Special Town Board Meeting — Minutes

Town of Caledonia Special Town Board Meeting Minutes Town of Caledonia Town Hall July 29, 2025, 2:00 pm In attendance: Chairperson Bill Abba, Supervisor Vance Knuth, and Supervisor Pete Bosquez. The group had a site tour from 3:00 - 4:00 on Weiland Rd and met with Greg Flohr from the Waupaca County Highway Department during the tour Chairperson Abba called the meeting to order at 2:00 pm. The purpose of the meeting was to discuss road maintenance and reconstruction plans for 2025 now that the ANR Pipeline project is wrapping up. Abba shared a budget reconciliation document detailing the amount of money available for road work in 2025 and potential projects/costs for spending this money.. The Town Board has approximately $180,000 available after routine maintenance for the balance of the year has been removed. This amount includes about $60,000 in the fund balance that was deferred from 2024 in anticipation of significant road damage from the pipeline project. The balance of the $180,000 was unspent this year as the Board realized that once the pipeline was done major road repairs would need to be done. The pipeline project unexpectedly did not result in any noticeable damage so the Board focused on starting the long needed repairs to Weiland Rd. Abba suggested rebuilding the Ernst/Weiland Rds intersection because of significant safety concerns with the multiple entry points at the intersection. The Board also discussed the desired changes on Weiland Rd. After this discussion the Board met Greg Flohr on Weiland Rd and discussed the desired changes with him. The group toured the entire stretch of Weiland Rd from the Ernst intersection to Rawhide Ct. After the tour, the Board requested an estimate of the repair cost from Greg Flohr for rebuilding the Ernst Rd and Robe Rd intersections, replacing 5 culvert/frost heave issues, and reclaiming/shaping/paving the entire section from Ernst to Robe Rds. Greg Flohr thought this work could be done within our budget and stated he would submit a detailed work order within a few days. The meeting adjourned at 4:00 pm. Respectfully, Bill Abba
