Page 4 of 74 SITE PLAN APPLICATION 08/10/26 Plan Commission Meeting Design 2 Construct / WAGO Corporation Village Staff Report & Recommendation Germantown, Wisconsin SUMMARY Design 2 Construct, Agent for WAGO Corporation, Property Owner . Site Plan application for parking lot additions for an existing office/industrial facility (WAGO) located at N120W19129 Freistadt Road in the Germantown Industrial Park. Location: N120W19129 Freistadt Road Applicant/ Owner: Design 2 Construct WAGO Corporation N173 W21010 NW Passage N120 W19129 Freistadt Road Jackson, WI 53037 Germantown, WI 53022 ----------------------------------------------------------------------------------------------------------- Current Zoning: M-1: Limited Industrial Adjacent Land Uses Zoning North Industrial M-1 South Industrial M-1 East Industrial M-1 West Industrial M-1 Location Map Page 5 of 74 Site Plan Design 2 Construct / WAGO Corporation Page 2 of 5 Background/Proposal Design 2 Construct, Agent for WAGO Corporation, Property Owner. Site Plan application for parking lot additions for an existing office/industrial facility (WAGO) located at N120W19129 Freistadt Road in the Germantown Industrial Park. WAGO Corporation is an international manufacturer of electronic, electrical, and automation control products with its North American headquarters located at this facility in the Village of Germantown. WAGO has experienced recent growth in its operations and expanded its facility in 2025 with a building addition that has since been completed. Due to sustained success, WAGO intends to add another 61,000 sqft of building space to the existing 116,000 sqft facility in 2027 (not part of this site plan application). Since the future addition will eliminate a section of existing parking on site, WAGO has submitted this site plan application to construct multiple parking lot additions beginning this year in advance of the building addition work. Site Plan The site is 12.02 acres in area with an existing 116,000 sqft manufacturing/warehousing facility and offices with off-street parking areas. As presented on the site plan, there are four (4) proposed parking lot additions that incorporate a total of 116 spaces. Since 17 existing spaces will be eliminated as part of this proposal, the net increase of parking on site will amount to 99 stalls. According to the application materials, new impervious area added to the site will total approximately 30,000 sqft. Parking, Access, and Traffic Circulation Access to the site will remain as is with three (3) driveways to Bunsen Drive on the south side of the property. The existing driveway to Freistadt Road will also be maintained. Internal driveway connections will link each parking lot area around the site, which serve employees, visitors, or executives. The Village’s parking guidelines recommend 1 space/500 sqft principal building area for manufacturing and warehousing uses, which equates to 232 parking spaces based on the total square footage (116,000 sq ft) of the WAGO facility. Based on review of the plans, a total of 307 parking spaces will be provided on site after the parking lot additions are constructed. ADA requirements for quantity of spaces will be compliant with 10 ADA spaces total. Storm Water Management Storm water will be addressed by utilizing the existing regional stormwater pond adjacent to the subject property, which was designed to account for the proposed impervious area on the property. The total impervious area on site after construction will be roughly 57%, which is under the maximum allowed (80%) per zoning code standards for the M-1: Limited Industrial District. Page 6 of 74 Site Plan Design 2 Construct / WAGO Corporation Page 3 of 5 Landscaping and Buffering A detailed landscape plan was submitted for this project. The plan includes a tree inventory of the site and shows existing trees that will be saved by transplanting during the construction process. New plantings are provided around the parking lot additions. A range of species and planting types are included, with trees, shrubs, and perennials around the parking lot perimeters and in islands. Lighting Where existing lighting is not sufficient to cover the proposed parking lots, the applicant will install six (6) new light poles and nine (9) light bollards. The submitted lighting plan shows the new light poles around the eastern parking lot and northern parking lot additions, with the bollards being installed along the walkway leading into the building’s front (northern) entrance. Signage No additional exterior signage is proposed. Staff Comments Community Development: Planning & Zoning The subject site is zoned M-1: Limited Industrial District, and the proposed site improvements comply with M-1 zoning district regulations. WAGO’s industrial manufacturing use at the subject location is a desirable land use under the Village’s 2050 Comprehensive Plan in the Germantown Industrial Park. Staff finds the proposal consistent with the Village Zoning Code and 2050 Comprehensive Plan. The proposed parking spaces and landscaping on the west side of the building are in an existing ATC (American Transmission Company) easement. The applicant advises they are currently in contact with ATC in order to obtain authorization to install the parking spaces and landscaping in the easement. A condition has been added requiring the owner to provide documentation from ATC to the Village of such authorization prior to commencing construction. This condition also stipulates that the applicant show/confirm on the site plan that the proposed parking stalls on the west side of the building meet the 15-foot setback requirement from the western lot line. Although the standard will be complied with, the site plan does not currently illustrate that. While the lighting plan complies with Village lighting guidelines for illumination on site, final specifications of the light poles, light bollards, or fixtures were not submitted. A condition has been added that these items are submitted to the Village prior to commencing construction. Note that while a “second phase” building addition of 61,000 sqft is referenced in the application narrative, this phase is not shown on the site plan or any architectural submittal to date. Therefore, this site plan application focuses solely on the parking lot additions. Site and building plans associated with the future addition will be required when WAGO intends to move forward with that phase and they will be subject to review and approval by the Plan Commission. Page 7 of 74 Site Plan Design 2 Construct / WAGO Corporation Page 4 of 5 Public Works/Village Engineer/Utilities Public Works and the Village Engineer have identified technical issues and plan revisions that need to be resolved or otherwise addressed by the applicant prior to commencing construction activities. Staff is recommending conditional approval of the submitted applications subject to all outstanding items and issues identified in the following review memo being resolved and reflected in additional information and/or revised plan submitted to staff for further review, comment, and approval prior to commencing any site construction: • June 26, 2026 – Review Memo Public Works & Village Engineer Since the project includes relocation of an existing hydrant, a condition has been added to ensure the shut down of the hydrant be coordinated with the Village’s Water Utility Superintendent and the relocation of the hydrant be inspected by an approved inspection firm. Village Forester The Village Forester reviewed the submitted landscape plan and supports the species diversity mix and confirms planting requirements have been met. The Village Forester has approved the landscape plan. Fire and Police Departments No Comments. Page 8 of 74 Site Plan Design 2 Construct / WAGO Corporation Page 5 of 5 APPROVE the site plan application for WAGO Corporation to construct parking lot additions for an existing office/industrial facility located at N120W19129 Freistadt Road in the Germantown Industrial Park, subject to the following conditions: 1. The proposed development for review will be the first phase of a two phase project. The first phase will be installation of new parking areas located around the site. These parking areas. These parking areas will be needed when the second phase of the project begins. The second phase of the project will be a 61,000 sf addition to the existing building for WAGO Corporation. The new addition is proposed over the existing parking field in the southeast corner of the site. Existing Site: The existing site is approximately 12.1 acres and is currently occupied by WAGO corporation offices as well as production and warehousing facilities. The site frontage is similarly zoned property to the West, Bunsen Drive and similarly zoned property to the South, similarly zoned property to the east, Freistadt Road and similarly zoned property to the North. Vehicular access to the site is from Freistadt Road and Bunsen Drive. The base zoning of the site is designated “M-1 Limited Industrial” and the proposed use is permitted per the Zoning Ordinance. Plan of Operation: WAGO Corporation is an electrical component fabricator. The plan of operation for the new development will be the same as with their current operations. This consists of production, warehousing and shipping/receiving. The office hours are Monday-Friday from 8:00 AM – 4:30 PM. WAGO currently employs 140 people. That number is expected to increase 160 people after the proposed expansion. Proposed Building/Site: The proposed building addition is not part of this submittal. Application for the building phase of the project will take place in fall, targeting a spring 2027 start of construction. A standalone trash enclosure is existing along Bunsen Drive. This enclosure will remain. Page 11 of 74 Storm-water management is addressed by utilizing the existing regional stormwater pond (adjacent to the property) which was designed to account for impervious areas on this property. Landscaping for this first phase of the site development will consist of replacement of trees that are lost due to the proposed parking addition, required screening and parking island plantings. A landscape plan associated with the building addition phase of the project will follow at a later date.. Plans are included as part of this submittal package for consideration by the Plan Commission. Site lighting for the new parking areas are represented in the included photometric plan. No new signage is proposed as part of this submittal. We do not believe this new development will negatively impact or be a nuisance to the surrounding neighborhood. This is an expansion of a long-standing established use and is consistent with the nature of the surrounding neighborhood which is currently a business/industrial park. The traffic patterns in the neighborhood are already established and will not be affected by the new development. If you have any questions or concerns regarding this proposed development please feel free to contact our office. The following information is included to provide further details related to the run-off and sizing calculations: 1.) Attachment A: Village of Germantown Area Calculations – showing use of curve number and percent impervious 2.) Attachment B: Site Information from Plan sheet C1.02 – showing percent impervious of site after proposed addition 3.) Attachment C: Storm Sewer Design The Village of Germantown designed the regional pond on the north side of the Wago facility to handle stormwater from 107 acres of the Germantown Industrial Park, which includes the entire Wago property. The pond calculations and design were updated in 2013 with approval from the Milwaukee Metropolitan Sewerage District. The calculations provided by the Village show that the tributary area has a curve number of 94 assuming an overall impervious surfacing of 85%. The site table in Attachment B, which is included on plan sheet C1.02, shows the overall impervious surfacing for the entire Wago site after the proposed parking lot addition at 56.94%. Conclusion Since the site is significantly under the allowable 85% impervious surfacing, no further calculations will be conducted for this site. We have documented that this site will not cause any additional stormwater flows to the Wago regional stormwater pond beyond what is anticipated. The regional stormwater management plan was updated in 2021 when the pond was modified to accommodate the Enercon development. A copy of that memo provided as a part of that modification is attached. Please use this memo as the basis for your stormwater management plan. Page 35 of 74 September 23, 2021 Jeffrey W. Retzlaff, AICP Director, Community Development Department Village Planner/Zoning Administrator Village of Germantown Subject: Enercon Technical Center Supplemental Stormwater Management Memo JSD Project #20-10204 Mr. Retzlaff, This memo is a supplement to the Stormwater Managem ent Memo from JSD Professional Services dated August 26, 2021, in regards to the Enercon expansion and how it affects the grading on the regional existing storm water management pond. As stated, the propose d improvements will encroach onto the existing regional retention pond resulting in a fill at the northeast parking lot. The pond volume lost is compensated by excavating at the southern portion of the site. The analysis in this memo is based on a Stormwater Management Report by the Village of Germantown as described in a report to MMSD dated June 19, 2013. The 107-acre drainage area in this report models th e impervious area as 85 percent impervious. The ful l development Enercon Technical Center site developme nt results in a 62 percent impervious area with the added improvements. In our discussions with Hardwood Engineering, the impacts to the existing pond needs to be analyzed with storm water software to determine if there are any adverse effects to the capacity of the pond. In ord er to accurately analyze the existing pond, Washington County contours were used to model the eastern portion of the pond and survey contours for the west portio n of the pond. The information regarding the time o f concentration, rainfall data, contributing drainage area and pond outfall was taken from the Village Stormwater report. The results analysis is shown in a table below and represents a summary of the hydrology. For the attached analysis, in smaller rain events, there is a slightly higher peak release rate. The 1 00-year event has is a slightly lower peak release rate. Th is is due to The Village 2013 Stormwater Management Report using a simple method to calculate the pond volume. The NWL surface area and top of berm surface area (prismatic) to get cumulative storage volume o f 20.8 acre-feet. The new modeling attached to this memo uses the contours from NWL to top of berm surf ace areas at 1-foot increment resulting in 987,968 cf (22.68 acre-feet) of cumulative storage volume i n the pre-expansion. This was used for the modeling (with contours) pre-Enercon expansion and post-Ener con expansion. Post expansion the cumulative storage volume 995,643 cf (22.86 acre-feet). All other input is the same for all three models. The proposed conditions as a result of the site gra ding was analyzed the resultant modified storm wate r pond. The grading contours were incorporated into t he above stated modified pond combined with the Washington County contours for the eastern portion of the pond along with a survey of the west portion of the existing pond. The results of the analysis have determined that the pond highwater elevation and release rate has decreased after excavation for the pond that overcompensates the fill encroachment fo r the site. Further details of the existing and proposed runoff volume calculations are attached with this memo. As indicated in the Driveway Permit application (copy attached), the applicant is requesting approval to remove and reconstruct approximately 40 feet of concrete curb with a mountable curb that would contribute to effectively increasing the driveway width to approximately 180 feet. Staff Comments As shown in the location map above, the property extends from Edison Drive on the north to Clinton Drive on the south with driveway access to both streets. The building was originally constructed in 1977 with the south addition and access to Clinton Drive approved in 1889. Since that time, pavement was added in front of the building for loading dock access, trailer, dumpster and recycling container parking. As shown in the site photo above, a small section of raised curb exists in front of the building (immediately in front of the small black dumpster). For all intents and purposes, the curb is no longer functional as intended. Since there are no storm water inlets along the curb on the north side of Clinton Drive, it serves no storm water control purpose and is more of a hinderance to business operations. Scott Anderson, Highway Superintendent, supports the proposal to remove the high- back curb section and replace it with mountable curb. Page 39 of 74 Zoning Permit PLM Paving / Phoenix Metals Corp Page 3 of 3 The Plan Commission has the authority to vary the driveway width requirements under Section 17.45(4) in the Zoning Code.
