• Supervisor Hughes advised that a lot of work has been done on the trimming of the trees
and there is still more to do. She will continue to work on getting those done. The parking

6. Business:
Town Board items:
a. Paser Rating and LRIP, Ryan Spackman presentation. Paser Rating was completed last month
by Ryan Spackman there is substantial depredation on the roads. Looking at 1.6 million in
paving needs. Recommend a paving plan. LRIP has 50% funding available through the state
and the Town matches would match that funding. Roads have to be less than a 6 rating and
older than 10 years. Ryan recommends getting an estimate from an engineer and then have a
talk to County highway commissioner. If the grant is submitted by November, the funds
should be distributed by March. Supervisor Hughes received a quote for 101st-potholes in the
amount of $1114.70 for repair. To have it milled and overlaid it would be approximately
$6000.00. Ryan would like to take photos and look at the overall road and get back to
Supervisor Hughes or Chairman Nordigian with options.
b. Town Office remodel. The office will be painted and new carpeting along with new office
furniture. Supervisor Horbach made a Motion to approve the quote from office furniture in the
amount of $9199.00 and Supervisor Bailitz seconded the Motion. All Aye. Motion Carried.
c. Road pavement on 101 st Street discussion on whether to patch or pave now or, to wait until
next year to repair it. Ryan would like to get out there and take a better look at the road.
Supervisor Hughes will speak with Ryan to firm up options. Trees need to be trimmed as well.
d. Culvert replacement at 40323 97th Street. Ryan said this is definitely failing. County said it would
cost approximately $8000.00. Supervisor Hughes will get a work order to the county for the
replacement of the culvert. Supervisor Bailitz made a motion to replace the culvert at 40323
97th Street. Supervisor Horbach seconded the motion. All Aye. Motion carried.
Town Board & Plan Commission items:
Motion was made by Supervisor Hughes to appointed Pat DeMoon as Chair.
a. Chairman Pat DeMoon read the request for temporary use permit to operate the “Lights Fest”
IRVING ONE LLC, 1222 N. Grant Ave., Odessa TX 79762 (Owner), Ivan Purnell, N941 Daisy Dr.,

states that It shall be unlawful to proceed with the operation, construction, installation,
enlargement or alteration of a temporary use, as defined in this ordinance, without first obtaining

made a Motion to approve the temporary use permit to operate the “Lights Fest for the 2 dates of
September 27th, 2025, and the 3rd weekend in May 2026, with possible rain dates for both days.
A roll call vote was taken Horbach, Hughes, Bailitz, Soderman, Nordigian voting aye, 0 voting nay,
motion carried.
b. Non-Domesticated Animal Ordinance public information meeting discussion only. The Town of
Randall ordinance prohibits keeping of non-domesticated animals such as chicken on property of
less than 2 acres of green space.
Jon Blakeman: Concerned as to why the meeting date was changed. Neighbors on both sides of
his residence have chickens and he has no problem so long as the chickens are taken care of and
the land size is not a problem.
Katherine Salberg: Read a statement. Her family has lived in this area for over 60 years. They
raise chickens for health reasons as they like to know what is in their food, not for economic gain.
She would like to see the ordinance changed to allow at least 1 rooster. Roosters provide means
to increase their flock size. Roosters also provide protection from hawks and other wildlife prey.
Has not had any complaints about their chickens.
Ivan Purnell: Stated he has chickens and does not have a problem with them. It seems every town
has problems with Roosters. Unfortunately, it is the county ordinance that does not allow
roosters.
Thomas Knenier Sr.: Would like senator Johnson to call him and if he does call him, he will take
care of the roads. Thomas lives next to Salberg’s. The property behind him has roosters and
chickens and they are no problem. If the ordinance changes, he will remove everything from his
property and the whole property will sit empty.
Charlie Salberg: Agreed with Katherine Salberg.
7. Other Business allowed by law: Chairman Nordigian will be out of town for the regular September
meeting dates. September meetings will be changed to September 15th, 2025, at 6:00p.m. (Town
