Page 1 of 3 The Wheatland Town Board met on Monday, October 13, 2025 at 6:00 PM at the Wheatland Town Hall. The Pledge of Allegiance was recited. Roll call included: Chairmen: Jeff Butler Supervisor #1: Kyle Madsen (Via Teams Virtual Meeting) Supervisor #2: Kelly Wilson Also in attendance were Clerk, Katie Sweatman, Diane Grenus, Chief Lou Denko and Lawyer Todd Terry Verification of public notice for agenda The agenda was submitted on Thursday and Friday at the Town Hall upstairs and downstairs, Wheatland School and Facebook (Keeping Wheatland Informed) Approval of Minutes Motion by Supervisor Wilson, second by Chairmen Butler, to approve the minutes of the September 22, 2025 meeting as presented. Motion carried unanimously. No Public Comments were noted. Fire Department Report Chief Denko mentioned pancake breakfast was a success; attendance unknown due to donation- based entry. Fire safety education was conducted at Wheatland School for 268 students. Repairs ongoing on Engine 6614; switching to a manual priming system. Discussion on pay-per-call system and compliance training for future implementation (targeting 2027). Public Safety Report Officer Bob expected to return in early November following medical leave. Lilly Lake Boat Engine Update New engine installed; cover is damaged and needs replacement. Estimates for new cover range from $750 to custom pricing. Additional $150 spent on latch repairs. Road Projects Update Roads 396 is completed 407th completed; shoulder work pending. Cranberry Knolls crack sealing scheduled. Budgeted: $636,000; Spent: $268,000 (not including pending bills). Page 2 of 3 Community Concerns Resident concern over registered sex offender; legal limitations discussed with attorney. Former Town Attorney Mr. Davidson passed away; memorial donation to be considered. Proposal to compensate volunteer welder ($150) for playground equipment repair. Legislative Update Discussion on proposed Assembly bill regarding affordable housing Board to review bill and consider contacting representatives. Clerk’s Report Historical records cleaned out and redistributed to local societies. Ceiling damage in storage room noted; inspection recommended. Budget presentation scheduled for October 27. Public hearing for 2026 budget set for November 17, 2025 at 6:00 PM. Motion by Chairmen Butler, seconded by Supervisor Wilson. Motion carried. Elections Proposal to purchase Badger Books for electronic poll books. Estimated cost: $5,200 for two units and server. Potential savings in election staffing costs. Subject tabled until next meeting. IT & Website Kris Delriego is no longer available for IT support. Proposal to contract Bryan Stevens (RTI) for IT services this would include .gov website transition. Motion by Supervisor Madsen to approve one-month trial with RTI starting October 14, 2025, seconded by Supervisor Wilson. Motion carried. Motion by Supervisor Madsen to approve website transition to .gov with MuniImpact at $2,100 setup and $1,300 annual, seconded by Supervisor Wilson. Motion carried. Financial Matters Discussion of problems with billing for WE Energies. Possible solution to avoid late fees of over $100 monthly is to set up ACH payments. Motion made by Chairmen Butler to allow WE-Energies to be set up on ACH billing, seconded by Supervisor Wilson. Motion carried. Cemetery Restoration Meeting scheduled with restoration expert to assess Baptist Cemetery and others. Exploring grant opportunities and mapping unmarked graves. Motion to direct legal counsel to proceed with discussed actions was made by Chairmen Butler, seconded by Supervisor Madsen. Motion carried. Motion made by Chairmen Butler to reconvene to open session, seconded by Supervisor Madsen. Motion carried.
