Pledge of Allegiance was recited. Members present: Supervisor John Fenniman, Supervisor Gary Frankiewicz, Supervisor Miles Macone, Treasurer Joan Avery, Clerk Shauna Lindstrom Others present: Mabi Plisky, Kent Kline (Washburn County Sheriff Officer), Chris Wilmot, Dan & Pat McClenthen, Pat & Guy Inman, Paul Johnson, Chris Thompson, Jerry Thompson, Joe & Polly Banick, Phil Sylla, Mark Krause, George Kissinger, Jessica Macone, Julie Hustvet, Mark Woody Minutes of November 10, 2020 Regular Meeting: Motion by Supervisor Miles Macone to approve November 10, 2020 minutes, seconded by Supervisor Gary Frankiewicz. Motion carried unanimously. Treasurer’s Report: Motion by Supervisor Gary Frankiewicz to accept November 2020 Treasurer’s Report, seconded by Supervisor Miles Macone. Motion carried unanimously. Correspondence: • ‘Conditional Use Permit Request Correspondence Received as of 4:30 p.m. on 12/8/2020’ list was given to Supervisors. This document lists correspondence received by the Clerk only. Any Emails that were addressed to Clerk only were forwarded onto the three Supervisors at time of receipt. New Business: • Motion made by Supervisor Gary Frankiewicz to APPROVE Washburn County Zoning Division’s Request for Town Board non -binding recommendation for Gene Thompson Trust Rezoning Application to rezone 38.8 Acres at the South West corner of County Road A and Town Road Mann Road from current Agricultural (A) District to Residential -Recreational 2 (RR -2) District (Low Density). Washburn County Zoning Division Hearing on the Rezoning Request scheduled for D ecember 15, 2020 in Shell Lake ; seconded by Supervisor Miles Macone. Motion carried by 2 for Approval, 1 for Deny. • Motion made by Supervisor Miles Macone to Washburn County Zoning Division Request for Town Board non-binding recommendation to APPROVE Gene M. Thompson Trust/Thompson Family Partnership Application to Washburn County Zoning Division for a Conditional Use Permit "to open a campground" on 540 Acres of land (excluding the 38.8 acres of the Rezoning Request). Washburn County Zoning Division Hearing o n the CUP Request scheduled for December 15, 2020 in Shell Lake ; seconded by Supervisor Gary Frankiewicz. Motion carried by 2 for Approval, 1 for Deny. Chair requests Table of this Liquor License Ap plication pending outcome of December 15, 2020 Washburn County Public Hearing of Zoning Division on Gene M . Thompson/Thompson Family LTD application for a Conditional Use Permit for lands zoned Residential -Recreational 2 (RR -2) District (Low Density). Chairs request to table was denied by lack of motion by either o ther Supervisor. Motion made by Supervisor Miles Macone to reserve Class B Beer and Class B Liq uor License to applicants for return from the date of this town board meeting to May 30, 2022. Plan of said building to be submitted by applicants or their assigns prior to termination of term ending May 30, 2022. • Discussion of responsibility of maintenance on existing culverts located under private driveway access to Town Roads. Tabled to January, 2021 Town Board Meeting. • Discussion of Right -of-Way moving of 21 miles in Town Roads for Summer of 2021 and status of Tow n Owned English Ford Diesel Tract or with Alamo articulated arm with sling blade. Tabled to January, 2021 Town Board Meeting. • Bulik's Mobil e Home Park, Mobil e Home Owner Tenants past due Personal Property Taxes. Tabled to January, 2021 Town Board Meeting. • Motion to Accept resignation of Chair Supervisor and Road Supervisor John Fenniman for health and family reasons. His resignation to be effective at close of this Board Meeting. John expresses his Thank You to the Electors of the Tow n of Spooner for his opportunity to serve them for the last ten years. Wisconsin Statutes sec 17.25 (1) (a) Vacancies in town offices; how filled. Vacancies in the town board shall be filled by the remaining Supervisors and the Town Clerk. Highway Update and Expenditures (Supervisor Fenniman): • Road Supervisor Fenniman will draft a 3 to 5 year future road construction plan for the Town. Payment of Bills (including status of Town Budget vs Actual expenses to date and Balance Sheet): Motion by Supervisor Miles Macone to approve payment of bills in the amount of $7,279.59, motion seconded by Supervisor Gary Frankiewicz. Motion carried unanimously. Citizen Comments: • Paul Johnson, County Board Supervisor District 16 and member of 5 person Washburn County Zoning Division Committee, introduced himself. • Gary Frankiewicz, Miles Macone, Joan Avery, and Mabi Plisky thanked John Fenniman for his time served.
