TOWN OF BARABOO MINUTES of the Regular Town Board Meeting September 14, 2026 Call Meeting to Order: Meeting was called to order by Chair, Bill Klemm at 7:00PM. Clerk Jennifer Roloff verified compliance with Wisconsin’s open meetings laws. Reference Wis. Stat. § 19.84. Roll Call: Roll call of the town’s elected officials taken. Present were: Chair, Bill Klemm; Supervisors: Randy Puttkamer, Mike Terry, Bill Steinhorst, & Treasurer, Mary Farrell-Stieve. Late: Steve Hess (8PM) Pledge of Allegiance was cited. Approve Agenda: Motion (Puttkamer/Steinhorst) to adopt meeting agenda. All in Favor. Motion carried. Approve Minutes from Previous Meeting: Motion (Steinhorst/Terry) to approval of the minutes of the regular town board meeting held on August 10, 2026 and special meeting held August 26, 2026 . All in Favor. Motion Carried. Citizens’ appearance: any person wishing to speak about a subject that is not on this agenda may make a short presentation to the town board. Please keep the presentation respectable and concise. Old Dump Truck/Plow Truck Options: Motion (Terry/Steinhorst) to advertise truck for sale on Wisconsin Surplus with a reserve of $100,000. All in Favor. Motion Carried. Special Exception permit for a Tourist Rooming House at S5699 Devils Lake Parkway, Tax Parcel 002 - 1307-12800: Motion (Puttkamer/Terry) to approve Special Exception Permit for a Tourist Rooming House located at S5699 Devils Lake Parkway. All in Favor. Motion Carried. Special Exception permit for a Tourist Rooming House at S5775 Coleman Road, Tax Parcel 002 -1307- 10900: Motion (Puttkamer/Steinhorst) to approve Special Exception Permit for a Tourist Rooming House located at S5775 Coleman Road, pending occupancy certificate. All in Favor. Motion Carried. New Room Tax Ordinance : Motion (Puttkamer/Terry) to approve Chapter 41, Creating a New Room Tax Ordinance. All in Favor. Motion carried 2027 Health Insurance Rates: Motion (Puttkamer/Steinhorst) to approve keeping current health plan for 2027 and approving rates. All in Favor. Motion carried. Fire/EMS 2027 Budget Increase: Motion (Terry/Steinhorst) to deny the increase due to new percent being requested to pay out is more than other townships. All In Favor. Motion Carried. Treasurers Resignation Letter: Motion (Hess/Steinhorst) to accept the Treasurers Resignation Letter, end date of 11/15/26. All in Favor. Motion Carried. Calling Special Electors Meeting regarding Treasurers Position: Motion (Hess/Puttkamer) to call a special electors meeting for October 6, 2026 at 6PM with Budget Workship to follow, proposing moving treasurers’ position from elected to appointed and combining clerk position and treasurers’ position to one appointed position. All in Favor. Motion Carried. Budget Workshop: Following Electors Meeting on October 6, 2026 at 6PM WTA Convention Attendance by Mike Terry & Bill Steinhorst : Motion (Puttkamer/Hess) to approve Terry & Steinhorst to attend the WTA Convention in Stevens Point on October 4 th & 5th. All in Favor. Motion Carried. Elected officials’ reports : Reports were given , as well as any communications and correspondence received on behalf of the Town of Baraboo. Treasurer’s Financial Report : Motion (Hess/Steinhorst) to approve August 2026 Bank Statement/Reconciliation. All in Favor. Motion Carried. Motion (Puttkamer/Hess) to approve vouchers and checks.
