Minutes of Regular Town Board Meeting December 9, 2025 1. Meeting was called to order by Chair, William Klemm at 7PM and Deputy Clerk, Barbara Terry verified compliance with Wisconsin’s open meetings laws. 2. Roll call was taken of the town’s elected officials. Present were Chair, William Klemm, Supervisors Randy Puttkamer, Steve Hess, Mike Terry, Bill Steinhorst, Deputy Clerk, Barbara Terry, Treasurer, Mary Farrell-Stieve. Absent was Clerk, Morgan Olson. 3. Pledge of Allegiance was cited. 4. Motion was made by Supervisor, Steve Hess to adopt meeting agenda. Agenda was seconded by Supervisor, Randy Puttkamer. All in favor. Motion carried. 5. Board reviewed Town of Baraboo Regular Board meeting minutes. 6. Motion was made by Steve Hess to approve minutes of Town of Baraboo Regular Town Board meetings for September 8, 2025; November 5, 2025; November 10, 2025; December 1, 2025 as presented. Motin was seconded by Randy Puttkamer. All in favor. Motion carried. 7. Citizen’ appearance not on the agenda. None. 7b. Item # 9 was moved due to severe weather approaching. Motion was made by Supervisor, Steve Hess to approve a Special Exception Permit to operate a Tourist Rooming House by Craig & Nichol Swenson (CANS Properties Baraboo LLC) Parcel # 002-0392-00000 located at S5780 State Rd. 136 Baraboo, WI 53913 with the following contingencies: Dimensions of rooms and bathrooms shown on drawing on preliminary or final architectural drawing. (PRESENTED 12/09/2025). All inspections are complete. An Occupancy Permit is issued. Motion was seconded by Supervisor, Randy Puttkamer. All in favor. Motion carried. Supervisor, Randy Puttkamer will attend the Sauk County Public Meeting on December 18, 2025 as representative of the Town of Baraboo. 8. .Brad Boettcher, General Engineering led discussion on alterations of Pikes Peak Road. Motion was made by Supervisor, Steve Hess to approve alteration of ditching to move the water flow to the west. Supervisor, Randy Puttkamer seconded the motion. Supervisor, Steve Hess amended his motion. Supervisor, Steve Hess motioned to approve alterations of ditching to move water flow; (to the west flat bottom)(to the East V bottom) and to include 18’ pavement with pullovers. Motion was seconded by Supervisor, Randy Puttkamer. All in favor. Motion carried. 9. Moved to 7b. 10. Discussion was given on the Town of Baraboo Comprehensive Plan review. Motion was made by Supervisor, Mike Terry to send out postcards to town residents with information regarding that process will begin. Motion was seconded by Supervisor, Steve Hess. All in favor. Motion carried. Signage information will be made for Greg Froelich to have it available at the Town of Baraboo Recycling Center. 11. No action taken on proposed amendments to Chapter 7 of Sauk County’s Code of Ordinances. 12. No action taken on replacing culver on Forest Drive. Town will check on possible grants available. (Jed Seidl Director of Emergency Government). 13. No action taken on Town of Baraboo Website administration. Board will check on options available. 14. Motion was made by Supervisor, Mike Terry to set December 16, 2025 for a Special Town Board meeting to Town of Baraboo’s Clerk position. A December 16, 2025 5PM was set for review. Motion was seconded by Supervisor, Randy Puttkamer. All in favor. Motion carried. After advisement of the Town’s attorney, the meeting has been cancelled until further notice from attorney. Barbara Terry, Deputy Clerk notified the town board. 15. Reports were given. 16. No action taken on Treasurer’s report. 17. Supervisor, Steve Hess motioned to approve checks and vouchers. Motion was seconded by Supervisor, Bill Steinhorst. All in favor. Motion carried. 18. Supervisor, Steve Hess motion to adjourn at 9:15PM. Motion was seconded by Supervisor, Randy Puttkamer.
