beverage license application filed by On The Go Bar & Grill Inc., d/b/a On-The-Go Bar & Grill, 406 N.
Lake Ave; Gurpinder Kaur, Agent.
The Board discussed prior questions regarding parking. The Zoning Administrator reviewed the plans and
noted that, because there is no change in use, the proposal does not trigger updated parking requirements. The
applicant also submitted an additional parking plan providing for 32 parking spaces. Applicant, Gurpinder
Kaur spoke regarding plans for the restaurant and requested that the licensed premises be extended to include
the sidewalk area under the building overhang. It was noted that a railing or other barrier would need to be
installed around the licensed sidewalk area.
Skinner/Fitzgerald motion to approve an original “Class B” liquor license and Class “B” fermented malt

Discussion and possible action regarding the submittal of the Annual Report and other compliance

Engineer Droessler reviewed the annual report. Trustee Fitzgerald noted that the question asking whether the

requested that he verify the number of units listed under the “Publicly Owned Storm Water Management Best
Practices” section.

Discussion on Community Library Revised Joint Library Operating Agreement.
After the Town of Randall withdrew from the agreement, the remaining communities had to renegotiate their
percentage interest. The revised agreement was submitted to the State and returned with a list of required
items to address, including provisions related to library financing. The Head Librarian and Library Board will
meet to review the items and hold additional meetings as needed. No action taken.
Discussion and possible action on multi-municipality Road Consortium
Administrator Jager and Trustee Fitzgerald reported on a meeting with the Village of Paddock Lake, Village
of Salem Lakes, and the Village of Walworth regarding a proposed road-project consortium. The group is
drafting an intergovernmental agreement to jointly bid public works road projects and pursue the State’s
innovation grant. The application is due at the end of March. Based on last year’s road project, the potential
reimbursement would be 25% of $650,000 if the consortium is awarded funding. The grant term is five years.
The challenge is transferring services to another entity and determining an administrative structure (potentially
through an authority) so benefits are allocated appropriately among participating communities. The Board
noted the tight timeline and that future grant criteria may change. The intergovernmental agreement is
expected to be drafted by Salem Lakes’ attorney by March 3.
TRUSTEE AARON KAROW - BUILDING AND ZONING, PLAN COMMISSION, AND PUBLIC
BUILDINGS
January 2026 Building Permits: 11; Valuation: $331,000.00, Fees Collected: $3,344.38.
TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES
January 2026 Code Enforcement: Active Cases: 5, Closed Cases: 1
Discussion regarding a draft Outdoor Lighting Ordinance.
The Board discussed next steps, including compiling comments (including those from Officer Saunders and
Trustee Baxa) and forwarding them to the Village Attorney for a revised draft for Committee of the Whole
review. The Board noted that enforcement is the key issue and that standards must be practical and
measurable. Officer Saunders will borrow a light meter to test readings; however, he has not been able to
obtain one yet. Members discussed what the readings mean, anticipated increased complaints, and agreed
complaints should not be anonymous. Enforcement options were discussed, including whether police or code
enforcement would handle complaints, the impact of limited enforcement hours, and using a warning/first-step
letter before issuing citations. Members questioned whether a 90-day compliance timeline is too short.
The Board also discussed definitions and provisions, including shoreline/water-oriented lighting, defining
“direct visibility,” the motion-activated lighting exemption, limits on how long lights may remain on, and the
practicality of enforcing holiday and architectural lighting (including wattage limits versus focusing on light
spillover onto neighboring properties). Public outreach options, such as a mailer or brochure to help residents
comply, were also discussed.
President Skinner left the meeting at 7:45 pm.
Discussion and possible action regarding a Lake Elizabeth Marina Boat Slip Policy.
The Board reviewed an updated version of the policy and noted it is more streamlined and clear. The Board
discussed Item 7 (Complete Application) and agreed applicants should not be required to own a boat to be
placed on the waiting list; if no boat is currently owned, that information may be left blank. The Board also
discussed slip size limits and noted the maximum watercraft width should be 8 feet 6 inches (not 10 feet) to
allow adequate clearance, including space for bumpers. Trustee Karow noted eligible watercraft should not
exceed 25 feet in length unless otherwise specified for certain slips. The Board also discussed waiting list

eligibility and noted that priority was changed in prior years so Village residents receive priority, and non-
residents would wait a very long time, if ever, to rent a slip.
Karow/Fitzgerald moved to approve the Lake Elizabeth Marina Boat Slip Policy with the following
amendments: Item 7 (Eligibility/Waitlist): clarify that an applicant does not need to own a boat to be placed
on the wait list; Section 10: revise the maximum width from 10 feet to 8 feet 6 inches, measured at the widest
point; and Item 10: add the statement, “Some restrictions may apply to specific boat slips.” Motion carried 6-
0.
Discussion and possible action regarding a Third Amendment to Lease with Haegele’s Hickory Point
Property Owners Association, INC.
The Village received confirmation from the association that they are agreeable to the lease as presented in the
meeting packet. The lease extends the term through December 31, 2035, and continues the annual 3% rate
increase.
Karow/Fitzgerald motion to approve the Third Amendment to Lease with Haegele’s Hickory Point Property
Owners Association, Inc. with stipulation that the number of boat slips will be the same as the current
agreement. Motion carried 6-0.
CLOSED SESSION
