Village of Prairie du Sac Village Board Meeting Minutes of Regular Meeting October 26, 2021 1. CALL TO ORDER. The Prairie du Sac Village Board met for their regular meeting on October 26, 2021 at the Prairie du Sac Village Hall, 335 Galena Street. Village President, Cheryl Sherman, called the meeting to order at 7:00 p.m. 2. Roll Call. Present were Board Members: Nick Lester, Lauri Meixelsperger, Craig Bender, Jim Witecha, Andrew Strathman, Abby Dinger-Zach, and Cheryl Sherman. Also present were Alan Wildman, Village Administrator; Niki Conway, Clerk/Treasurer; and Troy Murphy, Public Works Director. 3. Public Notice of Agenda, deletions/corrections - (Dinger-Zach/Witecha) moved to approve agenda. Motion Carried. 4. Presentation of Minutes a. October 12, 2021 b. October 12, 2021 Joint Meeting – (Bender/Dinger-Zach) moved to approve both sets of minutes. Motion Carried. Strathman abstains from items a & b. Meixelsperger abstains from item b. 5. Public Comment (limited to 3 minutes) – None. 6. Communications a. Voucher Report – Recognized b. Sauk Prairie Police Commission Minutes of September 8, 2021 - Recognized c. Sauk Prairie Sewerage Commission Minutes of September 8, 2021 – Recognized d. Administrative Committee Minutes of October 5, 2021 – Recognized e. Sauk Prairie Airport Inc. Minutes of September 15, 2021 –Recognoized f. Ruth Culver Community Library of September 15, 2021-Recognized 7. Action Items: a. Consider Resolution #10-26-2021(a), Authorizing Agreement for Assessment Services – (Meixelsperger/Strathman) moved to approve resolution with date correction. Motion Carried. b. Consider Resolution #10-26-2021b), Authorizing Addendum No. 4 to Administrative Services Agreement with Sauk-Prairie Joint Sewerage Commission – (Lester/Strathman) moved to approve resolution. Motion Carried. 8. Discussion Items: a. Budget Presentations to Village Board – Part III i. General Revenue – Shared Revenue is down but personal property aid is up due to back payment, and transportation aid is up. General revenue is up 6.27%. ii. Debt Service Fund – Debt Service for Police Station to begin in 2022 causing the major increase in property taxes. 18% increase in property tax levy; 16.68% increase for village portion of the taxes. iii. Tax Increment District Funds – Waiting on schools to get accurate numbers. iv. Sauk Prairie Transit Fund – Both villages to allocate $6,000. v. Sauk Prairie Municipal Court – Approved by Court already. PdS to cover $4234. 9. Reports: a. Committees – Library – Lauren received a glowing review from Library Board and staff. Sauk City Library Director is resigning. Police – Chief Strunz is retiring. b. Plan Commission – None. c. Engineer – None. d. Director of Public Works – None. e. Administrator’s Report- Statewide Organization to work with our area on daycare issues. Attended league conference; presented the vehicle and street light charge. f. President’s Report – None. 10.
