Regular Town Board Meeting — Minutes

TOWN OF BARABOO MINUTES of the Regular Town Board Meeting AUGUST 10, 2026 Call Meeting to Order: Meeting was called to order by Chair, Bill Klemm at 7:00PM. Clerk Jennifer Roloff verified compliance with Wisconsin’s open meetings laws. Reference Wis. Stat. § 19.84. Roll Call: Roll call of the town’s elected officials taken. Present were: Chair, Bill Klemm; Supervisors: Randy Puttkamer, Mike Terry, Bill Steinhorst, Steven Hess, & Treasurer, Mary Farrell-Stieve. Pledge of Allegiance was cited. Approve Agenda: Motion (Puttkamer/Terry) to adopt meeting agenda. All in Favor. Motion carried. Approve Minutes from Previous Meeting: Motion (Terry/Puttkamer) to approval of the minutes of the regular town board meeting held on July 13, 2026 Citizens’ appearance: any person wishing to speak about a subject that is not on this agenda may make a short presentation to the town board. Please keep the presentation respectable and concise. 2027 and beyond Ambulance Budget : Caleb Johnson , EMS Chief gave a presentation on the Financial Outlook for the Baraboo Fire & EMS Services for 2027 and beyond. Preliminary numbers would increase to $107.35 per $100,000, up from $49.08. Little Society Farm (E11540 State Road 136) : Motion (Hess/Terry) of town support for Little Society Farm to use own sanitary sewer and not hook up to Sanitary Sewer District. All in Favor. Motion Carried. Setting Date for Pikes Peak Road Meeting : Motion (Hess/Steinhorst) to set meeting date of 9/14/26 at 5:30PM to meet with residents, attorney, and town engineer to discuss next steps. All in Favor. Motion carried Clerk WMCA Conference : Conference cost will be split with Town of Freedom. Motion (Terry/Puttkamer) to approve WMCA Conference attendance. All in Favor. Motion carried. Replacing Office Phone w/Cell Phone: Motion (Terry/Steinhorst) to approve replacing office phone with cell phone through Spectrum Business. All In Favor. Motion Carried. Resolution 2026 -15 Authorized Signers: Motion (Steinhorst/Terry) to approve Resolution 2026 -15, making Clerk a signer on Savings/CD/LGIP account. All in Favor. Motion Carried. New Posting Boards: Motion (Puttkamer/Steinhorst) to approve the purchase of two new posting boards from United Visual Products ($382.99 each). All in Favor. Motion Carried. Resolution 2026 -16 Renew or Move Investments: Motion (Puttkamer/Terry) to approve Resolution 2026-16 to renew or move investments to receive best rate (Prevail to Summit . All in Favor. Motion Carried. Township Audit Services for 2026: Proposals presented from KerberRose, Baker Tilly, & Johnson Block. Motion (Hess/Terry) to approve KerberRose auditing services for 2026. All in Favor. Motion Carried. Update to Chapter 12 Recyclable Materials Ordinance: Motion (Puttkamer/Hess) to approve Chapter 12 Recyclable Materials Ordinance updates. All in Favor. Motion Carried. Drafting Room Tax Ordinance: Motion (Hess/Steinhorst) to approve ordinance creation with 7% room tax rate. All in Favor. Motion Carried. Motion (Hess/Puttkamer) to approve having attorney draft room tax ordinance. All in Favor. Motion Carried. Elected officials’ reports: Reports were given , as well as any communications and correspondence received on behalf of the Town of Baraboo. Treasurer’s Financial Report Report for July 2026. Motion (Hess/Puttkamer) to approve July 2026 Bank Statement/Reconciliation. All in Favor. Motion Carried. Motion (Hess/Puttkamer) to approve vouchers and checks. All in Favor. Motion carried.
