Discussion regarding section 5.20 of the Village Code related to Provisional Operator’s Licenses.
Revises the provisional operator’s license process to allow the Clerk to issue a provisional operator’s
license for 20 days from the date of issuance. The applicant must still apply for a regular operator’s license,
which will go through the Police Chief’s background check process. This change would allow the applicant
to begin working while the background check is pending. If the regular operator’s license is denied, the
provisional license will expire after 20 days. Police Chief Hall stated that she has no concerns with the
proposed change.
Discussion regarding a Temporary Class “B” Beer license application submitted by the Twin Lakes

TRUSTEE AARON KAROW - BUILDING AND ZONING, PLAN COMMISSION, AND PUBLIC
BUILDINGS
Discussion regarding a recommendation from the Plan Commission regarding a Comprehensive Plan
Update Proposal.
The Plan Commission heard a proposal from Community Planning & Consulting, led by Jeff Sanders, to
prepare an amendment to the Village’s Comprehensive Plan. The Village’s Comprehensive Plan is
outdated and needs to be updated. Mr. Sanders proposed a shorter, more flexible plan focused on quality
and community input, rather than a lengthy comprehensive rewrite. The proposed fee is $10,000.
The Plan Commission recommended hiring Community Planning & Consulting to complete the update.
Mr. Sanders has completed approximately 100 comprehensive plans throughout the state and is already
working with the Village on the parks master plan. Ben Wildenberg, Mr. Sanders’ GIS consultant, was also
included in the proposal. Trustee Karow stated that the firm is well qualified and can complete the work at
a reasonable cost.

TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES
Discussion regarding the Fire Department Pay Scale.
Fire Chief Redlin explained that step raises were not established when the EMS Supervisor and six full-
time Fire/EMS positions were created. The proposed structure would establish step increases for full-time
Fire Department staff, based in part on surrounding department pay scales, with the goal of remaining
competitive, improving retention, and recognizing the training investment required for Fire/EMS staff.
Under the proposal, employees would begin at the start rate for their classification, advance to Step 1 after
successfully completing probation, and then advance one step on each annual anniversary until reaching the
top step. The proposal does not affect the Fire Chief.
The estimated 2026 fiscal impact is $16,303.24. Funding for 2026 and 2027 is currently reimbursed by the
Fire/Rescue organization, with no effect on the Village of Twin Lakes’ budget. Trustee Karow requested
additional detail on the fiscal impact, including whether the amount reflects a full year or partial year and
how the calculation was determined. Future cost-of-living increases are not included and would be
determined during the applicable budget process.
