Village of Prairie du Sac Village Board Meeting Minutes of Regular Meeting September 14, 2021 1. CALL TO ORDER. The Prairie du Sac Village Board met for their regular meeting on September 14, 2021 at the Prairie du Sac Village Hall, 335 Galena Street. Village President, Cheryl Sherman, called the meeting to order at 7:00 p.m. 2. Roll Call. Board Members: Nick Lester, Lauri Meixelsperger, Craig Bender, Jim Witecha, Cheryl Sherman, and Abby Dinger-Zach. Present were Alan Wildman, Village Administrator, Niki Conway, Clerk/Treasurer, and Troy Murphy, Public Works Director Strathman Excused. 3. Public Notice of Agenda, deletions/corrections - (Bender/Dinger-Zach) moved to approve agenda. Motion Carried. 4. Presentation of Minutes a. August 10, 2021 – (Lester/Bender) moved to approve minutes. Motion Carried. Sherman and Dinger-Zach Abstained. 5. Public Comment (limited to 3 minutes) – None. 6. Communications a. Treasurer’s Report-Recognized b. Voucher Report –Recognized. c. Library Board Minutes of July 21, 2021- Recognized d. Mark Roffers, MDRoffers Consulting- Recognized e. Police Commission Minutes of July 14, 2021-Recognized f. Police Commission Minutes of August 11 & 20, 2021 – Recognized g. Sauk-Prairie Airport, Inc. Minutes of July 21, 2021 – Recognized h. Sauk-Prairie Sewerage Commission Minutes of July 14, 2021 – Recognized i. Sauk Prairie Sewerage Commission Minutes of August 11, 2021- Recognized j. Sauk Prairie Community Club- Recognized 7. Action Items: a. Consider Ordinance No. 4, Series 2021, Amending Section 8-1-15(c), Speed Limits Decreased – Recommending approval for 15 mph speed limit on 21st Street where Culver Community Park is. (Meixelsperger/Lester) moved to approve. Motion Carried. b. Consider Resolution No. 09-14-2021(a), Adopting Financial Management Plan – 2021 Update – (Bender/Dinger-Zach) moved to approve. Motion Carried c. Consider Resolution No. 09-14-2021(b), Approving the Sex Offender Restriction Zone Map – Includes parks, schools, libraries, licensed daycare facilities, anything involving children. (Bender/Dinger-Zach) moved to approve. Motion Carried. d. Consider Granting Extension of Substantial Completion – 21st Street Extension Contract 1-2021 – Meise has 2 different contractors for paving. They were originally going to do the street after parking lot of the Culver Park. The Friends of Sauk Prairie Rec department is holding at event October 9. Everyone will be parking on the street; therefore the street has to be completed first. Requesting an extension of October 1, if needed. (Bender/Dinger-Zach) moved to approve. Motion Carried. 8. Discussion Items: a. Ordinance No. 5, Series 2021, Amending Official Zoning Map – 1.25 Acres Parcel #028-0566-00000 – Request to change zoning from Agriculture Transition to Rural Residential. Recommended by ET Committee. 9. Reports: a. Committees – Library – Working on investment policy. Rec – Seeding west side of park. Police Commission – Moving people around to fill positions in the department. Administrative - Financial management plan discussion. b. Plan Commission – None. c. Engineer – None. d. Director of Public Works/Utilities Report – Sidewalk maintenance and painting. e. Administrators Report- Good turnout for library golf outing. Discussion of child care expense and stress at the Sauk Prairie Housing Committee; shortage of care in our area. f. Presidents Report - None. 10.
