Discussion Items 6. Unfinished Business 7. New Business-Resolutions/Ordinances/Policies a) 251110-1 Developer Agreement – Horizon Crossing Subdivision MOTION: Trustee Van Dyke , seconded by Trustee Swiertz to approve as submitted. Manager Sturgell provided an overview of the developer agreement and outlined key revisions, including changing the security requirement from escrow to letter of credit, increasing the security amount, and resolving stormwater management through a “buy-in” to the Village’s Church Pond system with a $75,000 incentive. Trustee Koeppe asked whether the existing piping system would still have sufficient capacity to serve the community without causing any issues. Director Hoechst stated that he has concerns about the overall storm sewer size on Jacobson Road at the point they would be discharging it to , as that portion of the system was not upsized during last year’s reconstruction. He emphasized that the developer and their engineer have been informed and understand that they must ensure stormwater can safely reach Church Pond. Any required pipe upsizing will be the developer’s responsibility, not the Village’s. President You ngquist asked whether the cost of upsizing was included in the figures discussed with the developer. Director Hoechst answered that it was not included in the cost because the developer planned to provide dry detention storage to reduce peak flows from the subdivision, allowing the existing storm sewer infrastructure to handle the discharge. Trustee Hanson inquired about where the developer resides and where his busines s is located. Others noted their understanding is that he has multiple business locations. Motion carried via voice vote. b) 251110-2 Amend Village of Fox Crossing Fee Schedule for 2026 MOTION: Trustee Van Dyke , seconded by Trustee Koeppe to approve as submitted. Manager Sturgell noted that the only two changes are those required by ordinance to be adjusted according to the Construction Cost Index. Motion carried via voice vote. c) 251110-3 Amend Village of Fox Crossing Additional Compensation Pay Schedule MOTION: Trustee Van Dyke , seconded by Trustee Swiertz to approve as submitted. Manager Sturgell provided an overview of the items listed in the Additional Compensation Pay Schedule, noting that all of them had been discussed and approved by the Board during the budget workshops. Motion carried via voice vote. d) 251110-4 Amend Village of Fox Crossing Paid-on-Call Firefighter Pay Plan MOTION: Trustee Van Dyke, seconded by Trustee Hanson to approve as submitted. Regular Village Board of Trustees Meeting - November 10, 2025 Page 3 e) 251110-5 Amend Commitment and Assignment of Fund Balances MOTION: Trustee Van Dyke, seconded by Trustee Swiertz to approve as submitted. Director Searl provided an overview of the purpose for adding a special revenue fund to track a grant received by the Fire Department earlier this year. This setup will also support tracking if the department applies for future grants under the same program. Youngquist, Village President Attest: Chantel M. Jaenke, Village Clerk MEMO Date: November 12, 2025 To: Village Planning Commission Members From: Community Development Department Staff RE: Old Business Item #1– Final Pla t- Horizon Crossing (Revised) Overview This revised final plat for Horizon Crossing was submitted for review and action at the September Planning Commission meeting and postponed until this meeting. As a review, the preliminary plat under the original name Jacobsen Prairie was approved by the Planning Commission in March of 2024 and by the Village Board in April of 2024. At the time of the preliminary plat approval, the approval conditions were different. First, the plan was to use the Church Pond located east of this subdivision on Jacobsen Road. In addition, the preliminary plat also showed a cul-de-sac at the end of the proposed Nienhaus Way. The proposed final plat submitted in September proposed an internal detention pond as the cost of extending a stormwater pipe of the appropriate size was determined to costly along with the buy in costs of the new pond. The final plat now before you again will use Church Pond as the detention pond for this subdivision. This final plat also provides for appropriate turn arounds for the dead end roads. A development agreement is being finalized for this subdivision as well, which will meet Village requirements and is anticipated to be acted upon by the Village Board on the 10 th of this month. A location map and a copy of the final plat are also attached to this memo. Subject Property Staff Recommendation Staff now recommends approval of this final plat with the following conditions: 1. The development agreement be approved and all fees are paid by the developer. 2. All taxes are paid prior to recording. 3. A copy of the recorded plat be provided to the Village.
