Resolution #26-25 1
STATE OF WISCONSIN VILLAGE OF JACKSON WASHINGTON COUNTY
RESOLUTION #26-25
A RESOLUTION SUPPORTING PARTICIPATION IN THE WASHINGTON
COUNTY COUNTYWIDE EMS SYSTEM AND AUTHORIZING EXECUTION OF
THE COUNTYWIDE EMS SYSTEM SERVICE PROVIDER AGREEMENT
______
The Village of Jackson, Washington County, Wisconsin, does resolve as follows:
WHEREAS, Washington County is seeking to establish with its 20 municipal entities the Washington
County Countywide EMS System pursuant to Wis. Stat. § 256.12(2) for the purpose of helping to
administer, coordinate, and partially fund a countywide emergency medical services system that
ensures the availability of timely and professional prehospital emergency medical care throughout
Washington County; and
WHEREAS, Washington County views emergency medical services as an integrated countywide
essential service that utilizes both non-transporting Emergency Medical Responder (EMR) agencies
and transporting ambulance services licensed at the Emergency Medical Technician (EMT), Advanced
EMT, and Paramedic levels to provide rapid response to medical and traumatic emergencies while
ensuring continuity of care during transport to definitive medical facilities; and
WHEREAS, the Washington County Countywide EMS System advances the County’s strategic priorities
of “supporting safe and secure communities” while promoting effective and responsible government
administration for the benefit of not only the Village’s taxpayers, but Countywide; and
WHEREAS, the County and the Village of Jackson recognize the value of intergovernmental
collaboration, shared services, coordinated planning, and regional partnerships as we’ve consistently
explored as a pillar of our organizational priorities to improve operational efficiency, enhance service
delivery, and maintain essential services like EMS service delivery in a fiscally prudent and
responsible manner; and
WHEREAS, Wis. Stat. § 66.0602(3)(e)6. provides that county tax levies for a countywide emergency
medical services system are exempt from the levy limit restrictions established under Wis. Stat. §
66.0602(2); and
WHEREAS, the Jackson Fire Department ("Provider") desires to participate in the Washington County
Countywide EMS System and recognizes the mutual benefits of participation, including improved
emergency medical services for residents, enhanced collaboration among providers, increased
efficiency in service delivery, access to countywide resources, and most importantly, sustainable
funding support necessary to maintain high-quality emergency medical care; and
WHEREAS, the Village President, Village Administrator, and Fire Chief through their efforts with
Washington County finds that participation in the Countywide EMS System is in the best interests of
the residents and communities served by the Provider by providing an opportunity for a sustainable
funding source the Village of Jackson, its residents, and the communities we partner with would
otherwise not have access to.
NOW, THEREFORE, BE IT RESOLVED, that the Jackson Village Board hereby expresses its support
for participation in the Washington County Countywide EMS System because the agreement, as
currently presented, maintains local control of the Jackson Fire Department and provides a mechanism
to ensure future generations will be served by the same high-quality paramedic-level EMS
professionals now and for future generations.

BE IT FURTHER RESOLVED, that the Village Board authorizes and directs its Village President,
Village Administrator, and Chief to continue to negotiate on the community’s behalf and to execute
the Washington County Countywide EMS System Service Provider Agreement when it is determined
to be in its ‘final form’ and any related documents necessary to effectuate participation in the
Countywide EMS System which shall be forwarded back to the Village Board for final ratification at a
future date and time.
