Call to Order and Roll Call The meeting was called to order at 7:00 PM by Pres. Heckendorf. Members Present: Pres. Heckendorf, Tr. Wells, and Tr. Olson Members Excused: None Members Absent: None Staff Present: Administrator Jen Heidtke, Treasurer Darlene Smith, Public Works Director Jack Straehler, Fire Chief Aaron Swaney, Police Lieutenant Mike Foeger and Interim Clerk Pamela Wolf 2. People wishing to speak on an item on the agenda should present their comments under this agenda item. Each commenter will be limited to a total of 2 minutes.) None. 3. Approval of Minutes of the Budget and Finance Committee Meeting of May 12, 2026 The motion to approve Minutes for the Budget and Finance Meeting of May 12, 2026, was made by Tr. Wells and seconded by Tr. Olson. Vote: 3 ayes, 0 nays. Motion carried. 4. Approval of May 2026 Check Register and Treasurer's Report The motion to approve the May 2026 Check Register and Treasurer's Report was made by Tr. Olson and seconded by Tr. Wells. Vote: 3 ayes, 0 nays. Motion carried. 5. Letter of Credit Reduction – Maple Fields Subdivision Phase 3 – Neumann Development Inc. in the amount of $707,841.10 The motion to recommend the Village Board approve the Letter of Credit Reduction for Maple Fields Subdivision Phase 3 for Neumann Development in the amount of $707,841.10 was made by Tr. Wells and seconded by Tr. Olson. Vote: 3 ayes, 0 nays. Motion carried. 6. Proposal Review - Fiber to Public Parks, Municipal Wells, and Municipal Lift Station - Midwest Fiber Network in the Amount of $133,850.00 June 9, 2026 Village of Jackson - Budget and Finance Committee Meeting Minutes Page 2 of 3 The motion to recommend the Village Board approve the proposal for the Fiber to Public Parks, Municipal Wells and Municipal Lift Station from Midwest Fiber Network in the amount of $133,850.00 was made by Tr. Olson and seconded by Pres. Heckendorf. Clarification regarding contract terms and discussion of public Wi-Fi capabilities at the parks occurred. Vote: 3 ayes, 0 nays. Motion carried. 7. Proposal Review - Jackson Park Security Cameras - Pros4 Technology in the Amount of $19,341.28 The motion to recommend the Village Board approve the proposal for the Security Cameras in Jackson Park from Pros4 Technology in the amount of $19,341.28 was made by Tr. Olson and seconded by Tr. Wells. Discussion occurred relative to location of cameras and forthcoming quotes for electrical and additional cameras near the skate park and pickleball courts. Vote: 3 ayes, 0 nays. Motion carried. 8. Proposal Review - Hickory Lane Park Security Cameras - Pros4 Technology in the Amount of $12,800.87 The motion to recommend the Village Board approve the proposal for the Security Cameras in Hickory Lane Park from Pros4 Technology in the amount of $12,800.87 was made by Tr. Wells and seconded by Tr. Olson. Discussion regarding camera location occurred. Vote: 3 ayes, 0 nays. Motion carried. 9. 2026 Schedule to Prepare the 2027 Municipal Budget and Update the Financial Management Plan Administrator Heidtke presented the timeline which plans for budget adoption in November. No action was taken. 10. Adjourn The motion to adjourn the meeting was made by Tr. Olson and seconded by Tr. Wells. Vote: 3 ayes, 0 nays. Motion carried. The meeting adjourned at 7:10 PM.
