PRESIDENT AND TRUSTEE REPORTS

Village Board Minutes – May 18, 2026

Presentation by CLA (CliftonLarsonAllen LLP) regarding the 2025 audit findings.
Amber Drewieske, Principal with CLA, presented the 2025 audit findings. The auditors issued a clear,
unmodified opinion, meaning there were no material misstatements.
The Village’s fund balance position is just over $3 million. The Village’s policy is to maintain an unassigned
fund balance equal to 15% of expenditures. The Village also has $1.7 million in funds assigned by
management for road projects and park renovations. While some communities maintain a higher fund balance
policy of 25%, the Village’s 15% policy is reasonable because a significant amount of funds are already
earmarked, which provides flexibility within the assigned fund balance. However, the Village has been using
fund balance to balance the budget, and continuing to do so long term could reduce available assigned fund
balance and limit future flexibility.
The Debt Service Fund balance is $541,000 and is entirely restricted for future debt service. Additional
Village funds reviewed included Park Dedication at $119,000, Lake Rehabilitation at $375,000, PCB
Settlement at $17,000, Launch/Marina at $446,000, and Capital Projects at $106,000. Historically, the Capital
Projects Fund has allowed the Village to set aside cash for capital projects; however, that fund balance is now
fairly low, which may require the Village to look at other revenue sources for future projects.
The Sewer Utility’s net position is approximately $15.99 million, with an unrestricted net position of
approximately $2.94 million. The Sewer Utility had a surplus of approximately $411,000 in 2025, but there
were no capital additions during the year. The Village should continue evaluating Sewer Utility needs and
rates over a three to five year period, particularly for maintenance costs, so the Utility is not relying on
borrowing for routine maintenance.
Internal control findings were also reviewed. Historically, there had been findings related to preparation of the
annual financial report and audit adjustments. The financial report preparation finding was removed due to
A&O taking a larger role in the preparation process. The remaining finding relates to audit adjustments and is
expected to be removed next year. No compliance issues were reported. The final report will include CLA’s
report on internal control over financial reporting and compliance.
It was noted that Village Administrator Jager, Clerk Waswo, and A&O do a good job with the Village’s
finances, and that limiting the number of auditor-posted adjustments helps provide the Board with more
accurate financial reporting.

Discussion and possible action regarding the Fire Department Pay Scale.
Chief Redlin explained the proposed step increase structure and the estimated 2026 fiscal impact of
$16,303.24. The increase applies to 2026 only, and there is no increase to the Village budget because the cost
is currently reimbursed by the Fire/Rescue organization.
The proposed pay scale increases the base hiring rates and provides a one-year step increase after an employee
successfully completes the probationary period. The purpose of the adjustment is to help the department
remain competitive with surrounding departments while maintaining the Village’s long-term financial

sustainability. The proposed rates place the department generally in the middle of comparable departments,
and the Village’s benefit package remains a strong part of overall compensation.
Trustee Fitzgerald stated that other departments have struggled with retention and that the proposed
adjustment appeared reasonable to help the department stay competitive. He requested that the information be
forwarded to the other municipalities involved so they are aware of the changes before the next contract
discussion.
Fitzgerald/Skinner motion to approve the new step increase for the EMS Department. Motion carried 6-0.
Discussion and possible action regarding Ordinance 2026-5-1 Creating Chapter 8.90 of the Twin Lakes
Code Pertaining to Outdoor Lighting.
Trustees Livingston, Fitzgerald, and Baxa reported that they went out with the Police Department to observe
the light meter readings. Trustee Fitzgerald still believed an outdoor lighting ordinance is needed, but
expressed interest in working with a few property owners first to determine what corrective measures would
be needed before the ordinance is adopted. He noted that the light meter appeared to be more lenient than
expected, and that newer LED lights may not always have high lumen levels but can still create glare or shine
differently.
Trustee Livingston reported that, based on what he observed, some lights clearly need shielding. Nearby
homes were being illuminated by unshielded lighting, and in many cases, the issue could be corrected by
adding a shield. He also noted that lighting at Lance Park, including the flagpole area, should be reviewed and
shielded as needed. He felt the Village has spent significant time reviewing the issue and that the ordinance
should move forward.
Trustee Baxa recommended shortening the compliance period, noting that complainants have already been
dealing with glare issues for an extended period. He felt that 45 days would be more appropriate than 90 days.
President Skinner stated that Trustee Karow had expressed a desire to feel more comfortable with the
ordinance before adoption. He proposed postponing the item to allow for Trustee Karow’s input. Skinner had
not yet observed the light meter readings but would be willing to do so. Trustee Fitzgerald was comfortable
postponing the ordinance for two weeks and also supported a 45-day compliance period.
Skinner/Perl motion to continue the item to the June 1, 2026 Committee of the Whole meeting. Motion carried
4-2, with Trustees Andres and Livingston voting no.
Discussion and possible action regarding the Interoperable Radio Grant Program and radio upgrades
for the Police Department.
Chief Hall stated the Village was awarded the Interoperable Radio Grant Program award for Police
Department radio upgrades. The State will reimburse approximately 80% of eligible project costs, up to the
$50,000 grant limit, with the State’s share expected to be approximately $40,000. The grant must be accepted
by June 8, 2026. After the quote expires, the price is expected to increase by 40%.
The proposed upgrade includes dispatch radio equipment, squad radios, and portable radios for the Police
Department and Water Patrol, with a total project cost of approximately $113,000. The upgrade would move
the Village toward the WISCOM 800 interoperable radio system and improve communication with
surrounding agencies. The Board discussed the number of radios, possible phasing, and grant requirements.
The Board discussed funding options for the Village’s portion since the grant was not budgeted, including
reviewing the vehicle/fleet budget, delaying a vehicle purchase, or using borrowed funds. It was noted that the

Police Department fleet continues to have vehicle issues and that a truck ordered from the prior year’s budget
has not yet been received.
President Skinner noted that, based on the audit, the Village is in decent financial shape and that accepting a
$40,000 grant for equipment the Village will eventually need appears beneficial. Trustee Baxa congratulated
Chief Hall on receiving the award and asked about the duration of the quotes and whether additional
reimbursement may be available for Water Patrol radios.
Skinner/Andres motion to approve acceptance of the Interoperable Radio Grant Program award and radio
upgrade project for the full amount presented. Motion carried 6-0.
VILLAGE PRESIDENT HOWARD SKINNER
Discussion and possible action regarding appointing Zack Weddig to the Library Board.

Fitzgerald/Perl motion to appoint Zack Weddig to the Library Board. Motion carried 5-0, with President
Skinner abstaining.
