.
ADJOURN
Karow/Andres motion to adjourn at 8:03 p.m. Motion carried 5-0.
