Heckendorf and seconded by J. Mitchell. Vote: 6 ayes, 0 nays. Motion carried. 6. Review 15-Year Capital Roads Improvements (2026-2041) Director Straehler described the Pavement Surface Evaluation and Rating (PASER) scale, indicating a 1 as failing and 10 as representing excellent condition. Per Director Straehler, because the Village of Jackson does not have any 1 or 2 ratings, the new improvement schedule prioritizes roads rated 3 or 4 as the first projects beginning in 2026. Discussion followed regarding the coordination of efforts with the Town of Jackson, re-evaluation of specific streets the Board felt had been assigned higher PASER scores than warranted, and the need to evaluate the Village's capacity to fund repairs. The motion to recommend the proposed 15-year Capital Road Improvements schedule be incorporated with the Financial Management Plan and Capital Projects plan in 2026 was made by J. Sandleback and seconded by Tr. Kruepke. Vote: 6 ayes, 0 nays. Motion carried. 7. Review of 2022 Stormwater Pond Compliance Report and Invoicing — Request for Refund of Special Assessments Director Straehler informed the committee of a previously executed agreement for pond inspections, including the established inspection timeline and anticipated reporting schedule. He noted a discrepancy between the dates reports were due and when they were actually received. Director Straehler further reported inaccuracies in both inspection reports and accompanying photographs, as well as pond owner dissatisfaction related to invoices issued for work completed nearly three years earlier. He stated that new contracts will be secured in fall 2026, with all ponds to be inspected in 2027 in compliance with Department of Natural Resources requirements. The motion to recommend the Budget and Finance Committee and Village Board approve the refund of inspection assessments to pond owners who have already paid and forego collection of any remaining unpaid fees related to the 2022 inspection cycle was made by Pres. Heckendorf and seconded by Tr. Engelhardt. Vote: 5 ayes, 0 nays. Tr. Kruepke abstained. Motion carried. 8. Review of Bids - Wastewater Treatment Plant Fill Removal Project The motion to recommend the Budget and Finance Committee and Village Board award the contract for the Wastewater Treatment Plant Fill Removal Project to BMCI Construction in the amount of $125,055.00 was made by Tr. Engelhardt and seconded by J. Mitchell. Vote: 6 ayes, 0 nays. Motion carried. 9. Review of Bids – Purchase of Brush Chipper The motion to recommend the Budget and Finance Committee and Village Board approve the purchase of one new brush chipper in the amount of $88,273.00 from Vermeer Wisconsin DRAFT Page 3 of 47 January 27, 2026 Village of Jackson - Board of Public Works Meeting Minutes Page 3 of 3 was made by Tr. Engelhardt and seconded by Tr. Kruepke. Director Straehler explained the quote is valid through February and that as long as a signature is obtained prior to expiration, the quoted price is locked in. He also stated the chipper currently in operation will be sold at auction for approximately $20,000.00- $25,000.00 to offset the capital equipment line item in the budget. Pres. Heckendorf offered that an order for the same type of equipment placed in conjunction with neighboring municipalities could net better pricing, similar to a bulk order. Vote: 6 ayes, 0 nays. Motion carried. 10. Director of Public Works Report Director Straehler provided an overview of projects throughout the Village of Jackson. The motion to place the December 2025 Director of Public Works Report on file was made by Tr. Engelhardt and seconded by J. Mitchell. Vote: 6 ayes, 0 nays. Motion carried. 11. Citizens/Village Staff to address the Board of Public Works None. 12. Adjourn The motion to adjourn the meeting was made by J. Mitchell and seconded by J. Kruepke. Vote: 6 ayes, 0 nays. Motion carried. The meeting adjourned at 6:40PM. Respectfully Submitted, Jacqueline Schuh Village Clerk Village of Jackson DRAFT Page 4 of 47 Taking the lead in Washington County STAFF MEMO Village of Jackson Public Works To: Brian Heckendorf, Village President Jen Heidtke, Village Administrator CC: Board of Public Works; Budget and Finance; Village Board F rom: Jack Straehler, Director of Public Works S ubject: Review of Bids - 2026 Street Improvement Projects - Eagle Drive, Hawthorn Drive, Aspen Drive, and Linden Drive M eeting Date: February 24, 2026 – Board of Public Works Background and Analysis: This memo is to inform the Board of the bids received for the 2026 Street Improvement Projects, which include Eagle Drive, Hawthorn Drive, Aspen Drive, and Linden Drive. Bids were solicited in coordination with the project design consultant engineer, Gremmer & Associates, through the online Quest bidding platform. A total of five (5) contractors submitted bids for the project. Bids were submitted that included a base bid, along with two alternatives for Eagle Drive: one for an asphalt roadway and one for a concrete roadway between the State Highway 60 roundabout and the Village wastewater treatment plant. These alternatives were requested at the direction of the Village Board to evaluate pricing and consider the long-term durability and value to the Village’s infrastructure. Based on the competitive bids received and the anticipated longevity of the improvements, it is my recommendation that the Village proceed with the base bid and include alternative two for Eagle Drive. The lowest responsible bid was submitted by Vinton Construction with the base bid amount of $2,345,487.31, including alternative one of $2,507,675.81, including alternative two of $2,717,324.31. Please see the attached bid tabulation provided by Gremmer & Associates for a complete summary of all bids received. Funding for this project will come from the following accounts: 600-00-56700-400-000 (Capital Projects Repairs/Construction) 300-00-17600-000-380 (Sewer Construction Work) 200-00-18600-395-000 (Water Construction Work) If you have any questions, please let me know. JS Page 5 of 47 Taking the lead in Washington County Recommendation: Board of Public Works recommends the Budget and Finance Committee and Village Board award the construction of the 2026 Street Improvement Projects of Eagle Drive, Hawthorn Drive, Aspen Drive, and Linden Drive to Vinton Construction to include the base bid and alternative two in the amount of $2,717,324.31. Crews remain active in multiple areas, and overall progress has been significant. To date, the Village has received minimal complaints, all have been handled promptly, and the project is moving forward as planned. Fiber to Village Facilities & Cameras Recently, a meeting was held with Midwest Fiber Network to determine the locations of existing fiber duct infrastructure and to evaluate the feasibility of extending fiber service to Jackson Park, Hickory Lane Park, three municipal well houses, and the sanitary sewer lift station. In addition, we met with Pros4 to discuss various security surveillance options for Jackson Park and Hickory Lane Park. We are currently working on updated proposals from both Pros4 and Midwest Fiber Network. Cedar Run Park – Dog Park Project Stone has been installed on multiple paths at the park; however, work was temporarily paused due to the extreme cold temperatures experienced late last month and into early February. This pause allows for significant frost to leave the ground, helping prevent the paths from settling in the spring. Restoration plans for the wetland disturbance have been submitted to the DNR, and we are currently awaiting a response. Generally, no news is good news. Fence relocation plans have also been completed. We anticipate crews returning onsite in the coming weeks to complete tree work while the ground remains frozen. Path completion is expected to resume in March once the ground has thawed. Landscaping, fence installation, and concrete work will follow as we move further into the spring season. The project remains on schedule for final completion by June. 2026 WWTP Aeration Basin Upgrades The Wastewater Treatment Plant Aeration Basin Upgrade project plans were released for online bidding on February 13 through the Quest online platform in conjunction with our consulting engineer, Town & Country. Bids are scheduled to be publicly opened on March 11 at 1:00 PM. Following the bid opening, a review will be conducted, and the results will be presented to the Committee at the March meeting. Maple Fields Subdivision Phase 3 – As mentioned, the preconstruction meeting was held in November 2025. Newman Developments’ contractor was on site throughout December and January, completing the sanitary sewer installation. The crew experienced a temporary shutdown due to cold weather conditions; however, they have since returned to the site. The watermain installation is now complete, including successful bacteriological and pressure testing. Crews are currently on site installing the water service laterals. Overall, the project continues to progress as planned. 2026 Street Reconstruction Projects All DNR permits have been received and approved. The project was publicly bid through the online platform Quest in conjunction with the consulting engineer, Gremmer & Associates. Bids were received from five contractors. The bids will be presented to the Village Board at the March meeting for review and approval. Upon approval of the project, a construction schedule will be obtained from the selected contractor. The tentative start date is anticipated for late spring or early summer 2026. Tower Drive – Water Tower Rehabilitation Project Currently there are no new updates. This project is entering year two of the five-year contract. This phase of the project will include both interior and exterior cleaning and painting of the water tower to maintain structural integrity and water quality standards. The project has been submitted to the Department of Natural Resources (DNR) for review and approval and is anticipated to begin in May 2026. Respectfully submitted, Jack Straehler, Director of Public Works Page 47 of 47
