SPECIAL MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF LAKE DELTON May 22, 2023 Upon giving proper notice pursuant to Section 19.84 Wis. Stats., and certifying compliance with the open meetings law, a Regular Meeting of the Village of Lake Delton was called to order on Monday, May 22, 2023, at 2:00 P.M. in the Lake Delton Police Department located at 35 Miller Drive. Present were President John Webb, Trustees Leslie Bremer, Cary Brandt, Merije Ajvazi, Joe Eck, Thomas Diehl and Bernadette Skwor. Also in attendance were Police Chief Daniel Hardman, Asst. Zoning Administrator Jeremy Peach, and Richard Cross, Attorney. A motion was made by Brandt, seconded by Diehl to certify compliance with the open meetings law and to adopt the meeting agenda. Motion carried. Motion by Diehl, second by Brandt to approve the Architectural Design and Landscaping Review to change exterior color of at 31 Wis Dells Pkwy S, Rockin’ Chicken Shack, as referred by the Plan Commission. Motion carried. Motion by Diehl, second by Eck, to approve the Architectural Design Review for construction on an exterior bar at Grateful Shed Truck Yard at 1470 Wisconsin Dells Pkwy, as referred by the Plan Commission. It was discussed the area needed to have fencing to keep patrons in the serving areas for alcohol so they do not enter the parking lot. Motion carried. Motion by Bremer, second by Brandt, to approve the recommendation of the Housing and Property Maintenance Committee on the request for the Initial Class A-PM permit application expiring 9/30/2023 for Property Manager - Destination Dells, LLC for Joseph Lehocky (Owner) at 530 E Hiawatha Dr – Lighthouse Cove #102. Motion carried. Motion by Diehl, second by Brandt, to approve the recommendation of the Housing and Property Maintenance Committee on the request for an Initial Class B permit applied for by Mestizo Escapes LLC at 785 E Hiawatha Drive expiring 9/30/2023. Motion carried. Motion by Diehl, second by Brandt, to approve the recommendation of the Housing and Property Maintenance Committee on the request for an Initial Class B permit applied for by Vacasa Wisconsin LLC for Robert Olson at 631 Lakeview Ct expiring 9/30/2023. McCumber reported that now the property has been brought into compliance for the permit the Conditional Use Permit as previously approved could now be filed. Motion carried. Motion by Diehl, second by Skwor, to approve Resolution 23-011 A RESOLUTION DESIGNATING THE LOCATION OF THE BOARD OF REVIEW FOR 2023 ONLY. Due to the renovations at the Administration building the Board of Review will be held at the Police Station, 35 Miller Drive, for this year (2032) only. Motion carried. Motion by Diehl, second by Bremer, to approve a pre-development agreement with Steve Uphoff regarding the Dawn Manor project to be located on the former Pizza Port property (413 & 505 Burritt Street). Motion carried. Motion by Ajvazi, second by Skwor, to approve the application for Fireworks Possession and Display for Wilderness Resort for July 4, 2023, lasting for 30-35 minutes starting at dusk. Motion carried. Eck abstained. Motion by Brandt, second by Eck, to approve the the renewal application for outdoor musical performance permit applied for by MBG Group LLC d/b/a Monks Bar & Grill at the Wilderness at 33 Hillman Rd expiring June 30, 2024. Motion carried. Motion by Diehl, second by Skwor, to approve the renewal application for outdoor musical performance permit applied for by GWR Dells Op Lessee, LLC d/b/a Great Wolf Lodge at 1400 Great Wolf Dr expiring June 30, 2024. Motion carried. Motion by Eck, second by Ajvazi, to approve the renewal application for outdoor musical performance permit applied for by Kalahari Resorts & Conventions at 1305 Kalahari Drive expiring June 30, 2024. Motion carried. Brandt abstained. Motion by Bremer, second by Brandt, to approve the renewal application for outdoor musical performance permit applied for by Mt Olympus Enterprises Inc – Mt Olympus Water & Theme Park at 1701 – 1881 Wisconsin Dells Pkwy expiring June 30, 2024. Motion carried. Motion by Diehl, second by Eck, to approve the renewal application for outdoor musical performance permit applied for by Summer House Grill & Bar at 1280 E Hiawatha Dr expiring June 30, 2024. Motion carried. Motion by Ajvazi, second by Skwor, to approve the renewal application for outdoor musical performance permit applied for by Festival Fun Parks d/b/a Noah’s Ark at 1410 Wisconsin Dells Pkwy expiring June 30, 2024. Motion carried. Motion by Ajvazi, second by Skwor, to approve the new application for extended outdoor musical performance permit applied for by Dells Store LLC d/b/a Grateful Shed at 1470 Wisconsin Dells Pkwy expiring June 30, 2024 to extend until 11 pm. Motion carried. Motion by Brandt, second by Ajvazi, to approve the renewal application for outdoor musical performance permit applied for by Island Food & Fun Inc. d/b/a Bobber’s, at 750 Wisconsin Dells Pkwy S expiring June 30, 2024. Motion carried. Motion by Ajvazi, second by Skwor, to approve the revised application for extended outdoor musical performance permit applied for by Island Food & Fun Inc. d/b/a Bobber’s, at 750 Wisconsin Dells Pkwy S expiring June 30, 2024 to extend until 11 pm. Motion carried. Motion by Bremer, second by Brandt, to approve the renewal application for outdoor musical performance permit applied for by Spring Brook Resort LLC d/b/a Spring Brook Resort at 242 Lake Shore Drive expiring June 30, 2024. Motion carried. Motion by Brandt, second by Diehl, to approve the renewal application for extended outdoor musical performance permit applied for by Spring Brook Resort LLC d/b/a Spring Brook Resort at 242 Lake Shore Drive expiring June 30, 2024 to extend until Midnight on Fridays and Saturdays. Motion carried. Motion by Bremer, second by Ajvazi, to approve the application for outdoor musical performance permit applied for by Dells Duck Tours Inc at 1550 Wisconsin Dells Pkwy for two dates: July 4, 2023 from 6:30 P.M. – 10:30 P.M. and August 22, 2023 from 7:00 P.M. – 10:30 P.M. Motion carried.
