CLOSED SESSION
The agenda provided for consideration of a motion to convene in closed session pursuant to Wis. Stat. §
19.85(1)(e), for “deliberating or negotiating the purchasing of public properties, the investing of public
funds, or conducting other specified public business, whenever competitive or bargaining reasons
require a closed session,” specifically to deliberate the Village’s competitive bidding strategy and the
amount of the proposed bid for the purchase of a vac truck.
No motion was made to convene in closed session. The Board remained in open session and discussed the
proposed purchase and bidding authorization.
The Board considered a proposal for the Public Works Foreman to submit a bid for a 2009 vacuum and sewer
jetter truck. The vehicle was reported to be in very good condition and was being sold because its current
owner had upgraded to a larger truck. The Village’s current 1981 vac truck had broken down. The estimated
repair cost was approximately $12,000, and replacement parts might not be available. The Board discussed the
condition and value of the proposed replacement vehicle, comparable used vehicles, bidding strategies, a
maximum bid amount, and possible funding from the Lake District, Public Works, and sewer budgets.
Trustee Perl arrived at 1:15 p.m.
Trustee Karow left the meeting at 1:25 p.m.
Trustee Baxa left the meeting at 1:28 p.m.
The Board reviewed comparable used vehicles advertised online, including a 2009 model listed for $98,000
and a 2010 model listed for $125,800, both with substantially higher mileage.
Skinner/Livingston moved to authorize the Public Works Foreman to submit a bid of up to $130,000 for the
vehicle. Motion carried 5-0.
ADJOURN
Skinner/Andres moved to adjourn at 1:35 p.m. Motion carried 5-0.
