Subject: Update on Construction Progress for Cedar Creek Dog Park Date: July 28, 2026 MSA will be providing an update at the July 28, 2026 PWC meeting. Update will be focused on anticipated cost of the project, revised schedule, and changes throughout construction. Included information:  Spreadsheet with the anticipated construction cost  Detailed plan sheet from bid documents  Prior & Current photo pages Schedule: With several issues that have developed during the project, modifications and delays to the schedule were observed. It is assumed that the fencing will be completed at the time of the meeting once the custom gates that required specific measurement manufacturing as well as closing off the remaining openings used for final park improvements. Additional seeding, cleaning, and restoration within the disturbance limits is anticipated. Public access to the park is still being considered by Village Staff with progress dependent on growth of the planted grass. Weather Impact: To be discussed more at the meeting but flooding in April impacted construction and also created adjustments to the proposed improvements. Quantity adjustments were necessary for better protection for long-term maintenance and enjoyment of the public. Anticipated cost: The spreadsheet provided is the anticipated construction cost of the project that includes only one change order item but also several changes to the bid quantity to reflect improvements to the site. Additional discussion regarding these modifications will be provided at the Public Works meeting. Several short-term items will need to be addressed that were discussed throughout the project to help with managing the budget for the community.  Existing Wastewater Fence: Gaps exist within the existing fence that were seen once tree clearing was completed. Staff is aware and are considering temporary options to protect the small and large portion of the dog parks from concerns with pets escaping.  With modifications to the design with the impact of the wetlands, additional clearing of the park was provided by the contractor at no additional cost. This did improve the overall area for resident’s enjoyment but will add some additional responsibility to the staff for maintenance.  Path Improvements were the focus during the construction of the park to protect the investment for the Village. Additional fabric and stone were added to help with anticipated rain concerns due to the location adjacent to Cedar Creek. Additional information will be provided at the meeting. Benchmarks and control points will be set for future project use. Right-of-way will be shown on the base mapping based on locating the existing property irons and section corner monuments. A right-of-way plat is not included. PROJECT MANAGEMENT AND COORDINATION Clark Dietz utilizes Quality Management on all projects. We have developed a method of tracking project activities and document checking to ensure that our project deliverables meet or exceed the client’s needs. This results in all design team members having the same understanding of the scope, needs, and goals for the project. A Project Work Plan (PWP) will be prepared, which is a “living document” of the project scope and activities. Individual staff and their activities are identified as well as describing each task in detail, effort, and resources. Supporting design information and resources are an important part of the PWP. Quality Management reviews will be conducted by an independent Clark Dietz staff member with management responsibilities. The reviewer will consider the status of the project scope, schedule, budget, and staffing to ensure that your needs are met. KICK -OFF MEETING Clark Dietz will meet with Village public works and utility staff to confirm the project scope, design criteria, schedule, milestones, known areas of concern, utility-replacement limits, and anticipated agency coordination. Prior to the meeting, Clark Dietz will review available record drawings, existing mapping, utility information, and other background information provided by the Village. PRELIMINARY DESIGN During preliminary design, Clark Dietz will work closely with Village staff to confirm the proposed improvements, identify design constraints, evaluate roadway and utility coordination issues, and establish the overall design approach. The installation of Midwest Fiber Network equipment continues throughout the Village and is progressing steadily. Crews remain active in multiple areas, and significant progress has been made. Midwest Fiber Network – Upgrade to Village Facilities At the June 9 Village Board meeting, the Board approved the Midwest Fiber Network proposal to extend fiber service to public parks, municipal wells, and the municipal lift station. The Board also approved the security camera upgrades for Jackson Park and Hickory Lane Park. The approved proposals have been forwarded to Midwest Fiber Network and Pros4 Technology. We are currently awaiting the final agreement from Midwest Fiber Network before the project can move forward. Cedar Run Park – Dog Park Project The dog park has seen considerable progress in recent weeks. Tree and brush clearing has been completed, the walking paths have been finished with mulch, and fence installation is expected to be completed by July 24. Village staff continue to work with the contractor and MSA to evaluate additional park improvements that were identified during construction and determine what options may be available. The project is now in its final stages as we wait for the newly seeded grass to become established. Once the grass has grown sufficiently, the site will undergo final cleanup before construction is complete. Village staff will then install the remaining park amenities, including picnic tables, dog waste receptacles, and park signage, in preparation for the park's grand opening. WWTP Aeration Basin Upgrades / Service Building Upgrades There are no significant new updates at this time. The Aeration Basin Upgrades and the 2027 Service Building Upgrade Project are approximately 60% complete with the evaluation and design phase. Both projects remain on schedule to be submitted to the Wisconsin Department of Natural Resources (DNR) for review before the September 30 deadline. In addition, the Village anticipates seeking funding through the Clean Water Fund Loan Program reimbursement process to help finance the improvements. Maple Fields Subdivision Phase 3 - All underground utility work has been completed, along with the curb and gutter installation and the binder course asphalt. Sidewalk construction has also been completed. In addition, all cleanouts have been adjusted and set to grade. We Energies is expected to be on site beginning the week of July 27 to begin the installation of their utilities. 2026 Street Reconstruction Projects Construction continues to make steady progress on the Village’s 2026 Street Improvement Project. Underground utility work has been completed on Hawthorn Drive, Aspen Drive, and Linden Drive. Crews are currently working on Eagle Drive, with underground utility installation expected to be completed during the week of August 3. Concrete curb and gutter installation is also complete on Hawthorn Drive, Aspen Drive, and Linden Drive. Grading and preparation for sidewalks and driveway approaches are underway, with concrete work anticipated to begin during the week of July 27. Asphalt paving on Hawthorn Drive, Aspen Drive, and Linden Drive is expected to take place in mid-August. In addition to the roadway improvements, crews are working to transition the street lighting system from We Energies ownership to Village-owned infrastructure as part of the overall project. Eagle Drive – North Segment At the April 21 Village Board meeting, the Board approved a proposal from Stark Pavement Corporation to complete the resurfacing of the northern segment of Eagle Drive, extending from approximately 200 feet north of Main Street to Living Word Lane. The project has been completed and included milling the existing asphalt surface to a depth of 3 inches and placing a new 3- inch asphalt surface to restore the roadway. Additionally, the Public Works crew will be painting the crosswalks in the coming weeks. As part of the County’s annual line-painting program, the segment will also receive new centerline striping. Page 71 of 72 6 2026 Streetlight Project The project was publicly bid, and a recommendation for contract award has been presented to the Committee. Final approval by the Village Board is scheduled for August 18. Construction is anticipated to begin this fall, with completion expected by December 2026. Tower Drive – Water Tower Rehabilitation Project USG Water Works has successfully completed the rehabilitation project of the Tower Drive Water Tower. The project included a full sandblast and repainting of both the interior dry section and the interior wet section of the tower. Additionally, the exterior of the tower received minor spot repairs, followed by primer application and complete exterior repainting. Safe water samples were collected and approved, allowing the tower to be returned to service and reconnected to the water distribution system as of July 18. Respectfully submitted, Jack Straehler, Director of Public Works Page 72 of 72
