Pledge of Allegiance was recited. Members present: Supervisor John Fenniman, Supervisor Gary Frankiewicz, Supervisor Miles Macone, Treasurer Joan Avery, Clerk Shauna Lindstrom Others present: Mike Plisky, Mabi Plisky, Brent Rush Minutes of June 30, 2020 Regular Meeting: Motion by Supervisor Gary Frankiewicz to approve and June 30, 2020 minutes, seconded by Supervisor Miles Macone; motion carried unanimously. Treasurer’s Report: Motion by Supervisor John Fenniman to accept June 2020 Treasurer’s Report, seconded by Supervisor Gary Frankiewicz; motion carried unanimously. Correspondence: Gary Johsnon, Chair Supervisor of Beaver Brook Town and William Marx, City of Spooner Administrator, invited Supervisor members of the municipalities that utilize North Memorial Health EMT service to meet at Spooner Fire Hall on Tuesday, July 28 at 5 p.m. to discuss the proposed future contract of North Memorial Health. North Memorial, on June 29, 2020 via Certified Mail gave notice of termination effective January 2021 of their contract with the municipalities including Town of Spooner. In view that more than one Town of Spooner Supervisor the July 28 meeting of municipalities, the Town Clerk was directed to post a Notice of Agenda that a quorum of Supervisors may be present at said off-site meeting. New Business:  Town of Spooner will accept and endorse the Statement of Recommendation of drawdown and the timing of the drawdown of the Spooner Lake Protection and Rehabilitation District in turn to Brian Danielsen, Washburn County Highway Commissioner, regarding timing of Proposed Annual Spooner Lake Drawdown by Supervisor Gary Frankiewicz, seconded by Supervisor Miles Macone; motion carried unanimously.  Motion by Supervisor Miles Macone, to accept Statewide Contract Proposal for Asphalt Patches for $23,361.17 for road improvements to Mann Road, seconded by Supervisor Gary Frankiewicz; motion carried unanimously.  Motion by Supervisor Miles Macone to accept Statewide Contract Proposal for Asphalt Patches for $24,003.00 for road improvements to Blooming Vale Road, seconded by Supervisor Gary Frankiewicz; motion carried unanimously.  Discussion of Washburn County’s plan to install Washburn County ordered and paid for blue with white lettering private road signs for 10 private roads in the Town of Spooner: Honey Hill Road, Slatehill Road, Chairman John Fenniman PO Box 578 Spooner, WI 54801 Clerk Shauna Lindstrom PO Box 578 Spooner, WI 54801 Treasurer Joan Avery N5781 County Hwy K Spooner, WI 54801 Supervisor Gary Frankiewicz N6086 County Hwy A Spooner, WI 54801 Supervisor Miles Macone N5520 Bengs Court Spooner, WI 54801 Kenneth Spur Road, Miramar Road, Yankee Road, Thunderbolt Lane, Piper Lane, Cessna Lane, Mustang Court, Nest of Eagles Lane. Highway Update and Expenditures (Supervisor Fenniman):  Road Supervisor Fenniman reported Brandon Rizzo applied for the job of operating the town English made Ford diesel tractor to clear the Town approximately 21 miles of right-of-way at the hourly wage of $15 per hour. Payment of Bills (including status of Town Budget vs Actual expenses to date and Balance Sheet): Motion by Supervisor Miles Macone to approve payment of bills in the amount of $17,005.44, motion seconded by Supervisor Gary Frankiewicz. Motion carried unanimously. Citizen Comments:  None Future Agenda Items for Regular Board Meeting:  Consent to assignment of three year appraisal maintenance contract from Holloway Appraisal Service to Midwest Assessment Service, LLC  Report and discussion of July 28, 2020 North Memorial Health’s meeting Next Regular Board Meeting Date: Tuesday, August 18, 2020 at 6 p.m. Adjourn: Motion by Supervisor Gary Frankiewicz to adjourn the meeting, motion seconded by Supervisor Miles Macone; motion carried unanimously.
