Public Forum: None Old Business: ● Speeding on Brehmer Rd: Bosquez said that data suggests it’s not a huge problem, but some vehicles are moving quickly. The suggestion is to target enforcement between 7-8 am and 3-5 pm with unpredictable days, times, and locations in town. ● Engine braking near roundabout: The town already has an ordinance and signage, so the county sheriff will have increased patrols using data a resident supplied. ● Neighbor issues with The Shop on W: Bosquez worked with the county to get “No Parking” signage up. Will look at striping the road next summer if the signs alone aren’t effective. Abba spoke with the bar owner who will make some changes to reduce issues. ● Hwy H setback issue: Abba referred to county since this is a county road. ● Waupaca County Humane Society: Per the contract, the Humane Society does verify residency before taking a cat. The town has to pay the fees for cats. Action Items: ● Motion to approve minutes of the 10/20 Town Board Meeting and 11/11 special town board meeting. Current activities include the pond, building the sledding hill, and installing the drain piping. Site prep for the pavilion and playground is complete, courts are close to being done. ● Broadband: No decision is expected until December. Unknown if the government shutdown will impact the timing. ● Weight limit enforcement is underway. There has been one ticket written. ● Kanaman Rd Bridge: The State conducted an assessment in 2025 to determine the conditions of all short span bridges 20’ or less in WI. There are 7 such bridges in Caledonia. 6 were deemed acceptable, though old, except the bridge on Kanaman Rd. The Center of the bridge is solid, but about 3’ of “wings” on both sides are failing. The State will be determining funding for replacement. Replacement is estimated between $300K-$500K depending on replacement style. The town match portion of the replacement will have major implications on future roads budgets. ● The Planning Commission requested special projects to set priorities for next year. Chairperson Abba recommended planning for further residential growth in the town, especially as it relates to subdivisions, since current subdivisions are sold out. ● Transition to new retirement plan: The Town Board approved two changes: moving from Nationwide investment to Social Security for all employees. The Town will join the Wisconsin Retirement System to provide retirement benefits to qualified staff. ● 2026 Board Priorities: There are 4 priorities. 1) Broadband expansion 2) Gruetzmacher Park Construction 3) Creation of long term town maintenance plan 4) Creating and executing a plan to manage residential growth for the town. ● Planning Commission appointments: Helen Adams and Cary Zaug are up for reappointment. Both have agreed to stay on the board so Resolutions will be completed at the December board meeting. Bill Fitzpatrick will retire in January and the succession plan will be followed. ● Dale Fire driveway concern: There are some driveways that do not have space for emergency response vehicles to fit down the driveway in case of fire or EMT calls. Dale Fire Dep’t and Town of Caledonia will be ensuring homeowners are notified. Clerk/Treasurer Report ● Clerk/Treasurer Snyder reported a cash balance of $259,938.83 at the end of October.
