Page 1 of 3 The Wheatland Town Board met on Monday November 24, 2025 at 6:30 PM at the Wheatland Town Hall. The Pledge of Allegiance was recited. Roll call Chairmen: Jeff Butler Supervisor #1: Kyle Madsen Supervisor #2: Kelly Wilson Also in attendance were Katie Sweatman, Clerk, Shannon Herda, Treasurer, Robert Santelli, Constable, Diane Grenus, Traci Denko, Mary and Tom Petersen, Ed Applebee, Doug McElmurray, Ben Herda and Ann Iverson. Verification of Public Notice The Clerk confirmed that the agenda was properly posted at all required locations and on the website. Approval of Minutes Minutes for October 30, 2025 and November 10, 2025 were presented. The November 17, 2025 minutes were not available due to discrepancies under attorney review. Motion by Supervisor Madsen, second by Supervisor Wilson to approve the October 30 and November 10 minutes. Motion carried. Reports Fire Department Discussion regarding no parking signage on 63rd Street for emergency access. Existing ordinance covers Honeydripperz to the church, but signs were removed by mistake. Board members will conduct an onsite review after Thanksgiving to finalize recommendations. Angle parking designation near Honeydripperz may require ordinance update. Code Enforcement Returned to work after leave, catching up on outstanding enforcement issues. One property under review consists of multiple parcels with significant violations; coordination with the Town attorney will be needed. A full update on all open enforcement cases will be provided at the next Board meeting, including physical copies for Board review. FirstNet/Cradlepoint issues reviewed, awaiting clarification from FirstNet contact regarding equipment lifecycle and replacement needs. Public Comment No public comments were received. Page 2 of 3 Transfer Station Report Discussion Treasurer receives approximately 98 pages of usage logs weekly. Board agreed to receive quarterly usage reports moving forward. Discussion on private garbage pickup within the Town despite transfer station availability. The Board would like to have those reports ran quarterly as well. Roads & Public Works Johnson Sand & Gravel The operator is conducting restoration at no charge to the Town. Questions remain regarding proper licensing/permit transfer. Tree Removal Oakwood Shores property Board will wait until ground freeze to avoid lawn damage before removing overhanging branches and a spruce tree. Supervisor Madsen Flag program: delays due to volunteer follow-through; still in progress. Cell phone questions from previous meeting; the clerk and treasurer are having technical problems with mass email system through clerk and treasurer conference site, awaiting response. Supervisor Wilson Firehouse Committee: Completed three presentations with Keller, 5 Bugels, and Scherrer. The next meeting will be to discuss the presentations and overviews. Joint meeting with Randall and Twin Lakes regarding Tri-Community Fire/EMS Study funded through Randall’s $75,000 grant. Study will assess pros/cons of consolidation; expected to take several months. Clerk’s Report A. Website Update New Town website demonstrated to the Board. Not yet finalized; not for public use. Board members asked to review and email feedback. “Under Construction” banner will be added. Request made for board/committee member bios and photos. Election Inspectors Clerk presented the 2026–2027 list of Election Inspectors. Motion by Supervisor Wilson, second by Supervisor Madsen to adopt Resolution 2025-05 appointing Election Inspectors for the 2026-2027 term. Motion carried. Page 3 of 3 Meeting Dates December meetings will be held on December 8 and 22, 2025. January meetings will be held on January 12 and January 26, 2026. January 6, 2026 – Public Hearing & Plan Commission meeting (Battery project). January 7, 2026 – Special Town Board Meeting for action following the hearing. Announcements Town Hall Closures: Thanksgiving: Nov 27–28 Christmas: Dec 24–26 (Open Dec 27 for tax collection) New Year's: Jan 1–2 Financial Matters Work completed at the transfer station by “Marve Ellis, five hours of labor with Bobcat, truck, and trailer. Motion by Supervisor Wilson, second by Supervisor Madsen to pay $500 for the work. Motion carried. Railroad ties are needed for the transfer station, Treasurer Shannon Herda and husband to supply 5 railroad ties to be dropped off at the transfer station.
