Scope of Work The City of Menasha Strong Recovery Plan – Scope of Services outlines a comprehensive, long- term disaster recovery planning effort led by Vandewalle & Associates to help Menasha rebuild stronger and more resilient following tornado impacts. The plan focuses on neighborhood reinvestment, infrastructure modernization, and environmental resiliency, supported by significant community engagement. Key outcomes include a clear recovery vision, an initial funding strategy, and clarity for residents and stakeholders. Major work elements include developing the recovery vision, conducting extensive public engagement, creating implementation strategies, and assembling a highly visual final recovery plan that integrates best practices, neighborhood analyses, design concepts, and funding opportunities. Across four primary work elements, the consultant will collaborate closely with city staff, policy makers, and local partners to assess conditions, identify reinvestment opportunities, support communication efforts, and produce actionable recommendations. The scope includes creating vision concepts for three opportunity sites, organizing public meetings and surveys, identifying funding sources such as FEMA, HUD, CDBG-DR, and WHEDA, and preparing a detailed implementation matrix outlining partnerships and organizational responsibilities. The City of Menasha will support the process by providing data, coordinating meetings, publishing notices, reviewing drafts, and co-leading public engagement. The total cost for the proposed services is not to exceed $150,000. Page 8 of 42 2 of 2 RECOMMENDATION Staff recommends the RDA approve spending up to $150,000 to support the preparation of the Menasha Strong Recovery Plan using up to $25,000 in budgeted engineering funds and an additional $125,000 in available fund balance. Page 9 of 42 1 CITY OF MENASHA MENASHA STRONG RECOVERY PLAN - SCOPE OF SERVICES SEPTEMBER 9, 2026 Introduction The Manesha Strong Recovery Plan provides an opportunity to conduct long-term disaster recovery planning that will safeguard the social and physical fabric of the community. By creating opportunities for public participation, strategies for neighborhood reinvestment, infrastructure modernization, and environmental resiliency, the City of Menasha will ensure that it does not merely recover, but emerges stronger, safer, and more economically resilient for decades to come. Working with city staff, policy makers, and public and private stakeholders, Vandewalle & Associates will thoughtfully and rapidly develop a clear plan, vision, and reinvestment strategy for the tornado impacted area of Menasha. The result will be a recovery-focused neighborhood reinvestment strategy supported by a statutory redevelopment plan (see separate Scope of Work for this plan), with infrastructure and environmental resiliency content supplied by staff and subject matter experts but packaged into a single Menasha Strong vision document. Intended outcomes: • Clear vision and plan for impacted and surrounding area that is informed and developed through the lens of leveraging long-term future funding opportunities • Statutory redevelopment plan for key identified areas (see separate Scope of Work for this plan) • Initial funding strategy for housing and infrastructure reinvestment and engaged local, state, and federal funders/investors • Clarity for residents and public and private stakeholders on the path forward Plan organization: A Menasha Strong Recovery Plan to include vision, goals, strategies, and implementation plans surrounding the topics of: • Redevelopment and Neighborhood Reinvestment • Environmental Resiliency • Infrastructure Vandewalle & Associates proposes completing the below listed scope of services for a cost not to exceed $120,000. These sites may include publicly-owned and/or underutilized properties that may contribute to future housing development and neighborhood reinvestment goals. This work element will also include the identification of redevelopment objectives for each neighborhood planning area and begin exploring high-level redevelopment alternatives. Our experience spans disaster recovery planning, flood mitigation, neighborhood revitalization, economic redevelopment, housing strategies, infrastructure planning, and implementation assistance. Our recovery and resiliency work regularly includes Disaster recovery and community reinvestment planning; Neighborhood stabilization and redevelopment strategies; Housing recovery and resiliency initiatives; Flood mitigation and floodplain management; Economic recovery and business retention strategies; Infrastructure and public facility resilience planning; Funding strategy development and grant assistance; Public engagement and consensus building; Redevelopment authority and implementation support; and Comprehensive planning and resilience integration. Vandewalle & Associates understands that successful disaster recovery extends beyond rebuilding damaged structures. Our approach focuses on helping communities emerge stronger, more resilient, and better positioned for long-term economic and neighborhood reinvestment. • Flood Recovery Assistance - Dane County, WI. Following the historic flooding events of 2018, Vandewalle & Associates assisted several municipal clients throughout Dane County with recovery and resiliency efforts. Working closely with local officials, property owners, and agency partners, our team provided planning and redevelopment assistance focused on recovery, rebuilding, infrastructure considerations, funding opportunities, and long-term community resilience. • Tornado Recovery and Master Plan - Barneveld, WI. Following the devastating 1984 tornado that significantly damaged the community, Vandewalle & Associates assisted the City of Barneveld with its long-term recovery and rebuilding efforts. Our work included community master planning, redevelopment planning, and economic development strategies designed to guide reconstruction while strengthening the community’s future economic base. The planning process helped establish a long-term vision for redevelopment and community reinvestment following the disaster. • Flood Recovery and Relocation Planning - Gays Mills, WI. After repeated and severe flooding events along the Kickapoo River, Vandewalle & Associates assisted the Village of Gays Mills with several initiatives aimed at reducing future flood vulnerability and supporting community recovery. Our services included flood damage reduction planning, relocation planning, and implementation assistance. We also supported the annexation of land needed to facilitate the relocation of businesses and development of a new business park outside the flood-prone area, helping the community sustain its economic vitality while reducing future flood risk. VANDEWALLE & ASSOCIATES | CITY OF MENASHA - MENASHA STRONG RECOVERY PLAN | PAGE 10 Page 26 of 42 • Flood Hazard Mitigation and Recovery Planning - Darlington, WI. Following significant flooding events in 1990 and 1993, Vandewalle & Associates prepared one of Wisconsin’s first FEMA-approved flood hazard mitigation plans. The plan evaluated flood risks, identified mitigation strategies, estimated costs, and developed funding approaches to support implementation. As a result, the City successfully floodproofed commercial buildings while preserving historic storefronts, developed a 33-acre business park outside the floodplain, converted vulnerable land into public open space, and strengthened its local tax base. • Multi-Jurisdictional Hazard Mitigation Planning - Grant County and Marquette County, WI. Vandewalle & Associates has completed countywide hazard mitigation planning efforts involving dozens of communities and extensive public engagement. These plans evaluated community vulnerabilities, developed locally tailored mitigation strategies, integrated land use and resilience planning, and positioned participating communities for future FEMA funding opportunities. A key element of these efforts was connecting long-range planning, economic development, infrastructure investment, and land use policy with disaster resilience objectives. ECONOMIC DEVELOPMENT • Economic Recovery Plan (EDA) - Jefferson, WI. To bolster its economy and offset the loss of Tyson Foods plant –one of the community’s major employers − the City of Jefferson worked with Vandewalle & Associates to craft an Economic Recovery Plan. A regional employer, Tyson drew workers from many other communities. Vandewalle & Associates and the team successfully implemented a $130,000 Economic Development Administration (EDA) grant for the Economic Recovery Plan process. The team also conducted analysis of input and existing materials provided by the steering committee; stakeholder interviews, work sessions, and focus groups; asset and inventory analysis of Jefferson’s existing conditions; market analysis; and floodplain activity assessment and analysis. The final Plan includes key strategies and project recommendations for the next 5-10 years to begin the revitalization. A number of catalytic projects are now being implemented. • Regional Economic Vision & Manufacturing Strategic Plan (EDA) - ECIRPD. After losing 40,000 jobs in the last 20 years, Anderson, Muncie and New Castle aimed to rebuild and reposition the East Central Indiana region and its manufacturing economy for growth and reinvestment. In 2013-2014, Vandewalle & Associates worked with funding from the U.S. EDA to help Anderson, Muncie, and New Castle craft an assets- based Economic Vision and Manufacturing Strategic Plan. The Plan is a key milestone in a long-term regional collaboration that is working to reposition the region in the future marketplace, providing a clear focus on retooling the education and workforce pathway system along with catalyst projects. Over the past five years, work has been made on implementing projects to build the Innovation Ecosystem and reinvest in the region, such as the Flagship-Purdue Innovation Hub. Projects in the individual cities are sparking reinvestment in downtowns, neighborhoods, and employment centers. ¬«133 ¬«133 ¬«35 ¬«81 ¬«80 ¬«11 £¤61 £¤151 £¤18 ")Z ")H ")D ")O ")B ")A ")A ")A ")U ")U ")V ")N ")X ")P ")P ")C ")C ")J ")K ")K ")F ")D ")D ")E ")E ")T ")T ")S ")M ")M ")Q ")Q ")G ")G ")GQ ")Y £¤151 £¤61 ¬«80 ¬«81 ¬«81 ¬«81 ¬«35 ¬«133 ¬«133 £¤18 £¤61 ")A Little Platte River Platte River Mississippi River Wisconsin Ri v er B lue River Gra nt River POTOSI LIMA PARIS LIBERTY BEETOWN CLIFTON MARION SMELSER WATERLOO CASSVILLE WYALUSING HARRISON WINGVILLE MUSCODA PLATTEVILLE MOUNT IDA ELLENBORO FENNIMORE LITTLE GRANT GLEN HAVEN BLOOMINGTON HAZEL GREEN CASTLE ROCK JAMESTOWN MILLVILLE WOODMAN PATCH GROVE MOUNT HOPE HICKORY GROVE WATTERSTOWN NORTH LANCASTER SOUTH LANCASTER BOSCOBEL Platteville Lancaster Potosi Boscobel Fennimore Cuba City Bagley Cassville Muscoda Bloomington Blue River Livingston Montfort Tennyson Patch Grove Mount Hope Woodman Hazel Green Dickeyville 0 63 MilesSources: U.S. Census Bureau, FEMA, WI DNR April 16, 2013 I L L I N O I S I O W A Multi Hazard Mitigation Plan Grant County Floodplain Map Crawford County Richland County Iowa CountyLafayette County Shaping places, shaping change VANDEWALLE & ASSOCIATES INC. TechWorks Campus is an innovation and new economy hub for Waterloo, Iowa. In 2004, Vandewalle & Associates worked with Deere & Company and a public-private team to repurpose and prepare plans for the rehabilitation of former John Deere buildings into the Cedar Valley TechWorks. The project was ultimately awarded $3.2 million in IEDA funding to renovate the existing buildings and pursue innovation tenant businesses. The new John Deere Tractor & Engine Museum opened on campus in 2014; nearly seven years from site planning to experience design, building reuse/construction to exhibit fabrication. Today the Tech 1 building houses Cedar Valley TechWorks and a 3D modeling lab. In 2018, an extensively renovated Tech 2 building opened on the campus as a Courtyard Marriott Hotel with modern design and strong manufacturing roots. • Water Council Economic Cluster Development - Milwaukee, WI. Vandewalle & Associates helped shine the light on the Milwaukee Region’s fresh water technology industry sector—along with related educational opportunities—during the 2006 Milwaukee 7 Regional Asset and Opportunity Analysis process. The emerging global economic opportunity is significant; The Water Council has since positioned Milwaukee in the international marketplace, helped advance the development of the UWM School of Freshwater, and has now nearly completed the Global Water Center—a $22M business accelerator and collaboration nexus in partnership with many local, state, and federal public and private partners. • Milwaukee 7 Economic Positioning Framework - Milwaukee, WI. Working with Milwaukee 7, Vandewalle & Associates analyzed the region’s indigenous economic, human, and physical assets after decades of significant economic change, loss, and workforce shifts. We then overlaid economic and technology futures with existing assets to determine key opportunities. This analysis relied on acquiring existing data, past work, and ideas, and providing professional synthesis in a comprehensive way while investigating emerging technologies within the region’s major corporations. Connecting the dots, uncovering unknown opportunities, and mobilizing key players and resources around catalytic projects were key parts of this work. The outcome of this project was a comprehensive asset inventory and economic opportunity analysis of the Milwaukee 7 Region that built upon the large body of previous work and tapped deeply into the region’s existing structure and regional brain trust. • Quad Cities Region Global Growth Initiative - Quad Cities, IL-IA. Funded by regional corporate anchors Deere & Company and Alcoa, the Quad Cities Region Global Growth Initiative (GGI) is an innovation and technology focused economic initiative. Vandewalle & Associates combined its deep knowledge of the Region with a tested approach to asset driven regional economic positioning. This GGI uncovered assets and opportunities and sets forth an economic framework and a vision for the future of a Region within a global context. One outcome of the GGI was a focus on advancing the Quad Cities’ Metals and Multi-materials industry cluster. In 2012, The Quad Cities Chamber engaged Vandewalle & Associates to develop a framework for strategically developing this cluster. In 2013 the Chamber was then successful in securing an EDA Investing in Manufacturing Communities Partnership grant, which will further accelerate this cluster development strategy. V&A RELEVANT EXPERIENCE 47 OOppppoorrttuunniittyy First Steps The benefits are real for people and businesses. While other regions face the very real fears of hurricanes, floods, and earthquakes, our central location statistically provides a continental safety zone that is geographically stable and sheltered from many natural disasters. The Milwaukee Region ranked No. 1 in the country for safety from catastrophic natural disasters in a recent study.* The benefits of living and doing business in our central location are clear: • Cost savings. Workforce and life disruptions reduce workforce productivity and cost businesses money. Our locational advantage can result in lower insurance premiums and less chance of catastrophic loss of business and time. After the catastrophic events of the last several years, this economic advantage has even greater relevance to individuals and corporations. • Global access. We are at the center of one of the largest trading areas in the world. With our central location and Great Lakes shipping, businesses can easily reach Asian and European markets. • Continental access. Intra-continental commerce is a strength in the Milwaukee 7 Region. In less than two hours we can reach the east coast. We are within a four-hour flight of all major North American business destinations. • Better quality of life. Our central location is also a quality of life asset. This location offers shorter travel times to more areas of the continent for vacation or recreation. Itʼs also just two to three hours to New York and Boston... and three to four hours to the west coast, to the beaches of Florida, or to the Rockies. With funding from an EDA grant, the IP Institute retained our team to conduct a 50-county asset and opportunity analysis of eastern Iowa and western Illinois to help assess macro-economic opportunities and common competitive strengths. The Asset and Opportunity Analysis uncovered how the IP Institute might engage the tools needed to scale-up commercialization, prototyping, and production of technologies within its 50-county service area. • Regional Assets and Opportunities Initiative - Eight-County Madison Region, WI. Vandewalle & Associates conducted a Regional Asset and Opportunities analysis for the eight-county Madison region, including a comprehensive inventory and analysis of the various socio-economic, cultural, and geographic forces at work in the region. Working with a variety of regional leaders, Vandewalle & Associates then identified key opportunities based on regional strengths and global trends. The Assets and Opportunities Initiative resulted in aggregation of place-based economic data across eight counties; identification and communication of opportunities to leverage how the region’s economic assets; and identification and creation of place-based opportunities that informed long-term strategic directions. • Brownfields Redevelopment - South Suburban Chicago, IL. Vandewalle & Associates was hired in 2000 by the South Suburban Mayors and Managers Association to assist with the management of the South Suburban Chicago Brownfields Coalition (SSCBC) Brown-fields Redevelopment Initiative—a regional brown-fields initiative funded in part by a USEPA brownfields assessment grant. The original five coalition members—Chicago Heights, South Chicago Heights, Lansing, Riverdale, and Posen—were all facing similar challenges posed by potentially contaminated, abandoned brownfield sites scattered throughout their communities: tax base and job loss, vandalism, and potential threats to human health and the environment. Vandewalle & Associates created a nationally replicable model for brownfields redevelopment by designing and implementing a multi-step opportunities analysis and site identification and prioritization process. The opportunities analysis identified regional and local strategic opportunities for redevelopment that could strengthen area economic and social fabrics in each of the communities. These analyses were tailored to each community’s particular advantages and needs while reflecting trends in a common regional economy. • Economic Opportunity Analysis - Jefferson County, WI. To position Jefferson County to adapt to change, attract workforce, and define a clear role for itself in the greater Southeast/Southcentral Wisconsin economic region, the Jefferson County Economic Vision & Positioning Framework identified key economic assets and emerging economic opportunities; developed a vision, and identified catalytic strategies and projects. It also provided a roadmap for early implementation. Oscar Mayer/ Kraft had been a major employer and one of Madison’s most prominent economic assets, employing some 4,000 jobs at its peak. After its closure, the City of Madison made a strategic decision to complete thorough assessment and analysis to identify the larger opportunities for redevelopment and reinvestment in the Oscar site and surrounding area. The City hired Vandewalle & Associates & EQT by Design (the Project Team) to support the City’s Department of Planning and Community and Economic Development in a Phase I Strategic Assessment as well as completion of the Phase II Special Area Plan to reposition the 72-acre former Oscar Mayer site and the surrounding northside area. The Oscar Mayer Strategic Assessment took a “big picture” look to understand the study area’s role within the region and how redevelopment could contribute to the well-being of the community. The Project Team completed a deep dive assessment and opportunity analysis, and led committee management and community outreach efforts. The resulting work included an inclusive vision for the corridor, detailed redevelopment objectives, a series of high-level opportunities to be further explored during Phase 2 of the process, and established the Special Area Plan boundary. The Strategic Assessment objectives included targeting living wage jobs, leveraging existing infrastructure and transportation investment, creating an integrated and connected multi-modal transportation system, and creating a welcoming district that serves all ages and diverse cultures. • Regional Vision and Economic Study - Rockford, IL. The Rockford Area Council of 100, a non-profit economic development organization, retained Vandewalle & Associates to develop an economic vision for its region in northern Illinois which includes Boone, Ogle, Stephenson, and Winnebago counties. The project was later expanded to include Rock County in southern Wisconsin. The project steering committee, comprised of public and private sector leaders from the counties, charged Vandewalle & Associates with identifying regional opportunities; recommending a regional vision and specific projects; building regional consensus; and identifying potential funding sources. The Rockford Area Council of 100 used the recommendations from the project to form strategic task forces to encourage implementation. Vandewalle & Associates worked with Wisconsin Aerospace Partners to conduct research and analysis to define the aerospace industry in Wisconsin from a NAICS codes analysis of over 300 aerospace-related companies, and a preliminary analysis of employment, specialization, and supply chain segmentation. This data, combined with extensive geographic mapping of aerospace-related companies and other assets, resulted in an understanding of industry specializations and roles in the aerospace market. With additional input from the Wisconsin Aerospace Strategy Team and targeted industry stakeholder interviews, the Strategic Framework was developed to meet the wide array of needs in the aerospace industry across the state. • Economic Strategy Development and Policy Framework - Milwaukee, WI. Vandewalle & Associates developed an economic positioning framework for the City of Milwaukee. After extensively analyzing the region’s economic, human, and physical assets, Vandewalle & Associates translated these strengths into a comprehensive economic development strategy that aligned city goals with the regional vision of the Milwaukee 7. The work was summarized and formed the economic vision and strategy framework for the Economic Development chapter of the city’s Comprehensive Plan. The project was conducted in three phases and included existing conditions analysis, an economic development opportunity analysis, and an economic vision and strategy framework phase.
