Village of Prairie du Sac Village Board Meeting Minutes of Regular Meeting August 10, 2021 1. CALL TO ORDER. The Prairie du Sac Village Board met for their regular meeting on August 10, 2021 at the Prairie du Sac Village Hall, 335 Galena Street. Village Administrator, Alan Wildman, called the meeting to order at 7:00 p.m. 2. Roll Call. Board Members: Nick Lester, Lauri Meixelsperger, Craig Bender, Jim Witecha, and Andrew Strathman. Also present were Alan Wildman, Village Administrator, Niki Conway, Clerk/Treasurer, and Troy Murphy, Public Works Director Sherman and Dinger-Zach Excused. (Lester/Bender) nominated Strathman as chair in Sherman’s Absence. Motion Carried. 3. Public Notice of Agenda, deletions/corrections - (Bender/Meixelsperger) moved to approve agenda. Motion Carried. 4. Presentation of Minutes a. July 13, 2021 – (Witecha/Meixelsperger) moved to approve minutes. Motion Carried. Strathman Abstained. 5. Public Comment (limited to 3 minutes) – None. 6. Communications a. Treasurer’s Report-Recognized b. Voucher Report –Recognized. c. Sauk-Prairie Police Commission Minutes of June 9, 2021 – Recognized d. Sauk Prairie Sewerage Commission Minutes of June 9, 2021 – Recognized e. Library Board Minutes of June 16, 2021- Recognized f. Sauk Prairie Airport, Inc. Minutes of June 16, 2021- Recognized g. Sauk Prairie Ambulance Commission Minutes of May 27, 2021-Recognized 7. Action Items: a. Consider Ordinance No. 3, Series 2021, Amending Title 7 of the Code of Ordinances Regarding Fermented Malt Beverages and Intoxicating Liquors – No changes. (Meixelsperger/Lester) moved to approve. Motion Carried. b. Consider Resolution No. 08-10-2021(a), Authorizing National Criminal History Improvement Program LiveScan System Grant – The village accepts grant on behalf of the Police Department. (Bender/Meixelsperger) moved to approve. Motion Carried c. Consider Resolution No. 08-10-2021(b), Authorizing the Assignment of a Municipal Solid Waste and Recyclable Collection and Disposal Service Agreement – Tim’s Trucking to sell business to Town & Country. (Lester/Bender) moved to approve. Motion Carried. d. Consider Cancellation of August 24, 2021 Regular Meeting and Meet as Committee of the Whole on August 24, 2021 at 6:00 p.m. – (Meixelsperger/Witecha) moved to approve. Motion Carried. 8. Discussion Items: a. Ordinance No. 4, Series 2021, Amending Section 8-1-15(c), Speed Limits Decreased – Discussion of 15mph speed sign on 21st Street through park. 9. Reports: a. Committees – Rec – Development of park discussion. Watering system to go in on athletic field soon. Public Works – Took action on 2022 Capital Improvement Plan, Tower Street fuse upgrade, snow removal of new Police Department alternating Sauk City and Prairie du Sac. Discussion of request from Condo owner on Water Street to have a 15 minute parking spot, and discussion of Water Street improvement projects. Room Tax – Standard Discussion. Board of Review – Adjourn for the year with no objections. b. Plan Commission – Considered Amendments to comp and rec plan. Joint Board meeting on October 12th to handle all amendments at 6 p.m. c. Engineer – 4580 feet of curb and gutter on 21st Street. Putting 12 Street lights in on 21st Street. d. Director of Public Works/Utilities Report – None. e. Administrators Report- Pocan staff toured projects in town that received federal money. f. Presidents Report - None. 11. Adjourn – (Bender/Meixelsperger) moved to adjourn at 7:31. Motion Carried.
