DOT; Schweiger, Marc D - DOT Subject: 5630-00-04 STH 60 - Project Delay Good morning, Heidi and Alan. The STH 60 / Water Street improvement project will not begin construction in 2027, as anticipated. There have been findings environmentally that have determined the project would adversely aƯect the “Great Town of the Saukies” located in Sauk City. This is an archaeological site that was recently identified as having context which would make it potentially eligible for the National Register of Historic Places (NRHP). Findings from the recent South Water Street project in Sauk City a few years ago found soils to be intact directly below the existing pavement. This potential eligibility allows the site a certain level of protections from impacts. We determined that there was no possibility of impact avoidance on the subject project. Any exposure of subgrade would be considered an adverse impact. Our environmental coordination will take another year to iron out, at a minimum. With this new information, the project team will plan for 2028 and 2029 construction. WisDOT is aware of the impacts associated with improvements being a year later than planned. The design team worked continually to meet the project schedule and local commitments. Just know that this environmental concern just makes your communities unique and a special place to be in. We will continue to coordinate and will provide updates when we have more information. Let me know if you would like to discuss or have a meeting. Joshua G. Koebernick, PE Project Manager Division of TransportaƟon System Development Southwest Region, Madison Office Wisconsin Department of TransportaƟon 608.246.3859 office joshua.koebernick@dot.wi.gov wisconsindot.gov 20 July 23rd, 2026 Commission Meeting Call to Order: 1900 Roll Call: Jennifer Evert Kevin Kessler David White Cheryl Sherman Roger Mack- excused, Brad Anderson was present in his place. Adam Weiss Richard Sereg George Naxera Shelly Hacker Tim Colby Changes to Agenda: None noted, no discussion Motion to Approve Agenda: Cheryl Sherman Second: Shelly Hacker Passed: Yes, unanimously Citizen Input: None noted Approval of Meeting Minutes: No discussion Motion to Approve Meeting Minutes: Kevin Kessler Second: George Naxera Passed: Yes, unanimously Treasurer’s Report- David White presented the Treasurer’s Report. Motion to Approve Treasurer’s Report: Cheryl Sherman Second: George Naxera Passed: Yes, unanimously. Sauk Prairie Ambulance Commission 21 Director’s Report: SPAA currently has 3 full-time employees, Bailee Muth started as a full- time employee on July 1st, 2026 and will be running as an EMT-B and taking on part of the administrative assistant role. An offer was extended to hire another full-time AEMT. He has 6+ years of experience and will be starting August 1st, 2026. Two new volunteers have been hired, one is a college student who currently lives in Waunakee, the other is a Fire Chief for a neighboring department who will be going through the EMT-B course starting at the end of August. Looking to hire another full-time AEMT starting in the fall. 508 went in for AC repair, old 509 is going to be sold at auction, and 508 will be moving into Mothballs (reserve) at the old station. New 509 is projected to be coming in September, theoretically put into service in October (pending passed inspection from the DOT). Manufacturing lines have been catching up and the 2028 ambulance that is on order could come in 2027, looking for direction on when to tell them to start building. The service has 903 calls YTD with 214 of them being transfers. July has had 108 calls so far with 10 being backup calls and three being second backup calls. There have been six MedFlight calls so far in July, two confirmed paramedic intercepts and three paramedic intercept requests that were declined due to their services being out on multiple calls and not being able to send anyone. Call volume is climbing, fall is coming quickly, and daytime needs will change due to teachers going back to school, which is pushing the need to hire more people so we can keep the schedule full. Personnel Committee Report: Personnel Committee is meeting bi-weekly to finalize the handbook since it came back from the attorney. There are two more meetings planned where we will be going through corrections, projected to have the finalized version by September’s meeting. There are no major changes that needed to be made, mostly changing SPAA wording, reminded that policies are guidelines, not final law, and adding “hired upon approval of passed background check” to the hiring process. Paramedic Update: Discussion/Vote on Moving Forward- Discussion for going to the Critical Care Paramedic level has been removed from the table. Call volume is increasing and it is no longer sustainable to have only volunteer employees, will hopefully have 4 full-time paramedics by 2028 and looking to have 9 full-time staff within the next four years. There will be a revenue increase when we move to the Paramedic level and we will see changes in different parts of focus. Discussed making a motion to move forward, decided that each municipality would vote and a motion would be made ONLY if there was any opposition. Unanimous YES vote for moving to the Paramedic Level- Sauk Prairie Ambulance Association will be moving forward with the process to get licensed and credentialed. 22 *Operational plans will need to be discussed and presented to the state- projecting an 18- 36 month timeline. *SOGs will be needed- discussed that Shelly Hacker will help using the guidelines from Waunakee EMS. *A formal letter will be sent out to the residents of every municipality we serve stating that we are going to move forward with going to the Paramedic level with the addition of a per capita increase projection. Medic School Selection Criteria- Will be setting criteria for current members and new- hires. An email will be sent to current members to notify them of the decision to move forward and the requirements for medic school selection. *Selection Criteria: Letter of Intent and Annual Contract - Will include current full-time AEMTs *Potential to move from full-time to part-time and evenings *Three-year contract for minimum hour requirements and a fail-out payback plan (starts AFTER passing the NREMT) and can be pro-rated if a significant life event happens unexpectedly and the employee is no longer able to continue employment at this service. Included in this discussion was the information for the state funding grant to recoup money for sending students to class upon successful completion of the class and NREMT exam. Another point discussed was paying for class and paying full-time employees to go to school once we have a more structured schedule. Budget Planning: Motion to increase per capita rate to $18.00 in 2027: Shelly Hacker Second: George Naxera No discussion. Motion passed unanimously. A line item for Paramedic Education will be added to the budget for 2028. A discussion about a Jump Car for the chief or any first responder that shows up to the station and doesn’t have a back-up crew has been discussed previously, decision was made to hold off until after a meeting is had with Sauk Prairie Hospital and a final budget is determined. Discussion was had on whether we get the 2028 ambulance early and when the next ambulance would be due for a replacement. Further discussion will be had at the September meeting. 23 Am bulance replacements are projected in this order. 509 purchased in 2010, replaced 2026 508 purchased in 2015, going to reserve due to be replaced in 2028 510 purchased in 2019, due to be replaced in 2030 507 purchased in 2024 2027 Staff Raises: Discussion had about increasing pay by $2 for full and part-time employees, concern for need to increase and long-term financial consequences for the service discussed. 4% cost of living increase was discussed in favor of the pay increase for 2027 (and only the year of 2027 at this time). There was also discussion about how many staff members the service is trying to have in 2027 (Director, second salaried position, and five full-time employees). We again submitted for the annual DNR grant that is a 50% funded grant & should be receiving the outcome of the grant submission in early October. Our call volume for 2025 finished the year at 100 calls. Our call volume this year is currently on pace for a 35% increase & to be at 135 calls. Revenue Overview: We will be receiving notification for the annual DNR grant that we applied for in early October. This grant is a 50/50 funding grant & we have been successful each year we have submitted for it. Capital Equipment/ Improvements Overview: We are proposing to replace our C1 Command Vehicle with a new Command Vehicle. The current C1 is a 1999 Chevrolet Suburban with just over 102,000 miles. It has been a good vehicle for us but is starting to plaque us with mechanical issues with the age & mileage. We also have a 1996 Chevrolet Suburban (C2) with just over 200,000 miles on it that is in slightly worse condition. The department membership has agreed to use our fundraising funds to replace C2 to help with ease the budget request with only proposing the budget replace C1 & not both vehicles. Along with that, we are proposing carrying over the money approved in the 2026 budget for the improvements to the Fire Station building exterior walls, doors & roof. We have had several more delays this year in getting updated estimates & trying to find a contractor that can complete the project as a whole. Some of the previous contractors we were working with are either retiring or cannot source the materials needed for the job anymore. We have extended the reach to a wider net of contractors to be able to get this project completed in 2027. There are several areas of the exterior of the building & doors that are rusting with some areas that have rusted all the way through. There are a few small leaks in the roof that we also need to have repaired. We want to again thank the Village Board members and the citizens of the Village of Prairie du Sac for everyone’s continued support of our Department and its volunteers.
