Hello,
Does this village really need to be doing a restructuring of the DPW Staff now?
Just because it was started by the former DPW Director and an upcoming retirement, that
makes it right?
When is this person's retirement notice for? Nothing noted on that.
The current supervisor has total of "28 employees to be in charge of", that is too much?
If you worked outside of the village, in the real world of work, you could have more or less
employees to be in charge of.
Just because you supposedly have the $10,000 in the budget for it now, that makes it ok'd?
It is pointed out because of the vacancy in engineer job YET and savings in the salary of the
director of DPW.
These changes also put another increase in the upcoming budget too!
Then the comparison of the other communities, does it matter what they do vs what is going
on here?
Think before you decide and vote on this item.
So happy to hear, the village employees, think the residents are made of money!
Just keep adding on to the wants!

Utility Rate Adjustments
The Village of Germantown Village Administrator and Finance Director, in collaboration
with the Dept of Public Works, seeks approval for a 3% increase in water fees, using the
Public Service Commission simplified approach. In addition, we will implement a 3%
increase in sewer fees beginning January 1, 2027.
Water Utility
We are aware of the recent increase in water fees, and unfortunately, the Village is still
operating at a loss. The current rate of return is (4. 2%). The operating loss in 2024 was
$400,000 and the operating loss in 2025 was $870,000. Within a 25 mile radius, the Village
of Germantown is still well below the median cost of water bill.
In addition, the guidance for Days Cash on Hand should exceed the billing period, 90 days
for the Village of Germantown. Our Days Cash on Hand is currently 30.
Operating revenue should at least be enough to cover the cost of operations and
depreciation, a ratio of 1.0. Our current Operating Ratio is .90.
It is not in the best interest of the Village to wait until a Conventional Rate Case is again
necessary before increasing rates. The rate case takes about 6-10 months to complete and
is very expensive, with those costs calculated into the new rate for recovery. Using the 3%
Simplified Rate increase approach is our best course of action to begin moving toward a
position of financial stability and increasing our cash on hand.
The average increase will be $8.76 per household per year.
Sanitary Sewer Utility
The Village maintains 110 miles of sewer main, with 5,943 customers. The village contracts
with MMSD for treatment and their annual charge is the largest expense, accounting for
67.8% of the operating expenses. The 2025 operating loss was $770,000, compared to
$540,000 in 2024. Total net position decreased by $170,000, and the rate of return is
(1.24%). The last rate increase was in 2024 and was insufficient in covering the rising
costs.
A 3% increase to both fixed and usage fees will be an average of $12.06 per household per
year.
We appreciate your consideration of this request as we look to improve the financial health
of the Village, with minimal impact to its residents.

PLACEMENT: Action Item
ITEM TITLE: Consideration of a sewer rate increase. (ACTION)
SUBMITTED BY: Lisa Davis, Finance Director
SUMMARY EXPLANATION:
The Sewer Utility’s last rate increase was in 2024. The Utility is still operating at a loss
due to the rising cost of treatment and capital attributed to the MMSD. The
recommendation is for a 3% rate increase on both volumetric and fixed to go into effect
Q1 of 2027. Impact on average would be $3.02 per quarter or $12.06 per year for an
average household. Rate increase would improve cash flow, and excesses would build
reserves in anticipation of significant future capital expenditures.

ITEM TITLE: Drainage Complaint - W214N10288 Beech Dr. (ACTION)
SUBMITTED BY: Timothy Zimmerman, Public Works Director
SUMMARY EXPLANATION:
On going drainage issue that the previous Village Engineer had been working on
regarding a code compliant sump discharge upstream of referenced property. Resident
Richard Stemm will be at the meeting to share his frustration, which he feels is a
nuisance to him and other neighbors. Money would need to be budgeted in the 2027
budget to remedy this issue if Village so chooses. Preliminary estimate of a ditch
enclosure is $10,000.00 for material and $12,000.00 for labor and mobilization, for a
total approximate cost of $22,000.00.

STAFF RECOMMENDATION:
Staff is not making a recommendation on this item since it is a code compliant
discharge and is draining into a right of way ditch. This is one example of many of such
discharges throughout the Village, and remediating this one would create an expensive
precedent for the Village.

BUSINESS OF THE PUBLIC WORKS & HIGHWAYS COMMITTEE
MEETING DATE: October 7, 2026
PLACEMENT: Action Item
ITEM TITLE: Consideration of a Change Order with Foth for Continuing Property
Records not to exceed $35,000.00. (ACTION)
SUBMITTED BY: Paul Haugen, Water Superintendent
SUMMARY EXPLANATION:
In 2001, the Village of Germantown Water Utility reclassified from a Class C utility to a
Class AB utility. Class AB utilities are required to institute a perpetual inventory of their
assets known as continuing property records pursuant to Wis. Admin. Code § PSC
185.43(2). The Public Service Commission of Wisconsin determined that the Utility had
not fully developed its CPR and required the Utility to meet all requirements within 24
months of the Final Decision, dated October 4, 2021. The Utility was also required to
report to the Commission in writing regarding its progress toward completion of the
CPR within three months of the Final Decision and every six months thereafter.
The Water Utility hired Foth in June of 2026 in the amount of $15,000.00. After the
initial investigation and data collection, the undertaking is greater than originally
anticipated. We are working towards our PSC extension date for completion of the work
by July 31st, 2027.
For reference, the CPR must include the following:
• Include records for locational assets and mass unit assets;
• Identify and describe each locational asset;
• Show the total construction cost of the asset, the date of construction, and a
breakdown of the locational asset into appropriate USOA categories.
• Provide a summary of the mass units broken down by unit type (i.e. water
mains, valves, hydrants, service, meters, etc.) and list the mass units by
size, date of installation, and construction cost;
• Distinguish Contributed Plant from Utility Financed Plant; and
• Integrate Utility’s mapping records into the CPR.
The Village will work with Foth to identify and update missing PSC-related data in the
GIS system after the data review is complete. This work includes the following:
• Missing data will be gathered from Utility mapping records and Germantown staff
knowledge.
• Missing data updates will be compiled by Foth on a time-and-materials basis, or
Foth will assist Germantown as requested.
• Foth will evaluate PSC data management options for the Village of Germantown.
• Management options and the associated level of effort may vary depending on
the results of the data review.
• Options and varying levels of effort will be reviewed in detail with Germantown
after the data review is complete.

MEETING DATE: October 7, 2026
PLACEMENT: Action Item
ITEM TITLE: Consideration of contract with Lee Mechanical for $26,175.00 and
allow contingency up to the full amount remaining in budget not to
exceed $28,200.00 for 2026 Library HVAC Control Project.
(ACTION)
SUBMITTED BY: Scott Anderson, Superintendent
SUMMARY EXPLANATION:
In 2025 $16,000.00 was budgeted to complete an HVAC controls system update at the
library. This project was not completed in 2025 and these funds were carried into 2026.
In 2026 $20,000.00 was budgeted for the library gutter seam sealing project. You may
recall that the gutter project came in favorably. Between both projects, the library major
repair line item currently has $28,200.00 remaining.
This request is the first project in a phased approach to replace HVAC controls
systems, which are all generally original to the building. The aged system is no longer
able to communicate critical information to staff. This lack of communication could
result in significant system damage, especially during cold weather months.
Currently, the system in place is proprietary to Johnson Controls. If approved, this
project will utilize an open platform system, which can be maintained by any qualified
contractor. The proposed equipment is the same system used at public works, and
presumably would be utilized at any future campuses constructed or renovated. This
will allow maintenance staff and contractors the ability to access more facilities from a
single platform. While the original funding is adequate to complete the first phase of the
project, staff could utilize the remaining gutter funds to complete additional work, which
will eventually reduce future requests. If approved, this project will complete installation
of a new front end, new boiler plant controller and fully integrate the existing equipment
into the new platform.
Staff solicited pricing from several area contractors and the pricing is listed below for
review.

ITEM TITLE: Consideration of Quote with MACORP to paint the Outdoor Picnic
Shelter at Firemens Park not to exceed $24,069.00. (ACTION)
SUBMITTED BY: Gil Standridge, Park & Rec Director
SUMMARY EXPLANATION:
I wish to protect the wood trusses and purlins underneath the Outdoor Picnic Shelter
roof at Firemen Park with Woodscapes solid color stain. The wood has not been
painted or stained since the shelter was constructed over 20 years ago. I wish to extend
the life of the shelter for several more years.
I am requesting to apply two coats of Shermin Williams Bond-Plex Water based Acrylic
Coating to the tin roof on the outside of the shelter. This will also extend the life of that
roof; it will improve the aesthetics of the building itself.
This project should extend the life of the shelter and save the village money from
having to do major repairs or replace the shelter.
I received three quotes from different paint companies. All three companies quoted
painting the purlins and trusses underneath the roof as well as the steel ceiling top of
the roof. Service Painting Corporation was the highest at $48,000. Two-Day Paint
quoted $23,1000, and MAPCORP quoted $24,069.
I request that this committee approve MACORP to do this project. Public Works has
used MACORP for several projects and commend their work as excellent. MACORP
has done several industrial projects whereas Two-Day Painting has more experience
painting residential homes.
Funds for this project are budgeted in account 40591000-592300- Capital Building

ITEM TITLE: Update on Status of Fiber Installation. (DISCUSSION)
SUBMITTED BY: Timothy Zimmerman, Public Works Director
SUMMARY EXPLANATION:
Early in 2026, the Village was approached by two ISP companies wanting to install fiber
optic networks within the Village. The Village retained the services of Clark Dietz, Inc. to
assist the Village Engineering Department in handling design review, conflict review,
permit management, and payment processing. Village staff, Village Attorney, and Clark
Dietz developed a standardized permit along with terms and conditions for all ISP fiber
to abide by. To date, AT&T is the only ISP to hold a permit with the Village, and are
actively installing in the Lone Oaks and Meadow Creek subdivisions. Metronet (T-Mobil)
submitted a concept plan for the Glenwood Neighborhood but would not agree to the
terms and conditions. Last week, Engineering staff met with representatives from HBK
Engineering who represent Gateway Fiber, an out of state ISP based out of O’Fallon,
MO. We discussed Village expectations and provided them with our documentation for
their review.

in accordance with permit conditions.
Section 3. Fees
Permittee is required to pay for all actual, reasonable, and documented costs incurred by the Village
to retain additional Third Party Review Staff to review the Preliminary Plans, each specific permit

Development Handbook Sections 1.1 and 1.2 apply with the following additions. Additional
coordination or review steps may be required based on project scope or site conditions.
A. Pre-Application Coordination
1. Submit and receive permit applications to applicable outside agencies. All permits must
be received prior to approval for construction. Agencies which may need to provide
approval include, but are not limited to:
a. Wisconsin Department of Transportation (WisDOT)
b. Washington County Highway Department
c. Wisconsin Department of Natural Resources (WDNR)
d. Other agencies having jurisdiction over wetlands, waterways, railroads, or
environmental impacts.
2. The Applicant shall submit a complete network alignment showing all proposed facilities,
including segments within the public right-of-way and any portions extending into
adjacent easements or private property where connected to the permitted work. Overall
network alignment will be approved within forty-five (45) days after submittal.

1. Permittee required to conduct all resident and business notifications. Content, timing,
and methods shall be at a minimum in accordance with the requirements below and in
all cases, the Village Engineer or designee shall be notified prior to proceeding.
2. At minimum, resident/business notification shall consist of:
a. Village-wide: Letter mailing at start of permit process (general notification of
access, timing, potential impacts, contact information of permittee, etc.)
b. Site Specific Permit Locations: Letter mailing or door hanger after permit approval
is received, at least seven (7) days prior to beginning construction (dates of impact,
contact name/number, FAQs).
c. 24-hour phone number for assistance and support.
3. Communication plan and content must be provided for review and approval by the Village
Engineer or designee, prior to the release to the public.
C. Permit Application Submittal
1. Submit Site Specific Permit applications.

4. Additional plan requirements to include:
a. Primary field supervisor or project manager contact (name and phone) for the
contractor, subcontractor, and/or owner must be provided.
b. Existing utilities shown and labeled, including but not limited to
telecommunications, gas, water, sanitary sewer, storm sewer, and electric.
Including existing utility poles. Existing as-built plans will be provided through a
Diggers planning print request. All utility crossings shall be included in a table
showing design separation, with any not meeting the 5’H and 2’V indicated on
plans and in a table with requested variance.
c. Existing easements shown, including widths from public right-of-way, and private
utility easements. Easement documentation shall be provided upon request. Any
locations where public infrastructure is located within an easement must be
included on the plans for review and approval.
d. Environmental features shown where applicable, including floodplains, wetlands,
and major drainageways.
e. Traffic control plans or details provided where applicable. Road closures are not
permitted. If a lane restriction is required, maintain one open lane with flaggers
and restore full operation at the end of each workday. Traffic control must be
submitted at on-site preconstruction meeting for any work in easements or
otherwise outside of the right-of-way showing access and storage of vehicles or
equipment.
f. Erosion and sediment control measures shown in accordance with Municipal Code
Chapter 29 and Germantown Development Handbook 1.4. Standard details must
be included on the plan set submittals.
g. Construction means and methods shall minimize disturbance.
h. Clearances from existing major utilities shall be a minimum of 5’H and 2’V, and
shown and dimensioned on plans.
i. Tree impacts shall be avoided if possible.
j. All crossings must be potholed for verification. Core size, locations, and methods of
construction identified and noted on the plans. Pothole depth must equal proposed
installation depth plus 2’V to verify clearances. Sanitary and storm sewer crossing
depths may be verified by interpolation between the upstream and downstream
manholes in lieu of potholing, assuming the interpolated depth is not within
tolerances of fiber installation depth.
k. Locations of all known bore pits, access pits, and openings identified. All openings
shall be located in the parkway and will not be permitted in the roadway.
l. Proposed pedestals, handholes, and other above-ground infrastructure shown and
labeled including standard detail on the plans.
m. Proposed fiber alignment clearly depicted.
5. Plans that do not meet these requirements may be returned for revision or may result in
delayed review and additional review fees.
6. Corresponding GIS files of the proposed permit area and fiber network shall be submitted
Page 106 of 121

with each permit application.
a. Files shall be consistent with the submitted plan set and include:
i. Permit Area (polygon)
ii. Proposed Fiber Lines (lines)
iii. Proposed Fiber Structures (points)
b. Permitted file types to include a File Geodatabase (.gdb) or Shapefiles
c. NAD83 (2011) State Plane WI South US Foot coordinate system required
D. Pre-Construction Requirements
1. Complete Diggers Hotline Request.
2. Capture preconstruction photos to document existing conditions and make them
available upon request. If there is a dispute in restoration and preconstruction photos
are not available, permittee will be responsible for any and all costs required to restore
area.
3. All existing utility crossings must be potholed for verification. Pothole depth must equal
proposed installation depth plus 2’V to verify clearances. Sanitary and storm sewer
crossing depths may be verified by interpolation between the upstream and downstream
manholes in lieu of potholing, assuming the interpolated depth is not within tolerances of
fiber installation depth.
4. Delineate centerline alignment (staking or paint) of all proposed utility locations,
including location and size of bore pits and other major structures.
5. Install field stakes or flags to delineate the easement limits. Delineation is only required
at the locations where the easement meets the right-of-way, confirming access points
and disturbance areas.
6. Any horizontal alignment shift of five feet (5’) or greater, or any change impacting
additional infrastructure, shall require re-review and approval.
E. Centerline Inspections
1. Upon completion of field delineation, request a centerline inspection by emailing
Fiber.Germantown@clarkdietz.com along with the Village Engineering office at

subject to re-inspection during suitable spring weather conditions.
4. Restoration must be completed within ten (10) days of initial construction in accordance
with Municipal Code 8.065(j)(4) unless otherwise authorized by the Village Engineer.
5. The Permittee will be notified of inspection status via email.
6. Upon approval, the permit will move into a guarantee period for monitoring.
G. Guarantee Period
1. Permittee remains responsible for repairs to settlement/defects/damage attributable to
the work for thirty-size (36) months for all activity, except for organic material which shall
be guaranteed for twelve (12) months after completion in accordance with Municipal
Code 8.065(j)(4).

Hi Daisy,
There needs to be a state project ID set up since WisDOT will be reimbursing the costs
outlined in the SMFA. Hence, the language stating WisDOT will initiate the project
authorization. Germantown can proceed with a locally let project and will front the
construction costs. 90% will be reimbursed by completing the DT1713 form
(Reimbursement Request programs using local let contract process).
Related to the language about costs incurred to the state:
WisDOT is incurring costs (i.e. setting aside funds that must be used) for the project, so if
the project doesn’t end up being built, Germantown would be liable for any design costs
that had been previously reimbursed.
Germantown is not in jeopardy of forfeiting their cost share arrangement. If construction
costs exceed $614,000, Germantown will not be reimbursed for the additional costs.
Thanks,
Andy
