STATE OF WISCONSIN SAUK COUNTY TOWN OF BARABOO MINUTES OF REGULAR TOWN BOARD MEETING February 9, 2026 1. Meeting was called to order at 7PM and Deputy Clerk, Barbara Terry verified compliance with Wisconsin’s open meetings laws. 2. Roll call of town’s elected officials. Present were Chair, Bill Klemm; Supervisors: Randy Puttkamer, Steve Hess, Mike Terry, & Bill Steinhorst; Treasurer, Mary Farrell-Stieve. Also, present was Deputy Clerk, Barbara Terry. 3. Recite the Pledge of Allegiance. 4. Motion was made by Supervisor, Steve Hess to adopt the meeting’s agenda. Motion was seconded by Supervisor, Bill Steinhorst. All in favor. Motion carried. 5. Motion was made by Supervisor, Steve Hess to approval of the minutes of the regular town board meeting held on January 12, 2026. Motion was seconded by Supervisor, Randy Puttkamer. All in favor. Motion carried. 6. Citizens’ appearance; None. 7. Motion was made by Supervisor, Steve Hess to approve the CSM for Jezy Maj on tax parcel 002-1387-00000 and 002-1386-00000. (Approved at Plan Comm. Mtg. 2/2/26). Motion was seconded by Supervisor, Randy Puttkamer. All in favor. Motion carried. 8. Motion was made by Supervisor, Steve Hess to approve Petition to Re-Zone for Little Society Farm/Brad Wissmueller & Eleanor Johnson State Road 136 parcel #002-0318-10000 from Agriculture to Rec-Commercial.(Approved at Plan Comm. Mtg. 2/2/26). Motin was seconded by Supervisor, Bill Steinhorst. All in favor. Motion carried. 9. Motion was made by Supervisor, Randy Puttkamer on renewal of Special Exception Permit for the (Heimlich Property) Milestone Fox Ridge Plant to continue operation of a non-metallic mining site, one acre or greater and a Non -Metallic Mining Reclamation Permit. Tax Parcels 002-0682-00000; 002-0683-00000 & 002-0685-00000 owned by Mathy Construction Company. (approved at the Plan Comm. Mtg. 2/2/26 with no changes) Motion was seconded by Supervisor, Steve Hess. All in favor. Motion carried. 10. Discussion and possible action in regards to formal input regarding the proposed amendments to Chapter 7 of Sauk County’s Code of Ordinances. No action taken. 11. Motion was made by Supervisor, Steve Hess for town board to approve Resolutions #2026-03 To Appoint the Comprehensive Plan Committee for the Town of Baraboo. (Approved at Plan Comm. 2-2-26) Motion was seconded by Supervisor, Randy Puttkamer. All in favor. Motion carried. No action was taken on Resolution # 2026-04 Adopting Public Participation Plan & Procedures for Amending the Comprehensive Plan for the Town of Baraboo (Approved at the Plan Comm.2-2-26) Tabled for further discussion. 12. Motion was made by Supervisor, Randy Puttkamer to approve Resolution # 2026-05 to change from Elected Clerk to Appointed Clerk position as approved by the Town of Baraboo Electors at the Electors’ Meeting held February 9, 2026. Motion was seconded by Supervisor, Bill Steinhorst. Chair, Bill Klemm asked for a roll call vote. Ayes: Klemm, Puttkamer, Hess, Terry and Steinhorst. Nayes 0. All in favor. Motion carried. The town will advertise in the Baraboo Newspaper after their Personnel committee meeting to be held on Tuesday, February 17, 2026 at 6PM. 13. Clerk Barbara Terry: Annexation Requests; Open Records Requests; Public Inquiries; Elections ( Town Business ) ● Treasurer Mary Farrell-Stieve : General Government (Town’s Reserved & Unreserved Funds) Supervisor, Randy Puttkamer shared his communication time with town of Baraboo’s representative on the BAFED Personnel Comm. Chair, Tom Clark. 14. Treasurer’s Reconciliation report was tabled. 15. Motion was made by Supervisor, Steve Hess to approve vouchers and checks. Motion was seconded by Supervisor, Bill Steinhorst.
