President Youngquist asked the Clerk’s Office to schedule and ensure need public notice posting requirements to hold a special meeting, assuming the excused Trustees would be unable to attend this meeting. Trustee McQuillan asked if the current meeting could be recessed and if the Board could call in later this evening to continue the meeting. Attorney Rossmeissl advised the current meeting must continue in this capacity. Director Searl stated the project could probably move forward without the budget amendment, though the amendment would still be needed for the other work that needs to be done the remainder of the year, detailing the reasoning for the budget amendment. Director Hoechst added the necessary work due to the storm damage may exceed the current budget, even if other work was removed. President Youngquist asked whether reimbursement was an option. Director Searl clarified statutory requirements for budget amendments. Attorney Rossmeissl stated budget amendments have been retroactively in the past under dire circumstances, the current situation is unique and a special meeting at a future date would be appropriate. Manager Sturgell expressed his support for holding a future special meeting for the budget amendment and indicated if there was a motion to move forward with the well repair without the budget amendment, the Board could approve the well repair component at the current Village of Fox Crossing Village Board of Trustees Meeting Minutes July 13, 2026 Page 4 of 4 meeting. Trustee Koeppe questioned the well’s operation with the current storm impacts, Director Hoechst provided a response regarding the well operation and associated risk factors. Trustee Koeppe questioned the cost of bringing in a generator for the well. Director Hoechst confirmed costs would most likely be incurred, and Director Searl stated any costs incurred for protecting Village assets and residents are covered by the Village insurance policy.
