CSM 5895 which was approved in 2021
"Parcel A", 2450 Hillside Road, identified by (TKN:

to consist of the north property line for the cemertary parcel and then establishing a new shared property line between
"Parcel A" and "Parce l B" going from the northeast comer of the cemetary parcel with the line extending to the east
northeast. "Parce l A" will then 8. 715 acres in size and will meet all of the deminsinal standards of the Rs-1 R District.
"Parcel B" will be reduced in size to 5 .023 Acres meeting the minimum required size of 5 acres and the other deminsonal

Certified Survey Map (CSM) Review
Dear Mr. Healy:
www.cedarcorp.com
We have completed our review of the referenced CSM dated on August 5, 2026. The m;lp was prepared by,
Donald J. Thoma, PLS of Accurate Surveying & Engineering LLP. The proposed Land Division is being proposed
under section 330 of the Village Code and Chapter 236 of Wisconsin State Statutes.
Based on our review, we have the following comments, questions, and recommendations for your consideration:
• We recommend that an easement be created across the existing driveway which is shown on the southern
portion of proposed Lot 1 to provide access to the cemetery.
• We recommend that a note indicating the location of future wells be added to the face of the map in
accordance with the requirements of Wisconsin Administrative Code Section 812.08 Table A due to the
presence of the cemetery.
Submitted data has been reviewed for conformance with generally accepted surveying practices and Village
policies. Although this data has been reviewed, the surveyor is responsible for the thoroughness and accuracy of
survey and supplemental data and for compliance with all state and local codes, ordinances, and procedures.
Modification to the survey, etc., may be required should errors or changed conditions be found at a future date.
Please contact me at (262) 204-2341 if you require any additional information or if you have any questions.
Thank you for the opportunity to assist the Village of Richfield.
Sincerely,

VILLAGE OF RICHFIELD
PLAN COMMISSON COMMUNICATION FORM
MEETING DATE: September 3, 2026
SUBJECT: Special Exception for Accessory Building - Height
DATE SUBMITTED: August 28, 2026
SUBMITTED BY: Jim Healy, Village Administrator
POLICY QUESTIONS: DOES THE PLAN COMMISSION WISH TO DIRECT STAFF TO PREPARE A PUBLIC HEARING NOTICE REGARDING
THE ALLOWANCE FOR A 'SPECIAL EXCEPTION' RELATED TO THE HEIGHT OF ACCESSORY BUILDINGS WHEN THE HEIGHT IS
NECESSARY TO MATCH THE ARCHITECTURAL PITCH OF THE SINGLE-FAMILY RESIDENTIAL HOME?
ISSUE SUMMARY:
The proposed amendment would allow a Special Exception to be considered when the height of an accessory building is
determined to be desireable by the proeprty owner to match the roof pitch aod architectural design of the associated single
family home. The intent is not to provide a blanket allowance for taller accessory structures, but rather, to recognize that
with certain architectural designs it may be desireable by the proeprty owner to add additional building height to maintain
a consistent and complementary appearance. In no case, would ao accessory building be permitted to exceed the height of
the associated single-family home.
The proposed provision, as discussed by the Plan Commission, has intentionally been limited to the Rs-1, Country Estates
District and the Rs-lB, Single-Family Cluster/Open Space Residential District. These are the Village's most 'active' zoning
districts and generally contain larger residential lots (1.25-ac & 10-ac, respectively) aod development patterns where larger
accessory structures may be more appropriate due to the massing and scale of the home on the property. Requiring a Special
Exception provides the Village with ao opportunity to evaluate each request individually, rather than establishing ao
automatic entitlement to additional height.
An important consideration is the architectural relationship between the primary residence aod the accessory structure.
Roof pitch is a significant component of a building's overall appearaoce, and requiring ao accessory building to have a
substaotially different or artificially reduced roof pitch solely to comply with a maximum height requirement can result in
a structure that appears visually 'out of proportion' with the principal residence. Allowing the height necessary to carry a
similar roof pitch can produce a more cohesive aod architecturally appealing property which is generally the concern we
hear from existing property owners who are seeking the additional height.
As an additional safeguard, Staff would recommend that as a condition of approval, deed restrictions be placed on properties
receiving such a Special Exception. The restrictions would reinforce that the accessory structure may only be utilized for
those uses otherwise permitted within the applicable zoning district. This would provide the Village with ao additional
mechanism to ensure that the increased building height is being granted for its intended architectural purpose and is not
subsequently used to facilitate an otherwise prohibited use, like ao accessory dwelling unit or a more invasive business not
otherwise allowed by a Home Occupation. Together, the Special Exception process, the limitation to the Rs-1 aod Rs-lB
Districts, the requirement that the accessory structure remain no taller thao the single-family home, and the recommended
deed restrictions provide reasonable safeguards while allowing greater flexibility for quality residential architecture.
Village Staff is seeking the opinion of the Piao Commission regarding these draft ordinances and if favorably viewed, we
would be seeking a motion to prepare for a scheduled Joint Public Hearing between the group aod the Village Board.

POLICY QUESTIONS: WHAT FEEDBACK DOES THE PLAN COMMISSION HAVE FOR THE APPLICANT REGARDING THE
REDEVELOPMENT OF THE FORMER Sr. H UBERT'S CHURCH AND Sr. GABRIEL 's CATHOLIC SCHOOL AS A PLANNED
DEVELOPMENT DISTRJCT (PDD)?
ISSUE SUMMARY:
The former St. Hubert's Catholic Church and St. Gabriel's Catholic School have been vacant since 2019 and have been on
the market for much of that time. In early 2024, Village Staff, representative s from St. Gab1iel's Church, and Washington
County Staff began working together to utilize a Brownfields Redevelopment and Planning Grant secured by the County.
The grant provided an opportunity to investigate potential environmental hazards on the property while also engaging the
community in a broader planning process to identify appropriate and beneficial future uses for the site.
As part of this process , the Village, St. Gabriel 's Catholic Parish, and Washington County received grant dollars to conduct
both a Phase I and Phase II Environmen tal Study for the property. The Phase I Environemtnal Study was completed in
October of 2024. The former use of a 2,000 gallon and 700 gallon underground oil fuel tanks were identified as a recognized
environmental condition (REC). The Phase II Environemtnal Study was completed in September of 2025 and was
completed to evaluate the REC. 10 soil borings were advanced to a maximum depth of 20' below ground surface. Samples
were collected from the site. All samples were laboratory tested for 'Volatile organic compounds' (VOCs) and Resource
Conservation and Recovery Act (RCRA) metals. Based on the findings from that study, the DNR determined that no further
action or remediation is required. A copy of the letter dated January of 2026 is included in the attachments for your
convenience.

Before us tonight is a proposal from Mr. Tracy Weber, owner
of Magnum Excavation LLC., for a residential subdivision
development he is proposing to call "Scenic Hill
Condominiums " . The Village has two (2) different zoning
categories for this type of residential use in our Code, RD-1
and RD-2. Mr. Weber is proposing to develop the property
so that homes are constructed at one-half acre density . This
is the same density (RD-2) in which the Fairway Fields
Subdivision off STH 175 was developed at. That parcel
involved in the Fairway Fields Subdivision was
approximately 18-acres, compared to the subject property
that Mr. Weber has made an offer to purchase which is
10.64-acres. The average condo unit in this developed has an
assessed value of $568,000 based on the Village ' s
Assessment Roll which was approved on August 26, 2026.
A copy of those assessments for the Fairway Field
Subdivision are included for your convenience. Mr. Weber's stated he expects to sell these condo units for approxima tely
$650 ,000 per side ($400 per square foot) for what he says will be l ,660sqft floorplans.
On this page, the colored photos, are examples of the existing homes in the Fairway Fields Subdivision. Mr. Weber has
also included a 2D rendering of one of the models he plans to build along with a floorplan for your convenience. The condo
units would all be two bedrooms, two baths, and have opt ions for a three (3) car garage, and for finished basements. Custom
cabinetry with quartz countops were also mentioned by the developer, but the interior finishes would obvious ly vary unit
to-unit based on the individual tasts of the prospective buyer. The siding used in this development is a cement board product
like LP Smartside , have stone accents , and other architectural details like an arched entryway.
His proposal has been conceptually laid out by Lake
Country Engineering, Inc. Based on feedback from
the Plan Commiss ion, this may or may not be the
layout that gets officially proposed. There is one
obtuse angle where the roads converge on one another
that I believe would be problematic for snow removal.
This development is proposing to have more than one
way in and out, for safety purposes. Staff has also
previously discussed with the developer about the
potential that these do not become public roads, but
are private roads built to a Village standard that will
be the responsibility of the Homeowners Association
to maintain and plow. That will ultimately be another
policy decision for discussion amongst the Plan
Commiss ion.

PLAN COMMISSION COMMUNICATION FORM
MEETING DATE: September 3, 2026
SUBJECT: Adaptive Reuse Project - "Preapplication Conference with Plan Commission" for
property located at 3737 Hubertus Road and 3733 Hubertus Road (TNK: VIO _082900B)
DATE SUBMITTED: August 26, 2026
SUBMITTED BY: Jim Healy, Village Administrator
The proposal shows 10 condo buildings consisting of 20 total units with an average sale price of $650,000. The existing
structures on the former St. Gabriel's and St. Hubert's site would be demolished as a part of this proposal. The developer
has engaged his engineers to ensure he is able to meet the Village's stormwater management standards. A storm water report
has been completed, but not yet reviewed by Village Staff. It is also included for your convenience. The developer is
proposing a detention or retention pond along Hubertus Road and directly south of the cemetary. As part of this process, if
the proposal moves forward, the developer will need to work with the Village's Hydrologist Dale Buser to ensure that the
consumption of water for these 20 units will not have a negative impact by lowering the water levels by more than 1' at the
nearest property boundary line.
The Village has a trackrecord of working positively with the developer both in his work on the Elmwood Highlands Estates
(STH 164 and Elmwood Road) and in the Fairway Fields Subdivision which he purchased from the original developer and
constructed a majority of the units in.
Tonight, pursuant to Section 170.323, entitled "Review Procedure" for the Planned Development District, the
developer will be appearing before the Plan Commission for its required Preapplication Conference with the
Plan Commission. This meeting is intended to provide an informal opportunity for the Plan Commission and
the developer to discuss the proposed project before the formal review process begins. It also allows the public
an opportunity to hear the proposal, too. The applicable section of the Village Code states the following and is
also included in the attachments for your review:
"Preapplication Conference with Plan Commission. The applicant meets with the Plan Commission for an
informal discussion relating to the proposed project. At that meeting, the applicant shall provide the Plan
Commission with materials that describe the proposed project in sufficient detail for a preliminary, nonbinding
review." -Section 170.323(A)(2)
It is important to emphasize that tonight's discussion is preliminary and nonbinding. The purpose is to allow
the Plan Commission to become familiar with the proposal, ask questions, identify areas that may need
additional consideration, and provide initial feedback to the developer before any formal approvals are
considered.
Items such as landscaping, streetscaping, signage, lighting, site design, and other elements associated with the
overall development are within the Plan Commission's purview and will be appropriate subjects for discussion
this evening. The developer will be present to answer questions, provide additional context regarding the
proposed use, and explain why he believes this type of development is appropriate for the property. The
proposed development represents a significant investment in the Village on a property that has proven to be
challenging and, if ultimately approved and constructed as proposed, could result in approximately
$13,000,000 in new property valuation on a piece ofland that currently is tax exempt.
Tonight's meeting therefore provides an important opportunity for the Plan Commission to better understand
the proposal, consider how it fits within the Village's broader land-use objectives, and begin identifying any
issues o:i- questions that should be addressed as the project moves through the formal review process.

St Gabriel Property
Preliminary Storm Water Management Report
Village of Richfield , Washington Co., Wl
August 4, 2026
Project No. 26-3575
The development of this 10.32 ac property is to place 10 duplex condominiums , replacing the old
church. This development is in the Rock River Water Shed and is considered a redevelopment.
The objectives of this repot1 are to show that by adding these condominiums and roads
• The post conditions flow rates are less than the exist ing condition flow rates.
• That 90% of the predevelopment volume of stormwater will be infiltrated
• That 40% of the Tss will be remo ved from the storm water on an average annua l basis.
• That 30% of the TP will be removed from the storm water on an average annual basis.
The parameters used to evaluate this area are
• The soils are hydrologic group B & C type soils (CkC2 B, FsB B, CeC2 B, CrD2 B, ScA B and
ThB2 C.
• Cn of 71 for grass C, 6 1 for grass B, and 98 for impervious
• Rainfall events for the different 24-hr storm events are 1-yr 2.35" 2-yr 2.65", 10-yr 3.82", and
100-yr 6.4 1" of rain.
• Stotm distributions are MSE 3
• Hydrology Calculate using Hydraflow TR-55 modeling
• Tss & TP removal using WinSLAMM v 10.5.0
• Infilt ration/ evaporation rate of 1.67 in/hr (to be verified once soil borings are done.)
This property has 2- watersheds leaving the site.
The first area is to the north west and into Hubet1us Road. The existing conditions show 6.34 acres
and is mainly grass. The proposed conditions show 5.49 acres with 0.95 acres of imperviou s surface .
The flows leaving this site are as follows
Stonn event I-year 2-year 10-year 100- year
existing 1.80 CFS. 3.22 CFS. 10.54 CFS. 32.81 CFS.
Pro gen 2.69 CFS 4.22 CFS 11.46 CFS 32.83 CFS
Pro released 0.00 CFS 0.11 CFS 3.03 CFS 27.77 CFS
W. 359 N.5920 Brown Street, Suite I 02, Oconomowoc , WI 53066 (262) 569-9331 telephone 569-9316 fax
The second area is to the north east and into Hube1tus Road. The exist ing cond itions show 3.97 acres
with 1. 71 acres of impervious. The proposed conditions show 4.82 acres with 1.68 acres of impervious
surface.
The flows leaving the fire station site are as follows
Storm event 1-vear 2-vear I 0-year 100- vear
existing 4.49 CFS. 5.69 CFS. 10.73 CFS. 22.70 CFS.
Pro gen 4.73 CFS 6.11 CFS 12.03 CFS 26.38 CFS
Pro released 0.26 CFS 0.68 CFS 4.29 CFS 22.14 CFS
By routing this development , through the infiltration basins the Tss will be reduced. This site
generates 2,585 lbs of Tss on an average annual basis and on ly releases l25.31bs of Tss on an average
annual basis , 2,459.7 lbs of Tss are removed on an average annua l basis or 95%
By routing this developm ent, through the infilh·ation basin the Total Phosphorous (TP) will be
reduced. This site generates 10.03 lbs ofTP on an average annua l basis and only releas es 0.6625 lbs of
TP on an average annual , 9.3675 lbs of TP are removed on an average annual basis or 93.4%
Pre-development calculations
Total of 10.31 ac. = 449 ,104 s.f. x 29.02 total inched of rain / 12 in.= 1,086,083 cf that fall on this
property , with 23,209 cf running off site or 1,062,874 cf infiltrated.
Post development calculation
Total of 10.31 ac. = 449 ,104 s.f. x 29 .02 total inched of rain / 12 in. = 1,086,083 cf that fall on this
prope1iy, with 15,547 cf running off site or 1,070,536 cf infiltrated.
So the post developmen t with the infiltration BMP's water shed infiltrates 100% of the pre
development volume of storm water realeased.
This repo1i shows that the village storm water requirements are met by routing the majority of the sites
sto1m water nmoff through the infilh·ation BMP 's.

MAP INFORMATION
The soil surveys that comprise your AOI were mapped at
1 :15,800 .
Warning: Soil Map may not be valid at this scale.
Enlargement of maps beyond the scale of mapping can cause
misunderstanding of the detai l of mapping and accuracy of soil
line placement. The maps do not show the small areas of
contrasting soils that could have been shown at a more detailed
scale.
Please rely on the bar scale on each map sheet for map
measurements.
Source of Map: Natural Resources Conservation Service
Web Soil Survey URL:
Coordinate System: Web Mercato r (EPSG:3857)
Maps from the Web Soil Survey are based on the Web Mercator
projection, which preserves d irection and shape but distorts
distance and area. A projection that preserves area, such as the
Albers equal-area conic projection , should be used if more
accurate calculations of distance or area are required.
This product is generated from the USDA-NRCS certified data as
of the version date(s) listed below.
Soil Survey Area: Washington County, Wisconsin
Survey Area Data: Version 25, Sep 10, 2025
Soil map units are labeled (as space allows) for map scales
1 :50,000 or larger.
Date(s) aerial images were photographed: Aug 4, 2022-Sep
13,2022
The orthophoto or other base map on which the soil lines were
compiled and digitized probably differs from the background
imagery displayed on these maps. As a result, some minor
shifting of map unit boundaries may be evident.

Dear Mr. Bickel:
The Wisconsin Department of Natural Resources (DNR) received a request for a liability clarification
and a "No Action Required" determination from Stantec Consulting Services , Inc. (Stantec) on behalf of
St. Gabriel Catholic Parish on December 23, 2025 (Request). The Request was submitted with the
appropriate review fee for the site location (Property) identified above. The purpose of this letter is to
provide St. Gabriel Catholic Parish clarification as to environmental liabilities and current environmental
conditions at the Property.
Wisconsin Statutes (Wis. Stat.)§ 292.55(1 )(d)1 authorizes the DNR to issue a letter to a person
seeking assistance concerning the liability of a person owning or leasing a property for environmenta l
pollution at a property , the type and extent of environmental pollution at a property, the adequacy of an
environmental investigation, or any other matter related to a request for assistance. This type of letter
contains a DNR determination as to whether response actions are needed under Wisconsin
Administrative Code (Wis. Admin. Code) chs. NR 700 to 799 based on the discharge of one or more
hazardous substances, or the presence of environmental pollution at the Property. The DNR based this
letter on review of environmental reports and other documents that were provided in the Request:
• Liability clarification letter request , completed Form 4400-237, signed November 26, 2025,
including a cover letter and attachments.
• Discharge notification form submitted to the DNR on December 23, 2025;
• Phase I Environmental Site Assessment, Stantec, October 3, 2024:

Liability Clarification and "No Action Determination" Letter for St Gabriel Catholic Parish Hubertus - USTs
BRRTS # 07 -67-598467 and 09-67-598466
BACKGROUND AND ENVIRONMENTAL SUMMARY
Page 2
The Property is in Hubertus and is surrounded by a cemetery and commercial and residential
properties. A Phase I Environmental Site Assessment (ESA) was conducted by Stantec in 2024. The
former use of 2,000-gallon and 700-gallon fuel oil underground storage tanks (USTs) was identified as
a recognized environmental condition (REC).
A Phase II ESA was conducted by Stantec to evaluate the REC. Ten soil borings (SB-1 to SB-10) were
advanced to a maximum depth of 20 feet below ground surface (bgs). Two samples were collected
from SB-1 and one sample from the rest of the borings. All samples were laboratory analyzed for
volatile organic compounds (VOCs) and Resource Conservation and Recovery Act (RCRA) metals.
Laboratory analytical results identified selenium above its Wis. Admin. Code ch. NR 720 residual
contaminant level (RCL) for groundwater pathway. Methylene chloride was identified in several
samples exceeding its RCL for groundwater pathway. Selenium appears to be associated with
background conditions. The methylene chloride was also detected in the blank and appears to be a lab
contaminant. Based on this information , the DNR concurs that no action is required.
DETERMINATIONS
Wis. Stat. ch. 292 and Wis. Admin. Code chs. NR 700 to 799 require those who are responsible for a
hazardous substance discharge or environmenta l pollution to take actions necessary to restore the
environment to the extent practicable and minimize the harmful effects from the discharge to the air,
lands or waters of the state. Wis. Stat. § 292.55 authorizes the DNR to issue clarification letters
concerning liability for environmental pollution.
Information submitted to the DNR with your request for liability clarification indicates that no hazardous
substance discharges or environmental pollution has occurred on the Property. Therefore , based on
information provided at this time, further site investigation activities are not required, and no response
action is required under Wis. Admin. Code chs. NR 700 to 799.
As with any environmental assessment, some areas of the Property were not assessed, the number of
samples collected were limited based on professional judgment and financia l considerations, and
environmental samples were not analyzed for all parameters. This letter relates and refers only to those
conditions described above and to information and data you submitted to the DNR in your request for
this letter. The DNR makes no determination concerning the presence or absence of hazardous
substances or environmental pollution on the Property other than those identified in the documents and
