On November 4 , 2024, Common Council unanimously approved the 2025-2027 Menasha Professional Police Association WPA/LEER Local 603 Collective Bargaining Agreement (CBA) and Memorandum of Agreement (MOA). The MOA effectively implemented a new Patrol Schedule that was proposed by the Menasha Professional Police Association WPPA/LEER Local 603 (Police Union) , a goal of which was to reduce police overtime costs. Given the unknown nature of the new schedule and overtime impacts, the Parties agreed to use a MOA to test the new schedule. The Parties also agreed to remove the benefit of the Physical Fitness Incentive Program (Program) and Vest Incentive under Article IV, Section E . 4. of the CBA through the MOA . However, the Parties agreed “to track and analyze overtime and to review the impact of the removal of the Physical Fitness incentive no later than June 1, 2025.” (2025 MOA, p. 1). The Parties met in conformance with the MOA on May 29, 2025 , and again on October 29, 2025. During such review in 2025, the Parties noted an overall downward trend in overtime costs. As a resul t, Staff previously recommended approval to amend the 2025 MOA to allow for reinstatement of the 2025 Program incentive payment , and to execute an MOA for 2026 that follows the same procedure. Common Council consequently approved both recommendations and an MOA was executed for 2026. On May 20, 2026, Staff met with Police Union representatives to analyze overtime and review the physical fitness incentive impact pursuant to the 2026 MOA . The Parties are confident Page 3 of 13 2 of 2 that numbers will continue a downward trend in overtime costs for patrol officers. Therefore, similar to last year, Staff recommend amending the current (2026) MOA to allow for “reinstatement” of the Physical Fitness Incentive Program and Vest Incentive . However, different from last year, s taff further recommend executing a successor MOA for the 2027 year without removing the Physical Fitness Incentive Program and Vest Incentive due to the overall downward trend in overtime costs and positive staffing numbers. Staff Recommendations: (1) Approve the Amendment to the 202 6 Memorandum of Agreement (MOA) between the City of Menasha and the Menasha Professional Police Association WPPA/LEER Local 603. (2) Approve the Memorandum of Agreement (MOA) between the City of Menasha and the Menasha Professional Police Association WPPA/LEER Local 603, Effective January 1, 2027 – December 31, 2027. Page 4 of 13 City of Menasha ● Police Department To: All Police Officers, SROs, Community Liaison Officer and Investigators From: Deputy Chief Angie Hanchek Date: June 2, 2026 RE: Possible Return of Physical Fitness Incentive Program As part of the Memorandum of Agreement (MOA) to the 2025-2027 Collective Bargaining Agreement (CBA), the City and the Union agreed to remove the benefit of the Physical Fitness Incentive Program (Program) under Article IV, Section E(4.). Also under the MOA, the Parties agreed “to track and analyze overtime and to review the impact of the removal of the Physical Fitness incentive provision no later than June 1, 2026.” (MOA, p. 1). As a result of the Parties’ May 20, 2026, required review and discussion, the Parties agree that it is possible that the City may approve the return of the Program. In order for this to happen, the internal City team has agreed to seek approval from the Personnel Committee and Common Council to amend the MOA to reflect the return of the Program in 2026. Should the Program return as indicated above, those eligible will include those employed on or before April 30, 2026, pursuant to the CBA: Officers who desire to participate in this program must indicate their willingness to participate to the Chief of Police or designee in writing no later than April 30 of each year. Given the time constraints, those who would be eligible should the Program return must sign and return this form to me by June 30, 2026. Since a person must indicate their willingness to participate in the Program, should a person not fill out this form this will indicate that the person is not participating in the Program for 2026. Please indicate your choice below, sign and return this form to me by June 30, 2026. __ If the Program returns as indicated above, I will be participating in the physical fitness incentive for 2026. __ If the Program returns as indicated above, I will not be participating in the physical fitness incentive for 2026. The Parties agree that the purpose of this Amendment is for the City to allow payment for those patrol officers who met the requirements for the physical fitness incentive Program during 2026 as if the Program had not been stricken pursuant to the MOA. The MOA by and between the Parties dated December 1, 2025, and effective January 1, 2026 – December 31, 2026, is amended as follows: 1. As it relates to Article IV – Wages and Wage Benefit, Section E . 4., the Parties agree that the City may allow an incentive payment to those who have completed testing for the Physical Fitness Incentive Program, had the provision not been stricken pursuant to the MOA. Those who have met the testing requirements will receive a lump sum payment of one thousand four hundred dollars ($1,400.00), paid on a paycheck in December. This sum shall not be added to base wages, nor shall it be included when calculating the hourly rate for purposes of overtime, or the payout of any benefits at termination of employment. The Parties further agree that the City may allow officers having achieved full employment status prior to 1/1/2019, in lieu of the physical fitness incentive, opting instead to certify by November 1st of the year that they have worn their approved body armor over the past year, receiving a $500.00 payment on the first paycheck of November. 2. All other terms and conditions set forth in the MOA dated not in conflict with this Amendment shall remain the same.
