Pledge of Allegiance was recited. Miles Macone nominated Gary Frankiewicz, seconded by Shauna Lindstrom. No further nominations. Nomination for Chair closed.  Nominations opened for Supervisors (two seats). Jessica Macone nominated Miles Macone, seconded by Shauna Lindstrom. Gary Frankiewicz nominated Jon Johnson, SR, seconded by Shauna Lindstrom. Members present: Supervisor Gary Frankiewicz, Supervisor Miles Macone, Treasurer Joan Avery, Clerk Shauna Lindstrom Others present: Jon Johnson, Sr., Michael Plisky, Mabi Plisky, Joe Banick, Polly Banick, Mark Woody, Deb Shipman, Richard Shipman, Jessica Macone Minutes of December 8, 2020 Regular Meeting: Motion by Supervisor Miles Macone to approve December 8, 2020 minutes, seconded by Supervisor Gary Frankiewicz. Motion carried unanimously. Treasurer’s Report: Motion by Supervisor Gary Frankiewicz to accept December 2020 Treasurer’s Report, seconded by Supervisor Miles Macone. Motion carried unanimously. Correspondence:  Barron Electric notified of improvements they will be doing to their Spooner Substation located at the intersection of Paulson Drive and Orchard Lane. Projected to start around middle of April.  Inquiry received whether there’s a Comprehensive Plan for the Town of Spooner. Town does not have at this time. New Business:  Voice vote conducted for Supervisor Gary Frankiewicz to fill Chairman’s term due John Fenniman’s resignation on December 8, 2020. Unanimous voice vote for Supervisor Frankiewicz to fill remainder of Chariman’s term until April 2021 election.  Voice vote conducted for Supervisor Miles Macone to fill Road Supervisor vacancy due to John Fenniman’s resignation on December 8, 2020. Unanimous voice vote for Supervisor Macone to become Road Supervisor.  Motion made by Supervisor Gary Frankiewicz for Jon Johnson, Sr. to fill Supervisor’s term due to newly voted Chairman Frankiewicz vacating seat; motion seconded by Supervisor Miles Macone. Motion carried unanimously for Jon Johnson, Sr. to fill remainder of Supervisor term until April 2021 election.  Motion to approve request from Spooner Lake District to authorize Washburn County Highway Department to lower and level sand in Spooner Lake at the end of the County Highway H Boat Ramp to facilitate boat launching; seconded by Supervisor Jon Johnson. Motion carried unanimously.  Brief discussion on Right-of-Way moving of 21 miles in Town Roads for Summer of 2021 and status of Town Owned English Ford Diesel Tractor with Alamo articulated arm with sling blade. Chair requests Table of this Discussion to February, 2021 Town Board Meeting.  Discussion of responsibility of maintenance on existing culverts located under private driveway access to Town Roads. After discussion, Chair requests Table of this Discussion to February, 2021 Town Board Meeting.  Discussion on Bulik's Mobile Home Park, Mobile Home Owner Tenants past due Personal Property Taxes. Chair will research what can be done and report back at February, 2021 meeting. Jesse Kauffman has plowed four times since October. Seal King has been contacted on filling potholes. Payment of Bills (including status of Town Budget vs Actual expenses to date and Balance Sheet): Motion by Supervisor Miles Macone to approve payment of bills in the amount of $340,383.85; motion seconded by Supervisor Gary Frankiewicz. Motion carried unanimously. Citizen Comments:  Richard Shipman asked if Comprehensive Plan has been looked into in the past.
