PRESIDENT AND TRUSTEE REPORTS
TRUSTEE BARB ANDRES - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING
Presentation from CLA on the Village’s financials.
This item was tabled.
Discussion regarding 2027 Budget Timeline and Process.
Administrator Jager reviewed the proposed timeline for the 2027 budget process.
Discussion regarding Village Board Agenda Submission and Scheduling Policy.
The Committee discussed a proposed policy intended to improve agenda planning and packet
completeness, including a regular submission deadline and a process for handling urgent/time-sensitive
items.
Discussion regarding a Land License Renewal with T-Mobile.
The renewal includes a 4% annual escalation and $5,000 one-time renewal fee. Administrator Jager noted
the increase is reasonable.
TRUSTEE KEVIN FITZGERALD - STREETS & ROADS, EQUIPMENT, STREET LIGHTS,
WEEDS, LAKE PLANNING AND PROTECTION
Discussion regarding a new roof at Public Works.
The salt shed roof needs to be replaced due to leaks and damage. Two bids were received; a third quote was
requested.
Discussion regarding a multi-municipality Road Consortium
Meetings continue with Salem Lakes, Paddock Lake, and the Village regarding a potential road consortium
and the Innovation Grant. It appears the municipalities will qualify. The program may limit combined
spending over the five-year grant period to 115% of the three communities’ combined 2025 road project
totals. This could restrict larger projects. The benefit is Twin Lakes would receive 25% of the 2025 road
project costs, an estimated $150,000 per year for five years. The funds could accumulate in years the
Village does not complete a road project. The Salem Lakes attorney is drafting the intergovernmental
agreement. The agreement must be attached to the grant application due at the end of March. A special

Village Board meeting may be needed to meet the deadline. Receipt of the grant is not guaranteed.
Approximately $300 million is allocated statewide.
TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES
Discussion regarding the purchase of a drone for the Police Department.
Chief Hall presented a request to purchase replacement drone equipment, noting the Police Department’s
prior drone is no longer operational. Discussion included benefits for public safety operations (search and
rescue, crash analysis, incident monitoring, event support, and environmental concerns), along with
staffing, training, and required FAA licensing. The Police Department requested the Village borrow to fund
the purchase and indicated several officers (one per shift) would be trained to operate the drone. The
proposal is to purchase both an interior and an exterior drone. The drone includes three cameras and
enhanced GPS capabilities.
Discussion regarding amending Section 2.32.040 of the Twin Lakes Code of Ordinances regarding
meetings of the Board of Park Commissioners.
The proposed amendments establish a regular monthly meeting schedule (third Thursday) and create a
secretary position consistent with other Village boards/commissions.
Discussion regarding a draft outdoor lighting Ordinance.
Sgt. Saunders recommended removing the pictures included in the draft ordinance, noting the ordinance is
intended to be enforced as a nuisance matter rather than a “dark sky” petition, and the images relate to
dark-sky concepts. A pamphlet was suggested for education, including distribution with building permits
and as a handout by officers when violations occur. The Board reviewed the edits presented in the packet
and agreed the draft is ready to be forwarded to the Village attorney for review. Certified light meters were
addressed. Sgt. Saunders has reviewed the draft with the prosecuting attorney, who was comfortable with
the language. The department has not purchased a meter yet. A lower-cost meter ($40–$50) was mentioned
as a possible initial option, with the higher-end meter ($450) to be purchased if education is not effective.
Anonymous complaints will not be accepted for enforcement.
TRUSTEE BILL KASKIN - SEWER, HEALTH AND ENVIRONMENT, YOUTH, LIBRARY
Discussion regarding the 2026 sanitary sewer lining project.
More time and expense were incurred on the project than originally anticipated. The revised costs were
reduced from the initial updated figures. The updated amount is recommended for approval by Engineer
Droessler and Head Sewer Operator Richter and remains within the project’s 10% contingency. It was
noted staff has been satisfied with the contractor’s work to date.
ADJOURN – Fitzgerald/Andres motion to adjourn at 7:26 p.m. Motion carried 5-0.
