Village of Prairie du Sac Village Board Meeting Minutes of Regular Meeting February 22, 2022 1. CALL TO ORDER. The Prairie du Sac Village Board met for their regular meeting on February 22, 2022, at the Prairie du Sac Village Hall, 335 Galena Street. Village President, Cheryl Sherman, called the meeting to order at 7:00 p.m. 2. Roll Call. Present were, Board Members: Andrew Strathman and Cheryl Sherman. Also present were Alan Wildman, Village Administrator, Troy Murphy, Public Works Director, and Niki Conway, Clerk/Treasurer. Present virtually, were Board Members: Jim Witecha, Craig Bender, Abby Dinger-Zach, Nick Lester, and Lauri Meixelsperger, also present virtually was Dave Ferris, Ehlers. 3. Public Notice of Agenda, deletions/corrections - (Strathman/Dinger-Zach) moved to approve agenda. Motion Carried. 4. Presentation of Minutes a. February 8, 2022- (Lester/Strathman) moved to approve minutes. Motion Carried. Witecha abstained. 5. Public Comment (limited to 3 minutes) – None. 6. Communications a. Voucher Report – Recognized b. Sauk Prairie Police Commission Minutes of January 12, 2022-Recognized c. Library Board Minutes of January 19, 2022 – Recognized d. Sauk-Prairie Airport Inc. Minutes of January 19, 2022 – Recognized 7. Action Items: a. Consider Resolution No. 02-22-2022(a), Awarding the Sale of $4,070,000 General Obligation Corporate Purpose Bonds, Series 2022A – Low bidder was Bankers Bank with Bank of Prairie du Sac participating, at 2.0214%. Sale ended up being $4,005,000 with an A1 rating. March 10 is closing date. We are currently in compliance with policy #2 for debt capacity but not #1. Might have to move things around to get back into compliance. (Strathman/Lester) moved to approve $4,005,000. Motion Carried. 8. Discussion Items: a. Ordinance No. 3, Series 2022, Recreate Chapter 6, Title 4 of the Village Code of Ordinances- Park Regulations - All trails to change to multi-use paths. Dogs not to be allowed on mountain bike trail adjacent to VFW park and not allowed on athletic fields at Culver Park and to keep dogs on a leash so not to ruin the trails and fields. b. Ordinance No. 4, Series 2022, Rename and Amend Chapter 3, Title 6 of the Village Code of Ordinances - Solid Waste Collection – Still being reviewed by the Village Attorney. 9. Reports: a. Committees – Library – Looking for a new Youth Services Librarian. Parks – Ordinance Discussion on how to handle alcohol at Culver Community Park. Police – Police Chief position posted, with interviewing in April. Patrolman interviewing in March. Building is ahead of schedule, hoping to be in during the summer. b. Plan Commission – None. c. Engineer – None. d. Director of Public Works – None. e. Administrator’s Report- None. f. President’s Report – None. 11. Adjourn – (Strathman/Bender) moved to adjourn at 7:29 p.m. Motion Carried.
