June 1, 2026 – Committee of the Whole Minutes Page 1 of 5 VILLAGE OF TWIN LAKES COMMITTEE OF THE WHOLE MINUTES June 1, 2026 – 6:30 p.m. Village Hall, 105 E. Main Street, Twin Lakes, WI Minutes are a record of actions taken by the body and are not a verbatim transcript. CALL TO ORDER / PLEDGE OF ALLEGIANCE / ROLL CALL President Skinner called the meeting to order at 6:31 p.m., followed by the Pledge of Allegiance. Present: Trustees Barb Andres, Jim Baxa, Kevin Fitzgerald, Aaron Karow, Bob Livingston, Ken Perl, and President Howard Skinner. Also Present: Administrator Laura Jager, Police Captain Jacob Bauer, and Clerk Sabrina Waswo. PUBLIC COMMENTS AND QUESTIONS Attorney Tim Andringa, representing Lake Elizabeth Manor Improvement Association, objected to the proposed 25-foot height limit because LEMIA’s existing 30-foot light pole would become nonconforming. He requested either a 30-foot height limit or an exemption until substantial work is done at the site. Kim Lishamer, 1816 Pheasant Avenue, opposed the ordinance, stating that the compliance timeline was unrealistic and that the glare definition was too broad. She requested Trustee Livingston to recuse himself due to potential professional conflicts through his landscaping business. Sharon Opryszek, 2909 Lakeshore Way, opposed the ordinance and questioned whether complaints from a limited number of residents should drive a Village-wide regulation. She stated that nearby residents did not object to the marina light and believed the ordinance was selectively aimed at LEMIA. Diane Wahlner, 2920 Lakeshore Way, stated that she lives adjacent to the marina and purchased her home knowing the light pole was there. She said the light provides security and thanked Trustee Perl for addressing a maintenance issue at West Park. Lisa Wagner, 245 West Park Drive, stated that she originally raised the lighting concern and believed the Board had done its due diligence. She urged the Board to move to a vote at the next regular meeting so affected residents could come into compliance during the summer. Bryan Neal, 142 W. Park Drive, spoke regarding the audit presented at the prior meeting. He cited concerns from the audit, including omission of the required management discussion and analysis, expenditures exceeding revenues, five budget categories being over budget, and internal control deficiencies. He urged the Board to seek accountability regarding why trustees were not given the audit materials in advance. Skinner/Fitzgerald motion to approve the Committee of the Whole minutes of March 2, 2026, April 6, 2026, and May 4, 2026. Motion carried 7-0. PRESIDENT AND TRUSTEE REPORTS TRUSTEE BARB ANDRES - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING Discussion regarding a Fireworks Permit Application submitted by MDS LLC / Jimmy Ellis for a fireworks display on Lake Elizabeth on July 11, 2026, beginning at dusk, approximately 9:00 p.m., with a rain date of July 25, 2026. The application was approved by both the police and fire departments. It is consistent with permits issued in prior years, and applicants pay an additional $500 for water control. Trustee Fitzgerald requested the placement of launch barges be confirmed by police to avoid debris falling on neighboring piers, as occurred in past years. June 1, 2026 – Committee of the Whole Minutes Page 2 of 5 Discussion regarding an Event Permit Application submitted by Main Street Tap and Village View Pub for the Street Party and Car Show on August 22, 2026, from 9:00 a.m. to 12:00 a.m. (midnight). Clerk Waswo noted that intoxicating liquor must remain served inside the licensed premises; the extension applies to fermented malt beverages only. Discussion regarding a request submitted by Aces Sports Bar & Grill Inc., DBA Aces Sports Bar & Grill, 200 E. Main St., to extend the Cabaret License to the outside patio. The request covers acoustic-style entertainment on a small outdoor patio, ending no later than 10:00 p.m. The Board found this consistent with similar arrangements at other establishments. Lakeshore Drive TRUSTEE KEVIN FITZGERALD - STREETS & ROADS, EQUIPMENT, STREET LIGHTS, WEEDS, LAKE PLANNING AND PROTECTION Discussion regarding sidewalk repairs downtown. Trustee Fitzgerald and the Public Works Foreman walked the downtown sidewalks and identified the highest-priority areas for repair. The contract before the Board represents the most competitive of at least two bids received and covers the areas deemed major trip hazards. Some sections were set aside for potential mud-jacking or foam-lifting by public works staff. Funding is proposed from TIF funds, as the project was not included in the adopted budget. Discussion also touched on the relationship between tree roots and sidewalk heaving, with further review anticipated. Trustee Baxa stated he would provide sample program language from other communities exploring a 50/50 cost-sharing program with adjacent property owners. Staff will include the second bid in the next board packet. TRUSTEE JIM BAXA - CEMETERY, SANITATION, RECYCLING, SENIORS Discussion regarding an Eagle Scout project at the Cemetery. Trustee Baxa reported that following a site visit to Mt. Prairie Cemetery, an Eagle Scout from Troop 334 out of Burlington proposed constructing an informational sign and a small kiosk to store and display brochures for cemetery visitors. The Cemetery Board expressed support for the project and requested Board endorsement to allow the Scout to present formally at the next regular board meeting. TRUSTEE AARON KAROW - BUILDING AND ZONING, PLAN COMMISSION, AND PUBLIC BUILDINGS Discussion regarding actions taken at the May 27, 2026 Plan Commission Meeting: a. Conditional Use Permit for Dion Romano, Parcel 85-4-119-211-1100. Trustee Karow reported a Conditional Use Permit was recommended for Dion Romano at the parcel commonly known as Lovely Plaza to facilitate auto sales. The Board clarified that the business operates entirely off-site with no vehicles stored at the location; the permit is required solely due to the auto sales classification. The Board directed that the motion for the regular board meeting include a condition that the permit is tied to Mr. Romano's tenancy and that any future operator would be required to return to the Plan Commission and Village Board for approval. TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES Discussion regarding Ordinance 2026-6-1 Creating Chapter 8.90 of the Twin Lakes Code Pertaining to Outdoor Lighting. Trustee Perl stated he generally supported the recommended revisions. The Board reviewed the recommended revisions. June 1, 2026 – Committee of the Whole Minutes Page 4 of 5 Compliance Timeline: Trustee Karow questioned the change from 90 days to 45 days and raised concern that the ordinance did not clearly state when the compliance period would begin. The concern was that the ordinance could be read to require all properties in the Village to comply within the stated period after the ordinance becomes effective, even if no complaint had been filed. The Board discussed separating the ordinance’s effective date from the complaint-driven enforcement process. The intent was that the ordinance would become effective upon adoption and publication, with an initial 90-day grace period for general public awareness; however, enforcement would not be proactive. Staff was directed to revise the compliance and enforcement language, including Section 8.90.8, to clarify that once a valid complaint is received and a violation is confirmed, the Village would issue notice to the property owner and provide a 45-day correction period before any citation is issued. The revised language should also address the notice process and allow for reasonable extensions when a property owner demonstrates a good-faith effort to comply. Shoreline and Water-Oriented Lighting: The Board reviewed the recommendation to remove the 50-foot visibility restriction for docks, piers, berthing structures, and shoreline lighting because a fixed distance would be difficult to apply, especially on the water. The Board generally supported replacing the distance requirement with language requiring shoreline and water-oriented lighting to be shielded and directed downward to reduce light trespass onto navigable waters and adjacent properties. Trustee Livingston asked how shielding would be determined, and Trustee Fitzgerald stated the practical issue is whether the bulb itself is visible from outside the property. Attorney Andringa noted that visibility across the lake may still create enforcement challenges and that the language should be as clear and enforceable as possible. Height Restriction: The Board reviewed the recommendation to increase the maximum pole height from 25 feet to 30 feet. It was noted that the 30-foot height addressed the remaining concern raised regarding the LEMIA pole. The Board supported the revision. Public Lighting Exemptions: The Board reviewed the public lighting exemption and whether Village- owned parks should be fully exempt. Concern was raised that Village park lighting, including shoreline lighting, should not remain unshielded while private property owners are required to comply. The Board supported retaining the exemption for appropriate public facilities, while adding language requiring lights in public parks facing the shoreline to be shielded. Recreational Lighting Exemptions: The Board reviewed the proposed exemption for recreational and sports lighting. It was noted that sports lighting poles may exceed the general height restriction and should be addressed separately so approved recreational lighting is not automatically in violation. The Board supported requiring Plan Commission review for this type of lighting with a professional illumination plan showing light direction, intensity, and spillover. Penalty Section: Trustee Fitzgerald questioned what penalty would apply if a citation is issued. Staff noted that the draft penalty section provides for fines of not less than $100 and not more than $250. The Board directed that the citation amount be clarified and made consistent with the municipal court bond schedule. Optional Additional Definition: Trustee Karow stated that the optional additional definition for public lighting should be added to the ordinance. The Board agreed to include the definition in the revised draft. Administrator Jager noted that public notice could be provided through the Lake District flyer, newspaper publication, the Village website, and the Village Facebook page. June 1, 2026 – Committee of the Whole Minutes Page 5 of 5 Staff was directed to incorporate the discussed revisions into a revised draft ordinance for consideration at the next regular Board meeting. TRUSTEE BOB LIVINGSTON - SEWER, HEALTH AND ENVIRONMENT, YOUTH, LIBRARY Discussion regarding the annual CMAR report for the WWTF. The annual CMAR report will be provided to the Board with the highlighted fields completed. ADJOURN Skinner/Andres motion to adjourn at 8:03 p.m. Motion carried 7-0.
